Hi @Kenzia: you have an interesting proposal here. It should be noted that harassment from "low to high" by your conceptualisation can also happen and be similarly hard to deal with. For example, stewards undergo confirmations every year, so even though they hold more technical power over non-stewards, people who vote in the confirmations can exert some sort of additional control over stewards there. And unlike stewards who must use their rights within a certain scope, voters there can vote with whatever opinion they like. At the local wiki level, many people will behave abusively towards administrators to try and correct for the perceived "power differential", which can be similarly unpleasant. Basically, I think that while you have a good conceptualisation of top --> bottom harassment, you're missing half of the picture which is created by our open system. If you have ideas for software, offline outreach, research, online community organizing, or other projects that enhance the work of Wikimedia volunteers, start your proposal today! The next open call for Project Grants will be in October 2016. You can also consider applying for a Rapid Grant, if your project does not require a large amount of funding, as applications can be submitted anytime.
