Make Navigation Popups into an Advanced-mode of Page Previews

Problem: Navigation Popups is the 3rd most popular gadget across Wikimedia. But it's not globally accessible, the code is badly outdated, the volunteer developers want help, and it has vast untapped potential.
Proposed solution: Convert Navigation Popups into an "advanced-mode" of Page Previews to benefit all Wikimedia wikis.
