Great idea. I don't know whether one is currently able to do the following

• Capture the article title, or article category, of an article when making a banner
• Generate a scripted banner (say, a banner that evaluates a script based on context; or includes a random number; or chooses a random article from a category)

You could certainly run a banner that takes people to an "Open Tasks" page, and that page could be dynamically updated. This requires one more click, but would be a fine start.

You could also run a banner that lets readers submit their email address to be added to a regional mailing list, if one exists. That might be one separate geotargeted banner per regional-group and -list.
