New risks due to the development of a local law[edit]
As it is written in the IP Editing: Privacy Enhancement and Abuse Mitigation#Overview "The Wikimedia Foundation’s legal and public policy teams are continually monitoring developments in various laws around the world". Can someone come to the forum https://ru.wikipedia.org/wiki/Википедия:Форум/Новости#Закон_о_«приземлении»_в_РФ in ruwiki and comment on the situation around the new law? The new law has been developed in Russia (от 01.07.2021 № 236-ФЗ "О деятельности иностранных лиц в информационно-телекоммуникационной сети "Интернет" на территории Российской Федерации"). In May, the news reported that an invitation was sent to the official Wikipedia mail to discuss the application of the law. [1] [2] - Were there any negotiations? Now the news says that Wikipedia will not yet be included in the list [3] of sites to which restrictions apply, but maybe in the future, and there are also questions about advertising (according to this law, sites are also included in the list when using advertising). Also, according to another local law (от 13 марта 2006 г. № 38-ФЗ "О рекламе"), any banner with a call for e.g. a contest/event can be considered an advertisement. (especially when the local chapter offers prizes for participation in the contest, or about fundraising) Is the Legal department monitoring the situation? Will there be advice from the department to reduce risks, e.g. should the IP of the Russian region be excluded when any banners are configured? If someone can answer, please leave a comment (we will understand if the comment is in English) on the forum in ruwiki [4], where all ruwiki participants discuss the law and will be able to see the comment. @Mdennis (WMF). Statement on copyright of AI generated images needed[edit]
With the new artificial intelligent/machine learning tools for creation of images we have the question whether the copyright questions on this are save to have these files on Commons. The primary software in the current cases is en:Stable Diffusion which has a model trained with 5 billion files. The question is: Is it save that the created model and files created using this model do not violate the copyright of the images used for training the model? Terms of Use in German Wikipedia[edit]
Are the Terms of Use also valid in German Wikipedia concerning
- Harassing and Abusing Others
- Engaging in harassment, threats, stalking, spamming, or vandalism;
- Engaging in False Statements, Impersonation, or Fraud:
- Intentionally or knowingly posting content that constitutes libel or defamation
- With the intent to deceive, posting content that is false or inaccurate;
In German Wikipedia these Terms of Use are not respected:
- Decisions of the members of the Arbitration Committee of German Wikipedia are based on unfounded accusations, false statements and defamation
- Blocks are based on false statements and defamation
- Content vandalism is tolerated
- Harassing/hounding, false statements and defamation are not sanctioned by the administrators nor the Arbitration Committee of German Wikipedia

My request of Office actions[edit]
- Should this also be valid in German Wikipedia: User:Jimbo Wales/Statement of principles: "Anyone with a complaint should be treated with the utmost respect and dignity"?
- Should this also be valid in German Wikipedia Human and legal administration: While consensus is the key method for making decisions, a consensus amongst a small group of editors cannot override community wide policies such as "Neutral point of view"?
- See this decision [8] taken by 4 (four) members (Mitarbeitende) of a Wikipedia:WikiProjekt - disregarding Wikipedia:Policies and guidelines as Wikipedia:Verifiability, Wikipedia:Reliable sources, Wikipedia:No original research, Wikipedia:Neutral point of view.
These are the reasons why I request these Office Actions by the WIKIMEDIA FOUNDATION:
- Interaction ban against users who are hounding and defamating constructive/productive authors
- Removal of advanced rights of administrators who decided irregular and unjustified blocks
- Removal of advanced rights of all members of the Arbitration Committee of German Wikipedia because they are not willing or not able to fulfill their duty in an adequate way.--GFreihalter (talk) 10:42, 24 February 2023 (UTC)

- You were given many opportunities to make it possible for you, to come back and edit, all you had to do is abstaining from a) your constant harassment of those you perceive as your opponents and b) accept, that Wikipedia is a cooperative project, with no ownership for articles and texts, thus work together with others and don't insist on your personal point of view.
