APG approved in the amount of 24,000 USD[edit]

Congratulations! Your grant is approved in the amount of 24,000 USD, with a grant term starting 1 January 2021 and ending 31 December 2021.

Wikimedia User Group Uganda’s program focus for this round of sAPG is on issues of diversity, content generation, outreach and fostering collaboration with community members and partners in the knowledge ecosystem. They plan to contribute to this overall focus through activities including Wiki for Human Rights, Wiki4Refugees, Wikisoccerthons, Learning week, Wikipedia@20 and activities linked to the Movement Strategy.

The user group is leveraging existing successes from the previous grant cycle and increasing the number of activities under each program category hoping that it will result in creating greater impact. For instance they plan to increase the number of underrepresented community members including refugee communities.

We recommend that the group diversifies their thinking on Wikipedia@20 activities taking the pandemic into account. As it stands there are a number of proposed activities with an in-person setting inclination. We advise that the group uses the COVID-19 Risk Assessment Tool to support their decision making process on events to host in-person and those that they need to host online.

There is a significant increase in budget compared to the previous grant cycle due to the number of activities proposed in this year’s activity plan together with a large increase in staff. We request the following changes to your proposed activities:

  • The User Group needs to clearly show how the proposed staffing structure is coordinated and especially how the different Directors of Programmes and Administration will work together on the proposed activities. We understand the rationale for a shared position for your organization, but it is important there is clarity on how responsibilities will be shared or distributed among multiple people.
  • While we are able to support initial staffing support for the user group this year, staffing costs should be reduced because it will be a challenge to sustainably support the 4-part time staff due to funding provisions and allocations to other affiliates. The current budget may be able support part-time staff at a 0.25 - 0.50 FTE level.
  • A key observation was that the Diversity and Content Generation was twice the budget of their previous SAPG. We therefore recommend that they reduce the number of events associated with this program taking into consideration staff capacity in being able to implement the activities.

Request for Re-allocation of funds[edit]

Dear VThamaini_(WMF),

We are requesting for a re-allocation of insurance funds to cover medical expenses for the following reasons;

  • The initially planned insurance coverage was for staff/volunteers who were to travel upcountry, and refugee settlements, however, due to the COVID-19 restrictions on travel, most of the activities have been carried out online.
  • The initial budget allocation for insurance later turned out to be required by more core group volunteer members yet there were no matching insurance packages for the allocated sum
  • We have had core usergroup volunteer members facing medical costs that can be covered, and reimbursed by the available amount that had been allocated for insurance coverage.

Request for final report date extension[edit]

We are requesting for a reporting deadline extension for the final sAPG report for 2021. We have already updated a majority of the final report but there are a few programmatic and financial sections that are still pending, we hope to complete these by the end of February 2022.

Request for another grant reporting extension[edit]

Dear VThamaini_(WMF),

Thank you for the previous reporting extension, we have completed the activities report, but the Metrics, targets and results are still being finalised.

The financial report is also not yet finalised, due to external reasons beyond our control; for example

  • The service provider we hired for accounting and finance, has requested for more time to finalise accounting obligations.
  • We followed local tax regulations during 2021, therefore we are required to file local tax obligations, and we have been delayed by local authorities whom we are still following up with, to complete these obligations.

We are therefore kindly requesting for another grant reporting extension for one month (until 31 March 2022).
