Buenas Anna. No es la primera vez que desde Wikimedia Argentina se nos pide que activemos banners de manera inmediata o con un margen de tiempo excesivamente corto. Existen muchos otros banners activos durante todo el año, sobre todo mientras dura la campaña de recaudación de fondos, que necesitan ser coordinados conjuntamente con las nuevas solicitudes para el sistema rote los anuncios y todos ellos puedan gozar de una visibilidad razonable y cumplir su cometido; y esa es la razón de la existencia de CentralNotice/Calendar. Voy a tratar de ocuparme de esta petición (tardaré sobre una hora), pero por favor os pediría que para la próxima nos diéseis unos pocos días de margen entre que se hace la solicitud y el plazo en que el banner ha de ser activado para evitar tener que coordinarse a la carrera. Kolonel Zeiksnor

Can an admin please put an end to Kolonel Zeiksnor his disruptive behavior? Kolonel Zeiksnor is the sockpuppet of a nl-wiki based LTA named Die vandaal. His presence here at meta is disruptive since he used meta as a venue to trol members of the Dutch Wikipedia and Wikimedia Belgium. For example, supporting a gift away nomination of the person who's privacy he once violated and supporting the nominations of others who had to deal with him in the past at the Dutch Wikipedia because he kept evading his block. This kind of behavior is intimidating and should not be tolerated. See also Grants talk:PEG/WM BE/Wiki Loves Art 2016 and especially the latest comments by DerekvG and Romaine. He is disrupting the grant request just like he disrupted the community at WMBE-wiki. Meta is not the venue to game the system so you can disrupt the people who dealt with abuse in the past from there. Yes, I see that he has been blocked at those wikis, though says for trolling and sockpuppetry. My review of the edits on meta see that he is being a PITA though they are not at a block stage. At this point of time the request is effective. This a different wiki, this is Meta, so we need to be robust to criticism and allow a point of view to be spoken, whether we like or agree with it. Well, this really is a complicated case but without all the background it might not be exactly clear why Kolonel Zeiksnor is a problem. What he does is harassment because he trolls and disrupt people cross wiki. This case involves privacy violations, talking slander, following certain editors, trolling and off wiki harassment. Every wiki he comes he keeps balancing on the edge of what might be acceptable if you don't look at the cross wiki pattern it seems acceptable. But the people who are the victims are the same. I also can't notify him of the discussion because he has told me not to post on his page after I asked him twice to stop derailing discussion and making personal attacks. After being blocked from editing (there were legitimate differences of opinion about the original block) Reguyla (then known as Kumioko) was banned from the English Wikipedia for sockpuppetry, ban evasion, and harassment. As one editor pointed out:
"It is simply not the case that Kumioko evaded the ban because the ban was an impediment to editing. They evaded the ban to hassle and taunt other editors ostensibly as a form of protest against the ban. As multiple editors have noted (e.g. Beeblebrox, MarnetteD, Hasteur, etc.) we are not looking at a momentary outburst or some invective on a talk page. We are looking at hundreds of messages left with dozens of alternate accounts on wikipedia and over email. They included trenchant criticism of Wikipedias power structure, childish name calling, harassment and boasts about disrupting wikipedia until Kumioko got their way. Arguments attempting to diminish the significance of these messages are completely unconvincing to me. First, the semantic difference between an account/IP address used to evade a block and a "sock" is pretty unimportant. Kumioko identified themselves clearly when saying "Babybrox you are nothing but a corrupt, vile piece of trash." or "If you want me to stop, just unblock me. Nothing else has worked and my bahn will never be effective so if you want me to quit posting you might want to give it a try." or "as long as there are mindless and abusive editors like you, Wikipedia will continue to be a septic cesspool of assholery. Keep up the bad work knucklehead. So what do you think the FU means huh?", so it's somehow better? Never mind that socking would work against Kumioko's self-identified ends because the purpose of the messages were to threaten that disruption and nonsense would continue until they were unblocked. Second, the messages themselves were incessant and noisome."[1]
Kumioko's ban has been reviewed several times, and the conclusion of the community was that, whatever the merits of the original block, Kumioko's post-block behavior fully justified an indefinite ban:
Even on Wikipediocracy (hardly a hotbed of support for Wikipedia admin's actions), where Kumioko wrote
"I just thought I would let you know that I have been banned from Wikipedia. I figured that should make some of you very happy and I figured this would get opened so I wanted to be the one to do it. I have seen this coming for a while due to my stance on Arbcom and policy violating Admins. I have been creating accounts since september in anticipation. They just blocked about 60, but thats only the last few days. All I wanted to do was help the project and they threw me out so now I will be the most prolific vandal, troll and sockmaster in Wikipedia history. Free Kumioko!"[2]
He got responses such as
"Kumioko, I and others have tried to advise you to do other things for a long time. Please consider whether all of us are your enemies or rather that we wish you well. Please take a vacation from Wikipedia and the internet."
"For your own sanity, let go. Move on. Turn the other cheek. Get a fucking life. Drop it."
"So vandalism/trolling/acting like a three-year-old makes you some kind of hero fighting against the system does it? Pathetic..."
"Why don't you just find some other way to spend your life, Kumioko? "
"No offense, Kumioko, but you're a pretty shitty sockmaster."
"60+ checkuser confirmed accounts. That's pathetic, Kumioko. Get a life."
"Long story shortened for anyone who doesn't know... Kumioko started his downward spiral after being prevented from doing automated/bot tasks. Some of the Bot approvals threads where his competance is questioned were mildly amusing. Rather than doing something else, or you know, becoming competant, he instead chose to bitch and moan and whine and *snore*.... And ended up banned. Easily avoidable. Just dont be an arse when you have nothing to contribute."
"Are you sure you're an adult? Because this is some of the most immature bullshit and self-obsessive twattishness I've seen from anyone - ever."
And now he is posting his grievances on multiple locations on Meta, including repeated attempts to hijack a discussion I was having about WMF spending[3][4][5][6][7][8][9] and, of course, trying to bully me into accepting his hijacking with bogus complaints such as this one. @Guy Macon: I am not sure of the pertinence or relevance of Reguyla's previous life or block has to the discussion. You need to get a proper life if you have time to spend and paste those sorts of references. I ask that you both review your approaches to each other's interaction and maybe purposefully steer clear of each other's conversations. Please note that it wasn't me who filed a complaint here, that there is nothing wrong with posting a rebuttal against the false accusations made concerning me, and that including links to evidence is a good thing, not a bad thing. Also note that the most or all of the comments I have made about this anywhere on meta were in response to Reguyla [A] Attempting to hijack my conversation about WMF finances and [B] direct responses in the multiple places where he has accused me. When someone is here complaining about personal attacks and you dig up a whole swathe of irrelevant links about a person's background at another wiki, and at an external site, don't you think that reinforces their point rather than supports your case? Reguyla's background and history at another wiki is known here, and hasn't been hidden. His approach to addressing issues on certain pages at this wiki is also known and it is what it is, and has been for an extended period of time.

At this wiki you both need to co-exist and show tolerance to each other's point of view. We need users here to show maturity and to express their opinion and to let other have theirs without being harassed, whether you like/dislike/agree/disagree. First, I am not trying to Hijack any discussions. My comment was a statement that I think if the WMF was going to spend a bunch of money they should do it smartly and address the real problems , which are cultural and societal within the projects rather than throw money at IT fixes that don't address the real problems....and then continue to wonder why editors and readers are down across the WMF supported sites.
I also just wanted to clear up I am not posting my grievances on multiple venues. I commented in several discussions about different subjects. It is in fact Guy Macon who is running around dropping unrelated links in multiple discussions because he has a grudge against me for some reason. I stopped posting on his talk page as he requested and I would be happy to leave him alone if he extends the same courtesy. He already has ENWP to vent his dislike and spread lies about me where I cannot reply, he doesn't need to do it here too. Reguyla (talk) 13:51, 8 June 2015 (UTC)

Hello folks. I'd like to chime in here after the fact, and make a minor request. This particular campaign was set at 'high' priority (it used to be weightage I think???). As you know india is a huge country, at high priority this particular campaign has possibly hundred(s) of millions of viewers. We might not get a true idea of the scale of viewership this might be getting. Also, we might be crossing into the territory of banner fatigue- which I think everyone wanted to avoid when central notice was created. In case I missed something recent, or if the priority is different from viewership somehow - please correct me. As a request, can stewards or admins making campaigns for india see to set the priority/weightage lower (around norma)l or set traffic limit. Thanks. Theo10011 (talk) 20:34, 13 June 2015 (UTC)

If I'm not mistaken, banner priorities work like this: if there is a banner with lower priority, then it is not shown at all. At that time there were other banners with high priority. As setting it to normal priority would cause this banner to be not shown at all, I asked Shanmugamp7 to set it to high priority. As there is no conflicting banner now, I've lowered the priority to normal and also set traffic limit to 60% of total views. (Either way, the campaign would end tomorrow). Using lower proportions for traffic might be something to do in the future for these types of campaigns. Regards, --Glaisher (talk) 11:54, 14 June 2015 (UTC)
I see. Thanks for the explanation Glaisher. I haven't been keeping up with the developments around here (CN didn't even have a log from when I remember.....), I understand better now. I just wanted to make that minor point for stewards/admins familiar with central notice to be careful with campaigns in countries like India, they have a huge viewership - arguably one of the largest for the english language versions (and its bound to be the single largest in the future) - it might get to be too much if overused and have less of an impact. Main Page in Hindi

For Hindi language "Main Page" is going to "मुखपृष्ठ". Where it is showing Marathi language which uses same script. Earlier we used to use the work "मुख्य पृष्ठ" for Main Page but now it is "मुखपृष्ठ" everywhere. On wikidata, Wikimedia Commons it is corrected. I want it should be corrected here too. Since Hindi and Marathi language both are sharing same name for Main Page and if we click on Main Page then it will go to "मुखपृष्ठ" for both languages. So, these things should be done here:

@संजीव कुमार: Which page at meta are you wishing to be edited? Normally such edits are not undertaken by stewards but by meta administrators and the means to get a change made is to edit the talk page of the page needing changing, explicitly state the change required and add the template {{edit protected}} as an alert. Hey, this user was blocked indefinitely in 28 March 2011 because of "Abusing multiple accounts: CU-block -using socks to impersonate fawiki admin" and after three years and this promise this user got unblocked in 25 July 2014 [10]. But He used User:Zack90 when (s)he was blocked (Special:Diff/3276089) and voted for Mjbmr adminship after unblock (Special:PermaLink/12061240) which is obviously violation of sockpuppet policy (User:Zack90 is sock of Mjbmr w:Wikipedia:Sockpuppet investigations/Mjbmr/Archive). So you suggest us to block a sock based on enwiki's inconclusive CU results? That would mean we act like enwiki and block the user per DUCK-test. That's something we will hardly do here, especially without any hard evidence. -Barras talk 12:08, 28 June 2015 (UTC)
