- 1. What is the change that you are trying to bring about and why is this important.
Pangasinan Philippines is a province with 44 towns and 4 cities. It has 22 coastal towns, a pilgrimage site, and the home to the rich culture and heritage. It is a top tourism destination but it has very little content on Wikivoyage. It is a land of abundance, its landlocked areas are a haven for agriculture and its vast rivers, seas and ocean promises of bountiful marine harvest. Every town has its own unique product we call One Town, One Product a campaign by the national tourism department to showcase each town and city's best product or destination to offer. In every town, there is an annual festival, named after its major agricultural produce, or industry. The project aims to populate the province of Pangasinan's Wikivoage content from the current three cities to include all its 44 towns and 4 cities as well as update the exixting ones on their pages. There is a whole lot more to Pangasinan that meets the eye. We have a rich culture, industries, heritage sites, heirloom recipes, beaches, faith tourism and colorful festivals, dive sites and even war artifacts that are worth including in Wikivoyage. This is what we plan to do. Upload them on Wikivoyage and Wikimedia Commons.
- 2. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
For the first phase of the project, we partner with 25 towns in Pangasinan, mostly in the western portion or those near the West Philippine Sea to set up their Wikivoyage page. Volunteers from Pangasinan State University students will edit the articles and photos and upload them to Wikivoyage and Wikimedia Commons. After each town is finished, there will be a ceremony to be held in the town lead by the town mayor and the local tourism and cultural affairs officer When the 25 towns is already done, we will create a media event/ presentation to get coverage and create publicity for the project. We will also launch it with the Provincial Tourism Office to launch the project alongside our partner university.
These strategies will be effective because it the perfect mix for a great project. Government. Academe. Media. Youth Volunteers

Pangasinan is one of the five biggest provinces in the Philippines and its rich culture and destinations has not been given a spotlight for the longest time. There are but few organized content repositories for this destination. Although it offers almost the best of its culture and resources to locals and tourists alike, not all of its towns and cities have websites or travel guides as reference for visitors. To bridge this content gap would also impact their tourism industry.

The targeted participants are tourism and cultural affairs officers from local government offices. They are the keepers of material information necessary to create the Wikivoyage page. We engage them by sending project partnership proposals, teaching them how to edit Wikipedia and have them try it during the project. Another set of participants are the student volunteer editors from Pangasinan State University. They will be the one to edit content gathered from the local government office to the pages of Wikivoyage. Media participants however help in publicity and promotion.

We are doing a worthwhile project alongside reputable local tourism and cultural affairs officers, they are government employees who clearly recognize fairness, equality and safe spaces for our volunteers and other participants

We gather for a discussion. Then come up with a cooperation or strategic partnership and we proceed. We announce the project to the media, we create promotional graphics and branding to engage even the citizens to take part and join. The discussion on the proposals are off wiki so we cannot add a link. After the discussion, we will create a Project Page on Babaylan PH for this. We will populate the page as we go along with the project, before, during and after so other communities may learn about it too.

The Learning Questions are as follows:
Will the towns' tourism sector and economic activity be increased if we create a page for them in Wikivoyage?
Will the people appreciate this promotion of their towns and cities?
Will this project be adopted by other provinces?
Will communities continue this project internationally or at least its version of it.
We will gather data based on these learning questions from:
- 1. Tourism Office Survey Form that they give out to visitors asking them how they learn about the town or city. We can ask them to include Wikipedia or Wikivoyage in the selection. Upon receiving the reports, we will sit down with the partner towns to analyze the data and process it for further improvement, to know what worked and what did not work or what steps are needed moving forward.

We measure our core metrics after six (6) months by analysing reports coming the Tourism Office' Survey forms given out to each visitor in their towns. The form includes a question asking 'Where have they learned about the town or city that they have visited? ' and the selection includes Wikivoyage on the document.
We will also do interviews with business owners in the respective town or city inluded in the project to learn if their sales have been impacted by the inclusion
