Purpose of the report
[edit]This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs
[edit]Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. More resources for storytelling are at the end of this form. Here are some ways to tell your story.
- We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
- Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
- We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.

[edit]- Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
- Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
- Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.

Overview of activities: February to April 30, 2015
[edit]The purpose of this section is to provide a brief overview of this report. Please use no more than 1-2 paragraphs to address the questions outlined below. You will have an opportunity to address these questions in detail elsewhere in this report.
BACKGROUND: Background information regarding the FDC grant awarded for Wikimedia India
- Wikimedia India (WMIN) received a grant for 3,325,000 INR in December 2013 through 2013-2014 Round 1 FDC process. Based on our first progress report utilizing these funds, WMF accepted our request to extend the FDC period till June 2015.
CHANGES: Please describe how you changed your plans and budget based on the FDC allocation approved by the Board in December 2013, and your rationale for these changes. You can then use the changed plans and budget as the basis on which to report back on the first quarter.
- For the last quarter, we stuck to the revised plan in our first progress report. However, for the next quarter, we may have to revise budget allocated for some of the activities to provide full scholarship for two Wikimania 2015 participants from India and send three representatives on behalf of WMIN to attend Wikimedia Conference 2015 in Berlin. Participation in these two important events of the movement will help us in capacity building for the community and WMIN as an organization. Based on this rationale, we will be revising the budget.

Since many of the edit-a-thons were local community driven and happened online over a month, we prefer not to project the total outcome of these efforts as WMIN's growth. Nevertheless, we played an integral role in catalyzing and supporting them which is explained in the "Awareness Creation" section of this report.
Financial summary
[edit]The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. The WMF mission is "to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally."

Progress toward this year's goals/objectives

Program 1
[edit]- What are the objectives of this program?
- Create greater awareness of Wikimedia projects and increase their reach.
- Activities conducted
Women's History Month 2015 edit-a-thon
WMIN joined as a partner for Women's History Month activities in India. This was started with a community driven edit-a-thon led by Chinmayi SK and Parul Thakur that was hosted in our office on 7th March, 2015. Throughout March 2015, we actively followed all Indian language communities that were running Women's day edit-a-thons and provided them inputs regarding topic selection and best practices. We also worked with Jeph Paul, Netha Hussain and T. Shrinivasan to roll out WikiWomen stats for 2015 in many Indian languages including English, Tamil, Bengali, Nepali and Odia. This helped us track WHM activity from the pan-Indian communities in which 198 editors added 2148 edits in 184 articles.
- What worked and what did not?
- For the first time, many Indian language communities worked on WHM related activities spontaneously.
- The multi language stats tool code can be used with slight modification for tracking similar themed campaigns for editing.
- Turnout for the physical edit-a-thon was not impressive irrespective of the targeted social media outreach through Facebook. This has been increasingly recognized as a common challenge across many FOSS and free culture communities in attracting people for physical events. Nurturing active and dedicated local communities is necessary to have a good turnout for such events.
Program 2
[edit]- What are the objectives of this program?
- To increase participation in Wikimedia projects and improve quality of content.
- Activities conducted
- Infrastructure Scholarship
We rolled out Infrastructure Scholarship Program in a phased manner so as not to overpublicize and disappoint the community as we had only a limited budget. A scholarship for Punjabi Community members for procuring reference books and a scholarship for a Telugu Wikipedia community member for procuring a laptop (funding yet to be dispersed) were awarded .
- Wiki Loves Food
A pilot for Wiki Loves Food contest has been launched and it has added 352 photographs so far. Doing a pilot was strongly recommended by Wiki Loves Monuments India organizers so as to understand the dynamics of Commons community and refine various processes to run the contest. This contest is organized by various pan-Indian community members as volunteers and had elaborate community engagement.
- Wikimania 2015 Scholarships and coordinating participants from Indian region.
- Suryaprakash Shanmugam (Tamil Wikipedian)
- Manoj Karingamadathil (Malayalam Wikipedia and WikiSource contributor)
These scholarships were awarded based on the rating for their application to International Wikimania Scholarship Committee. They were the first in order after the applicants directly supported by WMF scholarship.
Besides these scholarships, WMIN is also involved in coordinating travel of all participants from the Indian region. We also offered help in improving Wikimania scholarship applications. Rohini Lakshané, one of the two applicants we helped, got her first Wikimania scholarship.
- Wikipedia in Education
WMIN and SKP Engineering College, Thiruvannamalai located in Tamil Nadu are working together to launch a Wikipedia in Education program with a tech focus. 12 teams of 5 students each selected from 3rd and 4th year batches pursuing engineering courses in IT, CSE and ECE will participate in this program. The project ideas shall come under three broad themes identified:
- Mediawiki and Wikimedia specific scripts, apps and hacks.
- Pan-Indian language tools and resources
- Long term Indian language computing research projects
These research projects can have quarterly milestones. More than one team can work on complementing features and components. Successive batches of students every year will work on these and grow the projects. Some of these could later graduate into IEG projects or internships supported by programs like GSoC. Further progress in the program is expected once the college reopens after examinations.
- Technical Help Desk
A Technical Help Desk has been launched connecting communities to the pan-Indian tech talent. This has helped to solve some long pending tech issues across communities. WMIN strongly believes in zero budget initiatives like these that connects the communities from within.
- What worked and what did not?
- Infrastructure Scholarship
- This program was much appreciated and well received by the community. A real need for such support is felt even globally.
- Some applications hinted that this program could be misunderstood as an entitlement or rewards program for already very active contributors following which we clarified about the purpose of this program. Applications are evaluated based on the potential difference in quantum and quality of every day contributions directly influenced by the availability of this scholarship.
- Requesting one or two applications per year approved by each language community may help to identify most impactful support.
- The program may also be suitably renamed to clearly indicate WMIN's ownership of equipments.
- Best practices from similar lending programs have to be studied and implemented.
- Support shall be for diverse needs of diverse communities minimizing risk and maximizing learning.
- Wiki Loves Food
- Wiki Loves Food is the first major program from WMIN after a long time that actively involves the pan-Indian community. While, this has helped us restore relationships with many of the communities, the friction in community engagement was also quite expected. We see this as part of running community driven programs and will work on the feedback in an open and transparent manner. We hope to assimilate this experience in launching our next program regarding Wiki Mobile Apps Design.
- In order to run a controlled pilot, we limited the number of participants to 50 + 2 nominations from each language community. However, this has not helped us reach the right audience interested in food photography. We need to explore other ways of running a controlled pilot.
Program 3
[edit]- What are the objectives of this program?
- To facilitate closeness of the Wikipedian network and bring community members together to share best practices and find like minded people with whom they can build collaborative projects.
- Activities conducted.
Community IRC discussions
- Three community specific IRC discussions were conducted with Punjabi, Odia and Indian language Wiktionary communities. Besides these, WMIN also engaged with the pan-Indian community through IRC discussions. These community specific discussions are novel initiatives in an Indian context that presents one community's achievements and issues so others can learn and exchange best practices.
WikiLove for active Wikimedians
- So far, community members can get Wikimedia Swag only if they attend a physical event or order one. Not everyone gets such an opportunity. To address this issue and also to motivate people to contribute more, WMIN shared some WikiLove by providing T - Shirts for active Wikimedians who have done more than 1000 mainspace edits in any Wikimedia project.
- What worked and what did not?
- WMIN started communicating with language communities in their own language. Yes, it sounds simple and straight forward but somehow none of the Wikimedia organizations were attempting to do that and always skipped with a formal apology for posting in English. WMIN feels engaging with the communities in their own language even in minimal levels is the right thing to do recognizing the diversity of the Wikimedia Community in the country. We will continue to do this wherever possible limited only by our resources. A Translation Help Desk was also started to facilitate this.
- Specific action items were identified through these IRC discussions. They will be pursued in the coming quarter. Formation of a Special Interest Group for Indian language Wiktionaries, creation of must have 30 articles (like list of 1000 articles every encyclopedia must have) list for each language community (For example, List of 30 articles about Odia Language and Odisha that every Wikipedia should have) are some of the such tasks identified.
- Many Wikimedians are new to IRC discussions. This limits participation and also has an unintended effect of already well introduced people discussing again in this forum than encouraging newcomers to get on board. Still, IRC is the best way to document online conversations in FOSS and free culture world.
- Sending T - Shirts by post has an additional cost but one shirt delivered to the right person can be more valuable than many more shirts delivered to casual participants in an event. Some note with concern that FOSS and free culture communities are being pampered with too many swags and goodies. So, having a criterion for providing a T - Shirt is well justified. Having said that, it is also tough to decline swag requests when someone personally asks for that or when an event organizing team comes up with a swag request as usual. The take away from this initiative is that active Wikimedians who stay away from physical events should also be proactively reached out even if there is an additional cost involved. This can go a long way in being inclusive with all members of the community.
Program 4

- Stabilize infrastructure - By getting 12A and 80G certification to legally declare WMIN as a not-for-profit charity; by establishing cordial relationships with partnering organizations.

Consultation with KPMG India for getting 12A and 80G certification
Preliminary talks are on with KPMG India which will help us get 12A and 80G certification. WMF has generously agreed to sponsor this initiative and also takes part in consultations regarding this.
CIS-A2K and WMIN are two key organizations that work for Wikimedia movement in India. The nature of bilateral relationship between these two organizations and their understanding with other stakeholders of the movement has left much to be desired in the past. Ever since India Community Consultation 2014, both organizations had been informally discussing about evolving a better understanding in working together. We could achieve a major breakthrough regarding this recently.
Representatives from WMIN and CIS-A2K met during the Train the Trainer Workshop that was held in Bengaluru on February 28, 2015.
The meeting was productive and paves the way for a long lasting partnership between the two organizations. It was decided in the meeting that WMIN and CIS-A2K teams shall work closely and contribute to each other’s activities and growth. Following are the points towards collaborative engagement that WMIN and CIS-A2K will work towards:
- CIS-A2K and WMIN will revive quarterly team hangouts to enable better communication and coordination between them. The meeting that happened on February 28th, 2015 is the first in this series of regular meetings planned.
- As a first step to signal the collaborative nature of WMIN and CIS-A2K, we will sign a joint MoU with a leading academic institution that will provide access to many language computing tools including OCR. We are already at an advanced stage of discussion.
- WMIN will work together with CIS-A2K for conducting the proposed MediaWiki TTT in June 2015.
- Setting up a public calendar to keep all communities, CIS-A2K and WMIN informed about various movement related activities and events.
- A strategy will be put in place to revive the Bengaluru Wiki Community meetups which were very active in the past. This will be a community led initiative facilitated by CIS-A2K and WMIN.
- The synergy between the two organizations will also extend beyond Wikimedia domain. For example, close coordination will be seen in Creative Commons India related activities.
- CIS-A2K team will be working closely with the WMIN team towards developing its next round of FDC proposal.
- Both CIS-A2K and WMIN acknowledge the role of India Community Consultation 2014 facilitated by WMF that paved the way for better understanding between the organizations.
We plan to keep the community updated about the progress on these agreements. We will also inform when new activities are planned.
- What worked and what did not?
- Involvement of KPMG India in getting 12A and 80G certification is a much needed boost for WMIN. Since discussions are at a very preliminary level, the timeline for the whole process is still uncertain. WMIN will have to explore non-FDC means of securing a grant from WMF. WMF is well aware of this situation and will soon update us on the way forward.
- The renewed understanding with CIS-A2K has eased the tension in the Indian Wikimedia community and it was much welcomed by all stakeholders of the movement.
- Though the understanding with CIS-A2K is good, the only practical limitation is matching each others' timeline of activities where collaboration is needed. Our next quarterly meeting will happen in May 2015 at the Wikimedia Conference 2015 in Berlin. It will be a good opportunity to discuss issues like these and streamline our work flow.
Lessons learned
[edit]A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.
What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?
- Getting our FDC grant period extended and the renewed understanding with CIS-A2K has helped us to achieve the movement goal of stabilizing infrastructure. Women's History Month edit-a-thons, Technical Help Desk and Wiki Loves Food have helped to improve the quality of content. Our Infrastructure Scholarship and Wikimania 2015 coordination has helped to increase participation of more people in Wikimedia projects. Our Wikipedia in Education program with a tech focus will encourage innovation.
What were your major setbacks during this period (e.g., programs that were not successful)?
- None.
What factors (organizational, environmental) enabled your success?
- Renewed trust from the community and generous support from WMF assuming a lot of good faith has helped us to gain momentum in all our activities.
What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

What changes might you make in executing your initiatives into the next quarter?
- We are already executing programs as planned. We do not expect any further change.
