Proposed amendment: inactivity

Hello,

In order to unify and clarify when an how central notice administrator permissions can be lost due to inactivity, I propose to amend the policy to create a specific inactivity clause, in line with what we have for Meta:Interface administrators:

  • For CNAs that are as well regular Meta-Wiki administrators, CNA permissions are lost if the admin bit is removed pursuant Meta:Administrators/Removal, with CNA actions counting as admin actions for inactivity purposes.
  • For CNAs that are not Meta-Wiki administrators, CNA permissions are lost if the CNA has not made any edit or logged action requiring CNA permissions within the last 12 months. This will be reviewed each October, bundled in the October's admin review.
  • WMF employees will not be affected by this.

Hello @Xaosflux, Pppery, Johannnes89, and MdsShakil: Seeing as there are no objections, I propose the following wording to implement the proposal above:

== Election and removal ==

Meta-Wiki bureaucrats can grant and remove this permission. The election and removal procedure is outlined below. However, Wikimedia Foundation employees or contractors requiring CentralNotice adminship access for their work shall follow a specific procedure instead.

=== Requesting CentralNotice adminship ===

Volunteers willing to access CentralNotice adminship shall file a request for CentralNotice adminship. The election process is governed by the same rules used for requesting regular adminship.

=== Removal of access ===

  • Meta-Wiki administrators lose their CentralNotice adminship if their administrator permissions are removed pursuant Meta:Administrators/Removal. CentralNotice administrator actions count as administrator actions for inactivity purposes.
  • CentralNotice administrators that are not Meta-Wiki administrators will automatically lose the permission if they have not made any edit or logged action for which this permission is required in the last 12 months immediately prior to the designated review date (October 1st).

Please let me know if the above is clear. My English is not great.

I miss a section about removal because of misuse/abuse because there's no uniform/standard method to handle these cases. However, and in order to keep this discussion focused on the inactivity removal, I think we can discuss about that other removal cause in a separate thread.
