Sorry, I don't understand the situation. My edits are 99% in Russian Wikipedia, and now I do not have access to a any page there - not in the main space, not on the forum, or on my discussion page. Even about this problem, I cannot declare anywhere else, except on this page. Unfortunately, the terminology on the "Global IP block exemptions" page is too complicated for me, especially since my level of English is very poor. Only Google translate helps me write here. @RadiX: I am not the affected user, I'm just trying to resolve the situation as I'm better in English.

"Your account is not (b)locked" is just a wordplay, sorry to say but true. If a logged-in user unable to edit from within his/her account - the account is blocked for him. All the rest are subtle technical details (IPs, exemptions, etc.). 99% of project participants have no idea about it - and should not have any need to know. More you may read at Russian administrators' noticeboard.

"Your current IP address is 217.197.250.65 and the blocked range is 217.197.240.0/20" is at the top of the topic and it seems provide all necessary info. Basically speaking: 1) Гдеёж? (Russian user page) is a long time contributor of ru-wiki; 2) he is an autopatroller of ru-wiki; 3) he has no blocks pending or sockpuppetry assumptions; 4) he would really like to continue his participation in the project without any more troubles anywhere from outside of ru-wiki.

@Neolexx: I was meant to ping Гдеёж?, not you. I clearly understood what happened to him yesterday. And I just asked him to email me due to privacy concerns. Either way, once the information was publicily disclosed by him, the issue is now fixed.
