ESEAP籌備委員會（ESEAP Preparatory Council）接續ESEAP樞紐臨時委員會的組織業務。

其目標為：

1. Produce documents that meet standards for funding and complete other critical documents that are required for a successful funding request
2. Refine all completed works by the ESEAP Interim Hub Committee, including the draft statement, the Roles and Responsibility document, Theory of change, etc.
3. 以臨時委員會身份代表ESEAP機制。

本會現有9位委員：

• 社群席位：Irvin Sto. Tomas、Johnny Alegre、Robert Sim
