1. What is the change that you are trying to bring about and why is this important.

前提として、日本国内においては、ここ数年、選挙年齢や成人年齢の引き下げなど、若年層に対するシティズンシップ教育の必要性が強く叫ばれてきました。同時に、ICTを用いた教育についても政策として「GIGAスクールプログラム」が推進され、生徒一人に一台ずつICT端末の貸与が行われています。しかしながら、端末を用いた教育プログラムについては、全国津々浦々で行われている状況ではなく、内容については学校・教員に委ねられています。 また、若年層も含めた全国民に対しては「生涯学習の推進」が政策として掲げられており、地域・社会が一体となって学びの場を提供することが掲げられており、昨今のウィキメディア・プロジェクトとGLAMが連携した各種事業の展開は「生涯学習と社会・地域社会の活性化」に結びつくものだと、認知されています。

そのうえで実現しようとしている変化は、オープンデータ活用・地域創生・教育の3点を考えています。オープンデータ活用の観点では、地域の資料や情報のデジタル化により、地域での限定的な使用に限られていた資料が広くオンラインで研究活動などに使用できるようになること。地域創生の観点では、地域(文化財を含む)の現地調査や文献調査を行うことにより、地域の魅力の発見をすることができるということ。教育の観点では、文献調査を体験することで、資料収集や情報の取捨選択、情報自体へのセルフレビューができるようになることを考えています。

3つの変化の観点から述べます。オープンデータ活用にあたっては、地域資料に光をあてることにより、これまであまり利用されていなかった資料を用いた研究が進む可能性があります。また、地域創生の観点では、地域自体の魅力価値が失われつつある日本社会において、自身の居住地域や故郷に埋もれた新たな情報を発掘できる可能性があります。ここでいう地域は、首都圏(東京近郊)と地方のどちらにも合致します。たとえ、東京であっても失われつつある文化が存在しています。最後に教育の観点では、自身が触れた情報について、その信憑性の評価や新たな情報の生産を自身の手で出来るようになると考えています。

3. What are the activities you will be developing and delivering as part of these approaches or strategies?

日本国内における、多種多様な歴史・文化・人物などに関する項目をウィキペディア・ウィキデータ・ウィキメディアコモンズを含めプロジェクト横断型のエディッタソンをGLAMや行政と連携して開催します。ここには、これまで公共・私設図書館で開催した事業の継続やウィキメディアンを派遣することに加え、開催地近郊に在住する新たなウィキメディアンを育成することで、継続的な活動となることを目指します。これにより、継続的なエディタソンやオープンデータソン開催、それによるフォローアップ効果により、オープンデータ活用ができる方を増やすことを目指します。また、日本国内におけるアナログ情報(画像・映像)のデジタル化を通じて、新たな情報価値の創出を目指します。同時に、今後のウィキメディアン間のコミュニケーションの活性化を目指し、Wikimaniaとの連携も図ります。直近では、政府機関の研究所が文化財部門とウィキメディアとの連携、これまでの取り組みなどを寄稿で集約した報告書を2022年に発行しましたが、そのアクセス数は1400アクセス以上を数えています。[1]。なお、この報告書の寄稿者は協働でオンラインイベントを2021年9月と2022年8月に開催し、ウィキメディア・ムーブメントの外にいる方へのアウトリーチに貢献しました[2][3]

次に、教育機関での協働事例の実施・継続を図ります。2022年6月には、東京近郊の高校がウィキペディア・エディッタソンを開催し、自身が講師として参加しておりますが[4]、この取り組みを継続・拡大します。このような取り組みは、若年層のシティズンシップ教育に資することにつながります。特に若年層をターゲットにすることで、資料収集能力の育成とともに、P2P learningの観点から周囲への伝播が期待できます。

今回の助成においては、それらを主体的に広げていく、自身(ウィキペディア日本語版管理者)が申請と事務作業を行います。また、エディッタソンの企画サポートやウィキメディアンのコーディネーターとして、のりまき氏、くれないの雨氏、北村紗衣(さえぼー)氏、中俣保志氏(香川短期大学)などにご協力をお願いし、ご了解をいただきました。

以上のことから、ウィキメディア・プロジェクト自体に触れる場を提供することで、その認知度を増やすことに直結し、これを今後推進したいと考えております。

5. Do you have the team that is needed to implement this proposal?

本チームの全員が、エディタソンや教育プログラムなどの参加経験を豊富に持っており、本プログラムでもその知見を生かして活動します。以下の方を中心に構成されますが、開催地ごとにGLAM担当者やウィキメディアンサポーターを含めたチームを結成し、主催者と共同でプロジェクトを推進しています。

中俣教授・北村准教授のお二人にはこれまで学術的な分野や高等教育とウィキペディアをどのように接続するのか、また学会での連携などを中心に考案していただいております。のりまき氏については、エディタソンに関するテーマ選定やコーディネイトをお願いしております。くれないの雨氏については、新潟県で開催するエディタソンに関して現地でのコーディネイトをお願いしております。自身は、現地開催のエディタソンに関して全体のコーディネートを担当します。なお現在でも、滋賀県や長野県で開催するエディタソンの調整を行っています。

本企画への参加者は、市民を中心として行います。その中には、中等教育・高等教育を受けている生徒も含まれています。エディタソンはこれまでも継続的に開催しており、滋賀県・長野県での開催が決まっています。ただし現在、新型コロナウイルス感染症の急拡大が進んでいることから、実現可能性も含めて協議を進めています。なお、これ以外にも、東京近郊や新潟・沖縄でのエディタソンの開催を模索しており、その費用についてもこのGrantから支出します。参加者には継続的に参加していただいている方もおり、可能な限りイベント主催者から定期的な連絡を図ります。

開催に当たっては、ユニバーサル行動規範で求められている内容の順守を目指しながら、プログラムを実施します。その一例として、イベントの開催中に、交通事故等の防止のための措置として保険の準備を依頼することなど、誰もが参加しやすい空間を構築し、安全に配慮します。現地やオンラインでトラブル等で参加者が不快な思いを感じた旨の申し出があった場合には、迷惑を被った市民参加者に対する支援体制を構築します。

本提案はGLAMや行政機関、教育機関をパートナーとして実施します。これは、事業が円滑に進むことにも直結します。司書や学芸員・教員の協力をいただきます。それらがない状態で、本提案の実現はあり得ません。原則的に、機関からの協力内容は、会場使用費や資料複写費用、広報、当日の運営などが主になります。その上でパートナー側も、ウィキメディア・プロジェクトに一緒に参加して楽しんでいただくことに重点を置いています。パートナーシップを増やしていくために、GLAM関係者に限らず、様々な相手にウィキメディア・プロジェクトを紹介し続けてきました。これからも同様に進めてまいります。

参加者に対しては、地域財産の再発見と情報リテラシー能力の育成を図ります。編集者は、自身が気づくことができなかった資料の発見と、新たなコミュニティの創出を図ることができます。主催者側は、GLAM機関として果たすべき役割を認識し、それが社会でどのように役立たせることができるかを見出すことができます。これらを総合的にウィキメディアプロジェクトで情報の再生産やアーカイブ化を図ることにより、新しいコンテンツが作成され、新たな学びが形成されます。
