Thank you for submitting this report. I have a few questions I would like you to answer before we review this report:

  • Can you provide more information about how it happened that you were not registered to present at this event? Typically, we only award TPS funding to participants who have had talks accepted at the events at which they plan to participate. Our decision to fund you was based on our understanding that you would be presenting at this event. We understand that mistakes happen sometimes, but we would like you to give a more thorough account of how this mistake happened, so we can take the learning from it into account when reviewing other proposals.
  • As you know, we require you to provide an outcome as part of your report. You have indicated that you would like your presentation at Wikimania to be considered as your outcome. It's not clear at all how your presentation at Wikimania is an outcome of your participation in eLearning Africa 2016. Under normal circumstances, we would not accept this outcome. Consequently, I want to ask you:
    • Are you able to provide another outcome of your participation in eLearning Africa 2016 that is more in line with the guidelines for TPS: "The outcome should share the benefits of your participation more widely with the community. Your outcome could be a learning pattern to teach others something you've learned, a link to something new that was co-created by you and your fellow participants at the event, or a blog post you wrote to share your experience with others after the event."
    • Can you say more about how your presentation at Wikimania is related to your participation in eLearning Africa 2016?

Hello Marti (WMF),

  • I found a link on meta, and I filled the registration form - here is the link for this year's form, which I think is the same as last year's. In Format Type, I chose Presentation and filled out the form.
Under the impression that I will be contacted about a confirmation of my presentation, I waited, until the day of the flight. The morning of the flight, I sent an email that I would like to know where to register my presentation/workshop in the programme. I received an email saying that no scholarship is available for this conference, and that I already registered with the reduced student fee. I transferred this email to Wikimedia Grants. Then I boarded the plane.
  • Although I couldn't give my presentation, I learned many things for the conferences presentation, but the report of the conference (it's about education and technology in Africa but mentions Morocco has good internet infrastructure but poor education) got me thinking of the the case of Wikipedia Zero in Morocco.
In the few coming days, I will share a different outcome based on the notes and material from the conference.

Hello Zack ,

Thank you for your earlier response. I appreciate your more detailed explanation of what happened with registration. It sounds like there was also oversight on our side, since we typically do not fund applicants who do not yet have confirmation of their talk.

I am glad that you found the conference a useful learning opportunity. Given that you learned many things, and that you took away a good idea from your participation, I want to suggest that you write a blog post or a newsletter post or some other form of sharing out publicly to further extend your learning. You could also create a learning pattern documenting how other people could initiate or support a process to build a Wikipedia Zero partnership.

Please respond and let us know your progress on completing the outcome requirement. We can't complete this report and close out your grant before then.

We are still waiting for a submission from you that meets the outcome requirement for your report. Can you please update us on you progress?
If we do not hear from you by July 27, we will mark your report incomplete so we can close out this participation request in our records. I have posted a draft blog report I'll finalise shortly.

After I registered via the above link, I received the following mail on 5/3/16:

Thank you for registering for eLearning Africa 2016. We will process your registration and send you your confirmation and invoice shortly.
Please do not hesitate to email us at xxx or call xxx if you need more information.
Please note: Your registration is binding once you have received a separate e-mail from us with our confirmation and invoice. Should you not hear from us within 10 days, please contact us.
We look forward to welcoming you in Egypt!

Then on 5/4/16

to proceed with your regisstration I need a copy of your valid Student ID.
There is no Scholarship available for this event.

on 4/28/16, my TPS has been approved. on 5/9/16, I received an email "Confirmation and Invoice for your participation in the conference and also our participants' Information Package that contains information on your arrival in Cairo, the conference venue and how to get there, booking accommodation for your stay as well as registration times." Following that were emails on logistics.
5/23/16 the morning of the flight I mail this:

My name is Zakaria Oudrhiri and I am registered to attend ELA Cairo on a Wikimedia Foundation scholarship.
I would like to know where to register my presentation/workshop in the programme.

One hour later

you registered on our website for the conference and for 2 workshops (M2 and A4).
You received an invoice, which you can pay on arrival at the registration desk.
There is no scholarship available for this conference, you already registered with the reduced student fee.
