Requests for comment/Appeal the global lock for Rightandlight

The following request for comments is closed. There RFC is stale. Apart from one user who is now globally locked partly due to comments on RFC which I discounted, there is clearly no other support for lifting the global lock, which defaults to the user remaining locked. 2 month ago, I pointted out that global lock for User:Rightandlight could have been wrong, and submitted requests for global unlock for him on his behalf on his request. However, that requests was rejected without a enough explanation, with just one word "It may not be make sence". I think the explanation in the request had some rightfullness, and that by the steward who rejected was not enough.
