This proposal has been rejected. While this request has technically been rejected, in reality this is a request that has been sitting open or on hold for a long time with little evidence of a community coming together to build a project. If a community comes together in the future and makes a new request, LangCom would consider that new request without prejudice. A committee member provided the following comment: The request for a Wikipedia in this language was marked eligible. So people interested in this language may wish to contribute to that test first. - The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
- The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).

There are hundreds of thousands if not a couple of million speakers of Riograndenser Hunsrückisch at various levels of fluency and with different levels of interest in this traditionally non-written Germanic language (it was severely repressed by the Vargas Regime during World War II, and until recently suffered strong lack of social prestige). There has been a slow revival up and coming which with the advent of modern communications is consolidating... The state of Rio Grande do Sul this year approved unanimously (51 in favor - 0 against) Law proposal # 14061 (Processo 20047.01.00/12-8) set forth by state representative João Fischer that the Riograndenser Hunsrückisch language is officially recognized as part of the "historical cultural patrimony" of the state (please see here: http://proweb.procergs.com.br/consulta_proposicao.asp?SiglaTipo=PL%20&NroProposicao=14&AnoProposicao=2012 ). The official Brazilian cultural institute Instituto do Patrimônio Histórico e Artístico Nacional / IPHAN also recognizes this minority language as a national cultural good worth protection and maintenance (please see mention of Riograndenser Hunsrückisch at the IPHAN website: http://portal.iphan.gov.br/portal/montarDetalheConteudo.do?id=13808&sigla=Noticia&retorno=detalheNoticia ). It is important to note that this language has almost two hundred years of history in the New World, with most of it's speakers living in the south of South America, specifically in the Plata River Basin but mostly in the southernmost state of Rio Grande do Sul, Brazil. I myself grew up with both the national language, Portuguese, and Hunsrückisch Plattdeitsch at home, and in the community at large. I am also fluent in English, having obtained my bachelor degree here in the United States. I also have very good fluency in both High German and in Spanish.
