- To be eligible to vote in steward elections, you need to have at least 600 edits as of October 31, 2018, and have at least 50 edits between August 1, 2018 and January 31, 2019. You had 200 edits as of October 31, 2018 and therefore you are not eligible. - Georgian Wikiversity is not open as of now, and if you go to https://ka.wikiversity.org/ it will tell you it doesn't exist, and you can go to Beta Wikiversity to start or improve it. I think you can start from here.
