This proposal has been approved. The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.
A committee member provided the following comment:
The community needs to develop an active test project; it must remain active until approval (automated statistics). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
Item about the language at Wikidata. It would normally include the Wikimedia language code, name of the language, etc. Please complete at Wikidata if needed.

Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin"). Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.

We have been working for some time have and have uploaded many texts on the Multilingual Wikisource. I think its time that we have a separate domain for Punjabi Wikisource. (see Phabricator task T149522) The main page on sourceswiki can be found here, in the Category:ਪੰਜਾਬੀ (Category Punjabi) there are some 434 pages today. Might be @Satdeep gill: could inform us how many (approx.) users are working there, I don't know the amount. But they seem to be OK in the last time. Remark from sourceswiki / Oldwikisource: @Millosh:there is an activity with Punjabi texts since 2012 / 2013 (see e.g. here) with a huge amount of pages yet; might be the proposal to edit now on incubator ws/pa could be a bit iritating to the users - somebody would have to move all pages from sourceswiki to the incubator and then, when OK, to move it again to the new url address. -jkb- 23:29, 12 February 2017 (UTC) (bct over there)[reply]
