process design stinks, backlogs rise, until there is a drama campaign to address, editor burnout trying to keep up

use process design principles and learning patterns to build quality circles and spiral improvement.
the teahouse is an example of a dedicated team to address quality issues.
there is the mentality that software and increasing requirements and boilerplate will solve quality problems.
we need a new process design practice by the community to solve quality problems.
