[edit]1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
Wikimedia Indonesia's goal is to open the access to knowledge as freely as possible to the people in Indonesia in Indonesian and local languages spoken in Indonesia. To pursue this mission, we employ a number of strategies and activities to encourage public involvement in Wikimedia projects. In addition, we continue to collaborate with educational institutions, GLAM, and other organizations, to support the growth of content amount in the Wikimedia projects, both in quality and quantity; thus, it can be widely used by all entities in Indonesia (specifically) and globally.
2. What is the change that you are trying to bring about and why is this important?
Key focuses that Wikimedia Indonesia would like to address in this grant proposal are increasing participation in Wikimedia projects, collaborating with external entities to bring more (local) contents to Wikimedia projects, making local communities sustainable.
Wikimedia Indonesia has a mission to foster the spirit of sharing knowledge. Not everyone has equal access to proper education. According to research results from the Central Statistics Agency, the average child in Indonesia completes his education up to junior high school, so there is a need for a different approach to provide easier access to knowledge. Contributing to a Wikimedia project is one way to gain basic knowledge and can only be achieved if many people take part in it. Our strategy to do this is to mobilize more contributors in various activities, such as in Wikipedia training and writing competitions.
Relying solely on individuals to contribute to Wikimedia projects does not suffice. We try to work with educational institutions, such as high schools and universities, to introduce Wikimedia projects to students to provide new experiences for them to try to contribute. This allows for mutually beneficial cooperation for both parties: students know how to use Wikipedia, for example, to produce new papers that can be used as references in Wikipedia articles, and the public gets quality content through Wikimedia projects. Moreover, cooperating with cultural institutions also has a good impact on both parties. The public know their own local culture, which previously could only be achieved by in-person visits. With digital collections available on the Wikimedia projects, people around the world can enjoy easier access to collections for research, education, or typical use, at no cost.
Wikimedia Indonesia appreciates the efforts of volunteers who have helped and taken part in Wikimedia activities. We are trying to build new communities throughout Indonesia to support the creation of sustainable Wikimedia projects in Indonesia and support the activities of established communities. We provide this support through mini-grants and participation in regional-level activities.
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
We have competent resources to manage the activities that we propose in this proposal. Our staff members have extensive experience in Wikimedia projects so far and are able to identify which aspects of the problems need to be addressed with the right strategies. We divide the strategies, based on Wikimedia projects we wish to involve, to make it easier to assign the activities.
- Strategy 1: Organize events to increase participation on Wikipedia.
- Strategy 2: Organize events to increase participation on Wikimedia Commons.
- Strategy 3: Organize events to increase participation on Wikisource.
- Strategy 4: Organize events to increase participations on Wikibooks.
- Strategy 5: Organize events to increase participations on Wikidata.
- Strategy 6: Collaborating with external organizations to enrich contents on Wikimedia projects.
- Strategy 7: Increasing participation from local communities in Wikimedia projects.
Strategy 1-5 aligns with our focus on improving the general public's understanding of Wikimedia projects, helping them identify which projects they can work to channel their interest in positive contributions, and increasing the number of contributors in Indonesia to Wikimedia projects. This strategy is also in line with our strategic plan for 2022.
Collaborating with external organizations is our Strategy 6. In our strategic plan, there is a mandate to be executed by Wikimedia Indonesia to engage in forums or public channels, get involve in government institutions, and government institutions, as well as international movements, to shape public awareness of Wikimedia Indonesia's vision, in specific. This will make it easier for our chapter to organize activities that are in line with the goals of the Wikimedia movement in general.
Strategy 7 will be internal strengthening and empowerment of volunteer organizations and communities in Indonesia. There are 13 local volunteer communities fostered by Wikimedia Indonesia. With this number, it is necessary to have support from the organization for them to carry out activities, such as organize regular community meetings, meetups, and community gathering. Communities that have strong ties will be easier to develop, while communities that are new and do not yet have a small number of members need to be fostered and supported in order to be able to stand up.

Our activities are close to languages and culture diversity. With the hope of freeing knowledge in Indonesian and other local languages, we ensure that the public who wants to contribute to Wikimedia projects can be reached, regardless of their language background and status. We also try to encourage users to contribute to article topics that are rarely taken care of by most contributors.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
Our strategy to engage participants in activities/collaborations is to socialize and understand their needs. From our experience, we need a systematic approach with external institutions/organizations so that they can perceive our intents. From that point, a mutual agreement is eventually formed to carry out activities or collaborations.
12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?
Wikimedia Indonesia has implemented a friendly space policy which requires that every participant who takes part in our events behave properly and does not interrupt other participants in an unacceptable way. We also require staff members and event organizers to take the necessary action to enforce the policy.

We have worked closely with the local Wikimedia communities in organizing various activities, such as Wikipedia training, Wikimedian in Residence, and in volunteer capacity building. We have been working with several Wikimedia chapters, namely Wikimedia Nederland and Wikimedia Taiwan since last year. This year, we have ongoing activities in the area of GLAM and content quality improvement in specific topics, in collaboration with these chapters, respectively.

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.
- From external factors, Wikimedia Indonesia has predicted several things that might affect the course of activities. First, the wide geographical coverage of Indonesia. For this, we have made an itinerary that will be visited for one year. This will make our planned goals achievable and structured. In addition, we can map out which areas have the potential to continue activities, whether regular activities, such as Wikipedia training sessions, or long-term cooperation.
From the internal side of the organization, we have personnel who have good experience and are committed to running Wikimedia Indonesia programs for the past four years. Wikimedia Indonesia has a good reputation for producing good program output, assuming minimal external risk. We provide support and skills training when new staff members are added. Our organization is also always improving standard operating procedures, which are important in carrying out activities and budget realization.

We want to know the level of impact of the above activities on the wider community. In the previous year, we received diverse feedback from several partners and participants, such as piloting Wikibooks training sessions and evaluating methods on how to approach GLAM institutions. This year, we want to learn if the change in our strategies delivers expected outputs. From that point, we will evaluate and remodel the strategies based on actual context, if required.
