Hi Polimerk, we are referring to media that has networked and interactive characteristics such as the internet and mobile SMS where receivers of information are also content providers themselves. This is contrast to how content is produced and distributed in traditional media. Participating artists and community groups produce a wealth of local content (articles, stories, photographs, videos, music, etc.), that released as free content through new media, can be accessed by and shared to a broader community. - Regaladys (talk) 15 April 2012 (UTC)

I would like to know the output of the first Pandayan sa Daluyan conference in 2011, though as far as I know there was also one in 2010. It has also been obtaining grants from the Philippines' National Commission on Culture and the Arts, why has it decided to also avail of Wikimedia Foundation funding? How much and what are the expenses covered by the NCCA's grant? Apart from the sharing of experiences of the participants has it made any headway in its objectives since it is already on it's 2nd/3rd year to conduct the conference? -- Namayan 16:13, 15 April 2012 (UTC)[reply]
  • The 2011 workshop-conference was the first gathering on new media and free culture for community-based artists in the Philippines. We also had a similar workshop in 2009, AOM 2.0: Integrating Info-activism in People's Campaigns that inspired Pandayan sa Daluyan [1] [2].
  • A significant result of AOM 2.0 was an increase in the organizations recognizing the need to establish their web presence. CPU is currently hosting around 50 non-profit websites. Web development and training requests have increased after AOM 2.0.
  • After Pandayan sa Daluyan, several participating organizations have adopted CC licensing for their web content [3]. Interest in free culture and new media resulted to requests for regional workshops.
Output of Pandayan sa Daluyan 2011:
  • 70 participants, over the span of 3 days, were introduced to Free Culture, trends in New Media and Cultural Work
    • Participants represented various geographical regions (majority are from the National Capital Region with several coming from other regions - Bicol, Visayas and Mindanao).
    • The workshop activities focused on: Inputs on New Media and Cultural Work, Free Culture and Copyleft, Online Marketing, Info-activism, and New media experiences of various organisations. It also featured content creation workshops like audio-video production basics and poetry.
  • An online portal for all cultural groups who participated in the Pandayan sa Daluyan project (currently unavailable for update and redesign).
  • Creative outputs from major art disciplines by participants exhibited in the Pandayan sa Daluyan portal.
The NCCA grant covers 50% of the expenses. We hope that WMF can fund part of the expenses so we can keep it free for participating organizations.

Can you provide a copy of your grant proposal to the NCCA? Though I find it shallow that measure of success relating to Wikimedia's exposure would be the distribution of Wikimedia materials to the participants. NCCA Grant Information[edit]

I'm wondering what would be the value of this conference in achieving the foundation's mission aside from improving the Wikipedia articles from southern Philippines. I hope you can put a measure of success to this bullet point. I am reading your proposal and I can't seem to get find the answer to this question. I hope you can clarify this.

Since you also requested and got an approved grant from the National Commission on Culture and the Arts, I am wondering what are the key items that you've allocated from the NCCA grant. I believe that the venue and catering services are one of the most essential items of this project, why didn't you allocate this first using the NCCA grant? Participants are community-based cultural organizations. The wealth of content that these organizations have and continually produce pose a potential resource for Wikimedia and the general public once released in the digital commons under free license. These content can be contributed to Wikimedia Commons, Wikisource, Wikinews and other Wiki-projects.
Measures of success:
  • 20 Organizations adopting free licenses to support the free knowledge movement
  • 20 Organizations familiarized with Wikimedia and how to contribute to WikiCommons and Wikipedia
  • 40 content contributed to the Wikimedia Commons and WikiNews
NCCA covers 50% of the expenses for all budget items. This includes travel, supplies and materials, project website, food and venue and communications. Regardless of total project amount, NCCA grants program will only cover up to a maximum of 50% of all expenses. For Pandayan sa Daluyan, the remainder of the expenses will be shouldered by CPU and partner organizations.

Hi Gladys, I suggest that you quantify these measure of success. Make it quantifiable. Your measure of success should answer the questions "how many articles in
Wikipedia or Wikimedia Commons and how long will it take you to complete it", "how many organizations are we intending to orient with Wikimedia?" etc. We can't measure something thats not quantitative.

Some thoughts[edit]

Thanks for the submission. It's really vague to me how this conference will fit within the Wikimedia mission, so I echo the same question as per above. Could you also provide more exact measures of success related to Wikimedia? One of your measures is to raise a delivery of "50 sets of wiki paraphernalia" that is rather a way to get to the real effects from the activities and hardly something that will put weigh. Since you note that most of the benefits are related to CC licences and its documentation, do you plan to organize the conference solely or to co-host it with any other organization (i.e. Wikimedia Philippines, Creative Commons Philippines)? In the financial plan you also mention that 300 USD are for supplies and materials (probably for the 50 sets) and it constitutes a significant proportion in the total amount requested. Can you clarify what these materials include? Please note the specifics of the materials? A WMF-PH representative will be present to provide the input on Free Culture. The materials include conference print materials (registration forms, paperwork, posters, banners) and CDs that include video resources from last year's conference. Thanks for your response. It would be much better if you insert these figures directly into the application form, so it won't make any further confusion regarding the relation with Wikimedia. In your response for the NCCA Grant, you mention that it will cover as well expenses for supplies and materials, so could you clarify a little bit what are the expenses for supplies and materials that will be covered with each of them. If we adhere to your comment above that the other grant covers up to 50% of the total expenses, does it mean that your 300 USD for this item is only the other 50%? Our approved budget with the other funder (NCCA) will cover half of the supplies and materials. The other half of the cost would indeed be covered by this grant. Supplies and materials includes: registration materials, workshop kits, handouts, additional usb broadband modems to be used by participants, and 3G airtime credits Unfortunately, broadband access is still problematic in the provinces. They have little knowledge on how Wikipedia and other WMF initiatives work and how to contribute to the project. We wish to work with WMF and WMF-PH to introduce these organizations to the projects of WMF, how they can benefit from these projects and contribute to the free knowledge community.

Just some clarifications[edit]

I just want to clarify some things. Computer Professionals' Union (CPU) personally invited me to be their resource speaker for one of their session. I accepted their invitation in behalf of the Wikimedia Philippines (WMPH) as the organization's President. I'll be giving a talk about Free Culture and Open Content. This will be the third time that I will be giving this kind of topic on CPU events. The first one was in Software Freedom Day 2011 and the second one was at their office for their interns. In addition to my talk, I'll be giving a Wikipedia editing workshop on this event. Editing workshops are one of the things that I handle in WMPH. CPU also asked me if we can also give freebies on this event, which WMPH usually do. Take note also that WMPH participation to this event was well coordinated with the Board of Trustees of WMPH. I told them through email that CPU will file a grant and the details will be on that grant. The WMPH Board is also aware that I'm going to this event. I also encourage them to comment on this grant. There is one member of the Board who doesn't like to comment because CPU is one of our partners. With all due respect with Roel (Namayan), this event is not about GLAM; therefore it wasn't referred to him. Also, there isn't any WMPH project team that handles culture activities. And Pandayan sa Daluyan is not all about culture activities. One of the goals of the 3-day workshop is to encourage artists to release content in the public domain or other free licenses and upload it to Wikimedia projects. Please prove me wrong, I would like to request documentation, minutes that this has been discussed by the Board. As far as I know I've been attending all meetings, nothing of this topic was presented at the table rather than that e-mail you circulated that CPU would be filing for a grant, after it caught me by surprise why we are involved in their project.
I know the President can represent WMPH without securing Board approval, but this doesn't mean the Board would not be made aware of his engagements in behalf of WMPH. FYI, GLAM basically encompasses all cultural related activities, it's imminent to the function of being the overall coordinator of these type of projects.
With you as the President WMPH, I asked you if we have any Memorandum of Understanding/Agreement with CPU, you stated we have none, so why is CPU mentioned above as "our partner"? -- Namayan 03:13, 26 April 2012 (UTC)[reply]


Hi Jojit as far as I know, The GLAM PH Project Team handles all cultural related activities. If you check the WMPH project line up for 2012, majority are under GLAM, I would like to clarify this to make sure that the Project Team's efforts were acknowledged. I don't receive notifications from you or the board so I can't comment about how you cascaded this information to everyone.

I personally have no questions about CPU's advocacy. I guess our goal here is for CPU to appear transparent by disclosing their sources of funds from this particular activity (since they are receiving from multiple sources) and they should also disclose how they intend to use their budget which is fair and a normally acceptable process. I believe that the questions of my WMPH colleagues regarding my clarifications are more of internal matters of WMPH and remotely related to the grant proposal. I already clarified the extent of the support of WMPH on this project by CPU and how their participants will be able to contribute to Wikimedia projects.
