This proposal has been approved. The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.
The closing committee member provided the following comment:
Czech Wikipedia is among the 20 largest Wikipedias, having reached nearly 90 000 articles. There are a lot of editors for Czech Wikinews (Wikizprávy is the name chosen by our community), as can be seen in the developement project - already now, in last 2 months, we have more than 80 articles (more than the smallest and already fully working bg.wikinews). The collaboration is also working well - there are several editors and the news are being checked and improved by many of them. We have templates, categories, basic policies like NPOV were also implemented.
