Communication not clear[edit]

Hello SNg (WMF) ! Something is not clear concerning de Wikimedia Foundation communication.

I read on the main page of this talk page that : « What this outcome means is that there is enough support for the Board to review the document. It does not mean that the Enforcement Guidelines are automatically complete. ».

But in fact, if we go on this page of resolution, we can see « that the Board approves and adopts the Universal Code of Conduct as an enforceable policy across all online and offline Wikimedia projects and spaces »

And after « that the second phase of the Universal Code of Conduct implementation, outlining clear enforcement pathways, should be completed by the end of 2020-2021 fiscal year (July 2021). »
