Public project vs. Committee[edit]

The WMF board has discussed forming a committee to support regular review of movement strategies, including planning projects such as the 2010-2015 five year plan (and what comes after that). This would be similar to the audit committee in that it would invite participation from community members with relevant experience, and would produce brief annual overviews for the Board and movement.

An alternate option is a public workspace with open participation rather than a fixed list of members, focused on realizing the same tasks. This group does not need to have traditional Committee structure: no special Board-delegated authority is needed to review current strategies / publish summaries / coordinate plans for future strategy. The advantage to this model is that the project would be jointly owned by all who participated in it. The disadvantage is that it would not have simple parallel models to follow (such as following in the footsteps of other WMF Committees).

There will be a more formal discussion of this at Wikimania 2014. Note: if this develops anything like the 2009 process, there may be both a community-led committee for those with time to dedicate to coordination, and a larger body of contributors participating as they have time.
