[edit]1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
At this stage, it is to promote the Wikimedia movement around the country, and to assist underrepresented communities especially indigenous communities through Wikimedia projects like documenting their languages in Wiktionary just like what we have done through Wikikata and other Wiktionary training. We can go deeper in detail (fine tuning) in this proposal. The past work we have done, we have made several meetups and gained several new editors. However, we still need to train them and expand further to more new members so that they also can run this user group in the future.
2. What is the change that you are trying to bring about and why is this important?
The biggest change we wish to bring out to society is to change their mindset about Wikipedia and Wikimedia projects in general. Most of the time, local societies here still haven’t understood the importance and full power of Wikimedia projects. Most of them think Wikipedia is just for students to do their school homework, that’s all.
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
Aside from making more meetups, we need to improve the branding of Wikimedia. These are very important for people to see us differently. We need to show them that Wikimedia is the future library and the future legit & verifiable source of information, much better than those information people received from YouTube or Whatsapp groups, which are not verified. Bringing our name into the media will also improve this branding as well.
4. What are the activities you will be developing and delivering as part of these approaches or strategies?
Aside from the usual Wikimedia meetups, we need to engage more with NGO, famous institutions or even famous people (minister, CEO etc). But to do that, usually there will be many times and days spent on traveling, pre-meetup meetings, proposal writings etc, thus we need to have more human resources first that can help us into this ‘day-to-day’ kinda administrative works, in which therefore we need to have meetups with local universities and colleges first, hoping that we can establish Wikimedia Student Club in each of those educational institution.

7. Do you have the team that is needed to implement this proposal?
At this moment sadly no. In total, there are around 8 of us in the Malaysia user group. Some of them used to be very active 4-5 years back, but now they are slowing down. So currently there are only 2 or 3 of us running this user group, even one is currently based outside Malaysia for his study. So in terms of team, we are really struggling. One more, one of us in the core active team lives in the capital city (the place where most of the institutions for prospect meetups will be held), so 1 needs to travel 4 hours by car, and another needs to take 2 hours flight to reach the capital city.

8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.
For language, we are focusing on the local aborigines language, thus we are engaging with the educational/government institutions dealing in preserving those languages. For geography, we can improve it based on the location and origin of people coming to the meetups. For important topics, we need to do more in-depth research in finding legitimate & verifiable sources to write/edit in Wikimedia projects on those topics.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
The biggest challenge is the more human resource we need, because one-off meetup is not enough at all to engage and retain these new communities. Probably we need to employ short-term interns to do this, but in order to do that, we need to have better presence in the society first.
12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?
We always have our do & don’t in our Meta-Wiki user group page. We can also even go further by re-writing it up again in our meetup page. So far in Malaysia, friendly space policy has never been an issue at all.
13. Do you have plans to work with Wikimedia communities, groups, or affiliates in your country, or in other countries, to implement this proposal?
Yes
13.1 If yes, please tell us about these connections online and offline and how you have let Wikimedia communities know about this proposal.
So far we have engaged in an early discussion with Wikimedia Indonesia (WMID) Chapter, in which we were in Jakarta (Indonesia’s capital) at WMID headquarters to ask for advice or human resource help to help our work in Malaysia (Indonesia-Malaysia Meetup 1 & Meetup 2), because WMID is really active and they have enough human resources. Besides, Indonesia and Malaysia are neighboring countries with relatively cheap flight tickets in between.
14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.
Potential partnerships are those who have a higher name and broader reach of audience. We have engaged with universities so that we can have access to their students, we have engaged with artists in which they can collaborate with us in spreading arts and Wikimedia at the same time, we have engaged in entertainment event organizers (in particular cosplay and anime), to promote Wikimedia among ACG (animation, comics and games) communities to make Wikimedia looks more fun.
15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
We need to have more human resources in each big city or each state, so that we can always help each other (that one doesn't become too overburdened and overloaded). By having university Wikimedia student clubs, it will also help a lot in terms of human resources and the continuation of this movement (e.g. they can make weekly Wikimedia editing meetup in their campus) etc.
16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.
- The biggest risk is if the core active team member of Malaysia user group suddenly decides to retire from contributing to the offline/outreach Wikimedia movement. If that happens, then the Wikimedia Malaysia user group will be completely gone and disappear from Malaysian society. We are just lacking loyal editors who want to keep running this user group, even on a part-time & voluntary basis.
