Requests for new languages/Wikinews Khowar

From Meta, a Wikimedia project coordination wiki
submitted verification final decision

This language has been verified as eligible.
The language is eligible for a project, which means that the subdomain can be created once there is an active community and a localized interface, as described in the language proposal policy. You can discuss the creation of this language project on this page.

Once the criteria are met, the language committee can proceed with the approval.

If you think the criteria are met, but the project is still waiting for approval, feel free to notify the committee and ask them to consider its approval.

A committee member provided the following comment:

Project is eligible. Please contribute at incubator:Wn/khw. For LangCom: StevenJ81 (talk) 21:29, 6 December 2017 (UTC)[reply]
  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:
What Value Example / Explanation
Proposal
Language code khw (SILGlottolog) A valid ISO 639-1 or 639-3 language code, like "fr", "de", "nso", ...
Language name Khowar Language name in English
Language name کھوار Language name in your language. This will appear in the language list on Special:Preferences, in the interwiki sidebar on other wikis, ...
Language Wikidata item Q938216 - item has currently the following values:
Item about the language at Wikidata. It would normally include the Wikimedia language code, name of the language, etc. Please complete at Wikidata if needed.
Directionality no indication Is the language written from left to right (LTR) or from right to left (RTL)?
Links Links to previous requests, or references to external websites or documents.

Settings
Project name Wikinews "Wikinews" in your language
Project namespace usually the same as the project name
Project talk namespace "Wikinews talk" (the discussion namespace of the project namespace)
Enable uploads yes Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo This needs to be an SVG image (instructions for logo creation).
Default project timezone "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings Anything else that should be set
Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above.

The Khowar language is spoken by more than ten million people in Pakistan i.e. Chitral District, Swat, Peshawar, Islamabad, Karachi, Lahore, Quetta, Ghizer District of Gilgit Baltistan, Sheghnan(Afghanistan) and Xingxiang(China) , Pakistan. While most Chitralis today are bilingual in Urdu, the Khowar language is distinct from Urdu and belongs to the Dardic family. The Khowar language edition of Wikipedia has over 500 articles, and it's importance may grow in the near future.

It will be useful to Khowar internet users to report news from worldwide. Approximately, there are 10 million of speakers worldwide. I strongly feel it deserves its own Wikinews.--Rehmat Aziz Chitrali 1:42, 8 May 2010 (UTC)

Arguments in favour

[edit]
  • Support Support: Native speakers of Khowar have the competency and willingness to contribute to this project in the long-term. Hence the Khowar language deserves to be given the opportunity and privilege to have its own language edition of Wikinews along with the existing Khowar Wikipedia. --Salim 22:52, 22 January 2011 (UTC)[reply]

Arguments against

[edit]
  • Khowar Wikipedia is so far in Wikimedia Incubator with 2,333 articles, I think that this is an evidence of lack of activity of the Khowar community and of the necessity to not create another zombie project. --Gce (talk) 18:30, 7 June 2017 (UTC)[reply]

Other discussion

[edit]
  • The following is in the English-language article on Khowar: "...the only major literary usage of Khowar is in poetry composition." Is this true? If not--it should be changed right away. If so, then it seems that this project will not only be an attempt to provide Khowar-language content, but (in essence) a project to establish a Khowar prose standard. This seems quite a mandate for Wikimedia. Should it be taken up? Doprendek 19:31, 21 August 2011 (UTC)[reply]
  • The English-language article on Khowar: "...the only major literary usage of Khowar is in poetry composition." is not true. Khowar is written in both prose and poetry. I recommend that Khowar Wikinews may kindly be started-- Rehmat Aziz Chitrali 07:36, 13 September 2012 (UTC)[reply]
@PiRSquared17: It's duplicated with Requests for new languages/Wikinews Khowar. --Liuxinyu970226 (talk) 22:43, 8 January 2015 (UTC)[reply]
