Our kaupapa (ways of working/principles) ensure that we continue to work in an inclusive way. We recognise that we are citizens of a bicultural nation with Tangata Whenua (people of the land) and Tangata Tiriti (people of the Treaty). We regularly revisit our kaupapa to ensure we acknowledge, support, and provide space to enact biculturalism and acknowledge the Treaty of Waitangi (New Zealand’s founding document) including practical recognition of Te Ao Māori (The Māori world view) and ensure our members have the ability to act from a position of cultural competence. We are committed to building a common understanding in the management committee in order to develop our strategic direction in an inclusive way from the ground up.

Establishment of WANZ

Wikimedia Aotearoa New Zealand (WANZ) was incorporated as a non-profit organisation on 7 April 2022 and registered as a charity within New Zealand on 21 April 2022. The group elected the committee for this organisation on 17 March 2022. All of the committee members are members of WANZ and have worked on WANZ projects and initiatives over the past three years. We need this grant to build on the strengths of the previous three years of achievements. Our aim is for Wikimedia Aotearoa New Zealand to be a well supported, resilient, and well-known legal entity to support New Zealanders and New Zealand organisations contributing to Wikipedia, Wikidata, Wikimedia Commons, Wikisource, and other Wikimedia projects. Our strategic focus continues to be on providing support to:

  • Ensure Wikimedia Aotearoa New Zealand Inc is an effectively organised and high performing affiliate that New Zealand editors / organisers want to belong to
  • Develop the New Zealand editor base of Wikimedia projects and New Zealand organisers in numbers and diversity
  • Develop and maintain productive relationships with New Zealand institutions that share the same or similar goals and encourage them to engage with Wikimedia projects as part of their workflow / project outputs
  • Increase Wikimedia membership diversity (e.g. age, gender, ethnicity etc)
  • Create and support major projects to fill the gaps in Aotearoa New Zealand information on Wikimedia projects

2. What is the change that you are trying to bring about and why is this important?

The changes we would like to see are:

  • Growth in the organisational capacity, effectiveness and performance of WANZ to encourage membership, provide effective support of and communication with and between the editors and organisers, and increase the impact of the Wikimedia movement in Aotearoa New Zealand. We want the whole movement to have a greater impact than the individual and with the incorporated society providing effective coordination and support, the impact of the movement within Aotearoa New Zealand will be increased.
  • Increase in numbers of well trained editors, effective organisers and purposeful promoters to support the continuity, social impact, and public recognition of the Wikimedia movement in Aotearoa New Zealand.
  • Strong and productive relationships with like-minded and open institutions of Aotearoa New Zealand including GLAMs, universities, and government agencies encouraging the use of Wikimedia Foundation projects in their organisational workflows. This will lead to a better understanding of the Wikiverse knowledge ecosystem on the part of knowledge professionals across Aotearoa New Zealand and a greater contribution, accessibility, and reuse of publicly funded content in Wikimedia Foundation projects.
  • Increase in diversity of members to encourage inclusion of different voices, knowledge systems, and different linguistic backgrounds to better reflect the knowledge existing in Aotearoa New Zealand, particularly that in under-represented spaces.
  • Easy avenues for organisers to develop major content projects to fill the gaps of Aotearoa New Zealand information on Wikimedia projects. Having good quality content on topics relevant to the citizens of Aotearoa New Zealand builds trust in the Wikiverse and Wikimedia movement and accuracy of content.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

Ensure Wikimedia Aotearoa New Zealand (WANZ) is an effectively organised and high performing affiliate that New Zealand editors / organisers want to belong to The administration of the Wikimedia movement in Aotearoa New Zealand (NZ) is concentrated in a small group of volunteers. To increase our capacity, we are seeking funding for paid assistance. We also require on-going funding for essential services including online costs, an accounting system and software licenses, and strategy meetings of the management committee.


Develop the New Zealand editor base and organisers in numbers and diversity We support the editing community by maintaining regular meetups in 2 of the 4 main population centres. We will grow in the other population centres by adding more events and targeting the location of the annual WikiCon. We support a programme of events to drive interest and promote editing as an activity. We support the growth in numbers of organisers by pairing new organisers with experienced mentors for events and content project activities. We support our members that are promoters by providing them funding to connect with and advocate to targeted communities where those communities gather. We encourage our editor and organisers to attend regional hub and global Wikimedia Foundation events. We will actively recruit Māori, Pacifika and BIPOC into the committee and examine the organisational and community culture to ensure it is safe for all.


Develop and maintain productive relationships with New Zealand institutions that share the same or similar goals WANZ will continue to focus on maintaining its relationships with Auckland War Memorial Museum, the Museum of New Zealand Te Papa Tongarewa, West Coast library, and the Parliamentary Library. We will build awareness of our group within the GLAM community via the National Services Te Paerangi - a GLAM assistance organisation - and the premier national conference for GLAMS on digital initiatives - the National Digital Forum. Longer term (i.e. year 3) WANZ will focus on NZ universities providing courses that use Wikimedia projects as learning activities.


Increase Wikimedia Aotearoa New Zealand membership diversity (e.g. age, gender, ethnicity etc) The current membership of WANZ broadly represents the demographics of NZ Wikimedia project editors. This does not represent the demographic makeup of NZ. The Māori and Pasifika populations are under-represented. We have set strategic directions that will encourage participation and inclusion, targeting support of activities and projects proposed by members of these under-represented communities. Year 1 we plan increased engagement with Māori, and also propose two Pasifika activities: a pilot Pasifika content project, and support for a contingent of emerging Pasifika editors of Wikipedia to travel to Wikimania 2023 in Singapore. Year 2 - 3 will include a focus on Māori knowledge professionals.

4. What are the activities you will be developing and delivering as part of these approaches or strategies?

Strategy 1 WANZ is effective 1A. Engage paid assistance for WANZ, to support administration and communications An administrator will support effective planning and management of our events and communication with members and stakeholders. A 3 year contract appointment is proposed as part of a planned build-up in capacity.

1B. Engage paid assistance for WANZ, to enhance publicity and communications In the second and third years we will support the work of the administrator with additional paid staff focussing on communications with the public and publicity.

1C. Establish an accounting system to support the increase in scale of operations As a registered charity, WANZ has legal compliance requirements, including the preparation of accounts and reports specified by Charities Services. We will establish an accounting package that meets our projected requirements, and obtain assistance from accounting professionals in configuring it for our use.

1D. Maintain essential infrastructure including website and software licenses We will establish and maintain a website presence and renew software licenses for essential infrastructure such as BoardPro.

1E. Engage graphic design support for branding and stationery We will engage support from graphic design professionals for development of branding and stationery for WANZ.

1F. Review WANZ strategy on an annual basis The management committee will meet on an annual basis to review and develop strategy for the organisation. The strategy sessions will be in-person, and will be supported by an external facilitator.

1G. Maintain basic office supplies We will maintain a small stock of basic office supplies, and an allowance for copying/printing.

Strategy 2 Develop and support editor, organiser, promoter base 2A. Hold an annual Wikicon We will hold a Wikicon each year, with one in Auckland in the first year.

2B. Support regional meetups We will support regular regional meetups, with a focus on population areas either intermittent or not currently active. We will provide for funding some venue costs and catering if required.

2C. Establish a 6 month Wikipedian at Large position We plan to establish a Wikipedian at Large position for 6 months, to improve visibility and encourage growth in the numbers of active editors across Aotearoa. The Wikipedian at Large will serve as a mentor and guide in multiple geographic locations, and be present at selected events such as editathons. A repeat of a successful activity from 2018.

2D. Facilitate editathons We plan to facilitate 3 editathons in the first year.

2E. Wikidata Scholarship Provide funding for one NZ Wikidata Fellowship in partnership with Wikimedia Australia’s annual Wikidata Fellowship offer https://wikimedia.org.au/wiki/Wikidata_Fellowships

2F. #1Lib1Ref Campaign We will work with Wikimedia Australia on a joint Australasian #1Lib1Ref campaign in May/June. https://wikimedia.org.au/wiki/1Lib1Ref. We plan to offer prizes.

2G.Support organiser / promoters to complete outreach via conference attendance We plan to support promoters to attend and present at non-Wiki conferences and advocate use of Wikimedia Foundation projects in knowledge ecosystems. This is building on outreach activities that have either previously been self-funded by volunteers or funded via rapid grants. Targeted knowledge professionals include natural environment scientists and natural environment science data specialists and knowledge professionals such as university research librarians.

Strategy 3 Develop and maintain productive relationships with like-minded institutions 3A. Regular Communication and coordination We plan to support these relationships through the provision of advice, support of content initiatives and coordination of events.

Strategy 4 Increase WANZ membership diversity

4A Increase engagement with Māori We will develop initiatives to work collaboratively with Māori and increase diversity and power-sharing in WANZ. The initiatives in year 1 will include seeking opportunities for marae visits, invited hui, workshops, symposium etc

4B Support members of under-represented communities to attend international WMF conferences We will provide funding support for members of under-represented communities to attend international WMF conferences such as Wikimania. We plan to offer funding for travel and related expenses for a group of emerging editors from the Pasifika community to attend Wikimania in Singapore.

4C Support a pilot Pasifika editing project We will provide advice and funding support for a Pasifika project proposed by an emerging organiser. This pilot project intends to target one Pacific island community and investigate and prepare for a week-long trial visit to encourage editing by members of that community,

Strategy 5 Create and support major projects The current capacity of the group is such that no other major projects are able to be supported at this time. The focus for Year 1 will be on Strategy 1 - 4.

Year 2 / Year 3 Overview

A multi-year grant is important to enable us to contract in paid assistance. We wish to establish a three year contract to attract a high performing individual, provide them with certainty of work and achieve consistency of service for WANZ. In the second and third years, we plan to add part time assistance with communications and publicity.

The WANZ strategy, while it will be reviewed and updated annually, is unlikely to drastically change in emphasis in the mid-term. The activities WANZ intends to deliver will also become more consistent as we refine and focus on what works well and has maximum impact on our Wiki community growth, content development, community engagement and outreach.

In addition to the paid assistance, licensing and administration fees, and annual strategy session for WANZ organising committee, other regular annual activities requiring funding will include a national WikiCon, edit a thons, and funding support for members to attend conferences.

What is likely to change is the amount of financial support of the yet-to-be identified content projects that strongly align to the WANZ strategic goals proposed by members or like-minded institutions. As part of building outreach to like-minded institutions it may be that we will support some of their project initiatives.

We are also in an emerging space in terms of growing under-represented community participation in the Wikiverse. We have a practice of “nothing about you without you” and this will mean that we will be supporting activities led by members of those communities and with the full and direct participation of members of under-represented communities. Those community members will know best how to engage with and encourage participation of their own community.

We also recognise that content projects are often led by committed and passionate individuals working well above the standard editor capacity and organising “buy-in” with other editors. Allocating resources to support these types of content initiatives and engagement with the wider editor base will be reactive.

Gender - encourage existing WANZ editors addressing the gender gap in Wikimedia projects (eg WIR editathons on Wikipedia and Wikidata). Encourage new projects to have metrics on women and gender diverse content.

Geography - Auckland War Memorial Museum is using the Wikipedia platform to develop information about suburbs to support the new secondary school history curriculum. This work is supported by WANZ.

Important Topics & Cultural Background - We’re surveying and supporting where the community is already making good progress, including Pasifika topics in English Wikipedia and specific bulk content made available via Wikidata and Wikisource. We survey, discuss and raise consciousness of poor content about New Zealand at Meetups and WikiCons including racial bias content. WANZ staff will allow information to be better disseminated to existing and emerging editors and related organisations.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?

Three points of our strategy have a focus that include increasing and supporting diversity including increasing ethnic and cultural diversity of members with a focus on Māori and Pasifika people. The management committee is committed to increasing diversity and that projects trialling engagement strategies with Māori and Pasifika people are supported. The committee is also focussed on continuing development of cultural competency within our affiliate including ensuring the principles of the Te Tiriti o Waitangi (The Treaty of Waitangi) underpin all policy and practices. By relationship building with Māori and Pasifika communities, the committee also hopes to address the lack of diversity within the committee. 12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?

WANZ has work to do to be inclusive of Māori, Pacifika and BIPOC in our events and to be inclusive of neurodivergent people and those with disabilities. Increasing diversity in organisers and power sharing is important to our affiliate as is growing cultural competency in the pākehā who are part of the Wikimedia movement. Creating spaces for Māori, Pacifika and BIPOC to work together may also be an approach in the future and, as mentioned in this application, WANZ is open to other suggestions from these communities as to what may serve them best.

The Wellington WikiCon (March 2023) set the precedent for NZ Wiki events to get accessibility requirements from participants prior to events. This is guidance that has come from a local community of people living with disability. WANZ is currently creating a guide for future edit-a-thons and WikiCons that takes lessons from past events and makes better operating procedures.

Our statements about respecting and being guided by Te Tiriti o Waitangi (The Treaty of Waitangi) is a New Zealand specific approach that holds Māori sovereignty at its heart and respects an indigenous world view to support an inclusive environment. This it is hoped will make a collaborative environment for people of all backgrounds and ethnicities to feel their knowledge is valued and that they are able to contribute to WMF projects. WANZ is hopeful that investment will bring experience and guidance into our organisation from non-Pākehā communites. We are proposing in this year’s budget to support young Pasifika people to participate in the Pasifika focused projects.

We plan to maintain and build on the existing close relationship with Wikimedia Australia.

The Pasifika projects budgeted for by WANZ are likely to have flow on effects in the Indigenous Peoples space as the projects includes connections with countries in the Pacific. We are hoping that the projects are likely to identify existing editors and GLAM organisations in the Pacific already interested in Wikiverse and bring this network together. Māori connections also have potential to flow from this work.

The connections within the ESEAP region are developing. The Indigenous communities globally and within the ESEAP region are a potential network that WANZ can learn from.

14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.

In the last year WANZ has maintained a strong relationship with Auckland War Memorial Museum and Westland District Library and grown a strong relationship with the Museum of New Zealand Te Papa Tongarewa (Te Papa) and a University Reference Librarian’s group. We continue to develop our relationship with staff from the Parliamentary Library and have active contacts in a number of other New Zealand GLAM organisations and tertiary education institutions. These GLAM organisations and groups have a similar mission to Wikimedia Foundation and see the Wikimedia Foundation projects WANZ contributes to as a digital channel providing GLAM organisations with digital reach and engagement with their content and collections.


For the four GLAMs we have strong relationships with, they add value to our work by having staff that participate in our meetups and events, discussing their project focus and requesting support and advice from members, and loading openly licensed content to WMF projects. They each have their own projects and these are communicated to the WANZ members and built upon by members. WANZ is also seeing investment in Wikipedian in residence initiatives and support for public programme delivery and themed Wiki events.

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?

Growing capacity by adding paid organiser and administration support will ensure that the current level of relationships can be expanded to include more organisations.

Strong relationships with like minded institutions are built on regular communication and check ins.

As we grow in experience as an affiliate we are refining our strategy and identifying the successes when implementing it. This is building capacity in skills and leadership amongst existing and emerging organisers in the Wikimedia Aotearoa New Zealand movement.

The strategic goals of WANZ and this application support Indigenous autonomy and reference the principles of Te Tiriti o Waitangi (The Treaty of Waitangi). This works towards Equity in decision making. There are few Māori participating in events. Acknowledging this is the first step to addressing the issue. The Māori language (Te Reo) Wikipedia is not being regularly edited and WANZ acknowledges it does not have the membership base to address this issue. Relationship building takes time and we have steps in our strategy that we hope will remedy both of these issues.

The main risk is burn out of current organisers. The organiser pool in New Zealand is small and continues to be busy running content projects and events. The current plan remains ambitious but achievable with the support of all of New Zealand's organisers. The mitigation is to continue encouraging members to try organising to help the committee to achieve its goals and to support new organisers by pairing them with mentors so development isn’t overwhelming. Adding the additional paid organising support will also help.

  • What works to grow the Wikimedia movement in Aotearoa New Zealand, even if the growth in numbers contributing is slow
  • A better understanding of our capacity to support relationships with like-minded and open institutions of Aotearoa New Zealand including GLAMs, universities, and government agencies. How much work is required to onboard the knowledge professions of targeted institutions with the WMF projects?
  • What is the work commitment required to sustain relationships on a longer term basis?

The questions we are asking will not be informed by the metrics we have selected in this application. Our learning will develop through committing to a practice of running retrospectives post-activity delivery, self and group reflection during the organising committee’s annual strategy session, and by seeking out the opinions of and feedback from members using a lean coffee facilitated session during the annual WikiCon.

Developing a record of the lessons learned will need commitment and development in culture and practice. The limited size of our membership and focus on organising also means that measuring and analysing even the simple metrics selected this year can be too time consuming on the committee member tasked with reporting. We hope by adding capacity with paid assistance for general administration we can ensure the selected metrics are able to be reported on easily and that provide useful analysis for the committee.

Lean Coffee Retrospectives We found that running a lean coffee retrospective https://www.retrium.com/retrospective-techniques/lean-coffee with attendees to the Wellington WikiCon was an excellent sense check on the activities that the Committee focussed on supporting for the 2022-23 year. It was also an effective idea generator for the activities popular with attendees for the 2023/24 year. We intend to continue to use this tool in order to encourage participation and discussion empowering everyone attending the meeting to contribute and vote.


Event retrospectives Requiring event organisers to run retrospectives and contribute to a rolling improvement of an event organising manual of processes, contacts, platforms and providers will ensure event organisation becomes easier, safer, and more efficient.


Programs and Dashboard Running a campaign dashboard with programs reflecting activities is a useful record of contributions. WANZ would like this tool to be developed further as we find it very useful in some contexts particularly around recording, tracking the contributions of, and supporting new or returning editors to content creation and training events such as editathons, WikiCons, and content projects.

Conflict of Interest Because New Zealand is a small country with often only 1 degree of separation between committee members and members receiving funding for activities, we acknowledge the affiliate needs a rigourous conflict of interest policy and proceedures. See attached document. We are also supplying the draft grant making policy. We wish to reassure the funding committee about the family relationship between the President and the Wikimedian Laureate (this was mentioned by the WMF Program Officer), the close interests some committee members have with GLAM organisations that WANZ has key relationships with (employment), and that some committee members are also grant applicants. A system of recusing and excusing commitee members from decision making participation is working well.
