[edit]1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
The Philippine Wikimedia Community envisions itself as a free, open and vibrant organization of Philippine volunteers and content editors from the archipelago and overseas, who believe in the mission and vision of the Wikimedia Foundation and the Wikimedia Movement in its entirety.
As a recognized affiliate organization, our community aims to initiate, promote, participate, create, organize, develop and engage in projects, programs and activities that promote free, responsibly open-content resources and reference materials; in English and in different Philippine languages; through cost-effective, creative and innovative projects and partnerships with local government units, government agencies, academia, non-governmental organizations, and the private sector.
2. What is the change that you are trying to bring about and why is this important?
We aim to transform our organization into a robust and sustainable operating unit. We wish to set our administrative matters and functions in place; whereupon our volunteers and officers may do what they do best. We aspire to break out of the Rapid Grant cycle, wherein tedious time and processes could potentially hamper productivity.
We would also like to expand PhilWiki to other places especially the National Capital Region (i.e. Metropolitan Manila). Currently, PhilWiki Community is exclusively in Naga City. The plan to expand our geographical footprint to Metro-Manila is because there is a high potential for institutional partnerships.
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
Considering that PhilWiki shall be professionalizing from the ground up, we shall initially focus on requirements enabling our Securities and Exchange Commission (SEC) registered User Group to qualify as a Non-Government Organization. For more information on the paperwork required, please refer to this link:
Another reason to apply for Non-Government Organization status is so that PhilWiki can accept donations and provide tax deductible receipts to the general public. This is also in line with a longer-term sustainability model we are considering.
We shall outsource professional administrative tasks from qualified agencies for regulatory functions such as Legal, Accountancy, Institutional Communications and staffing. The outsourcing model will mitigate the skills gap of our community. For example, Philwiki needs professional bookkeeping service for monthly reconciling, filing of papers with the Bureau of Internal Revenue, filing of paperwork with the City Government for permits. Another example; we may need to participate in the Philippine Congressional interviews regarding Freedom of Panorama (i.e., copyright laws). Having a legal advisor would help to position our concerns for the legislators. In terms of institutional partnership, PhilWiki seeks to build a formal relationship with the National Commission for Culture and the Arts (i.e., NCCA, top-level cultural agency of the Philippines). Once we establish a relationship with them, it may be easier to co-brand on activities; potentially receive subsidies/funding from the government; enable access to cultural resources regarding digitization. These could open up new opportunities and subsequent content to wiki projects. Philwiki is recovering from community disagreements over the past two years. There is a need to build an inclusive and thriving community. We look to welcome community members from diverse backgrounds (i.e., marginalized groups; LGBTQI + communities). Currently, most Philwiki community members are mostly visible from the Education and civil service sectors. Philwiki seeks to include more people from the cultural, heritage and conventional mass media professions into its fold.
4. What are the activities you will be developing and delivering as part of these approaches or strategies?
The foremost activity shall be "setting up shop." Our office address must become a functional space, where our members may freely attend to perform their editing work, uploads and service bureau tasks for our events, meetings and communications. We shall take responsibility for the facilitation of sustainable activities, involving mass media, influencers in the local community, and strategic alliances for outreach.
The 2nd, 3rd and 4th Quarters of PhilWiki's fiscal year shall be undertaken with three attainable outreach activities, with the intent to generate interest, build capacity and sustain time-bound campaigns, namely (1) Wiki Loves Earth, (2) Wiki Loves Food, and (3) Wikipedia Pages Wanting Photos, into sustainable and recurring activities.

A balanced mix of men and women in our roster of Officers clearly exhibits Gender Gap awareness in our midst: Chair (f), President (m), Secretary (m), Treasurer (f), Member/Officer (f). Nine (9) of our Nineteen (19) Regular Members, to-date, are male, outnumbered by females by one. In our calendar, we have included radio show appearances during Women's Month (March) in support of WikiGap.

Our activities are aimed towards developing a competitive level of proficiency in identifying subjects of cultural and heritage-centric significance. Our strategies for recruiting such participants are matched with promotional activities and incentives. These are incentives which not only are intended to build capacity, but to harness talent in the community.

We are continually engaging ourselves in interactions with our ESEAP hub, which in turn will open avenues for our collaboration with affiliates in the region as well as in our own archipelago. Currently, we have a pending activity with the Commons Photographers User Group in context of Wikimania 2023, wherein some members of PhilWiki are also members of the Commons Photographers UG.

- In our endeavor to realize NGO (Non-Government Organization) status, we may encounter administrative bottlenecks and/or hurdles. We shall look to our proposed consultants and professionals to surmount possible setbacks in this regard.

The fund proposal will effectively be transformative, starting with outsourced administrative functions that will liberate PhilWiki to do what it does best.
PhilWiki is the natural offspring of its native language project, Bikol Wikipedia (celebrating the 15th anniversary of Bikol Wikipedia Day this year, 2022). Henceforth, continued success calls for community engagement; the solidarity, retention and the growth of our membership roster; and the programs to be funded through this GSF proposal. Furthermore, it beacons the potential towards coalescing other Philippine Wiki communities and contributors in areas of mutual interests.
Shall we widen the scope of our activities, to further the engagement of our contributors? What incentives shall we offer to attract fresh talent? What vehicles are needed to offer our community a collectively rewarding user experience?
