What is the problem you're trying to solve?[edit]
What problem are you trying to solve by doing this project? This problem should be small enough that you expect it to be completely or mostly resolved by the end of this project. Remember to review the tutorial for tips on how to answer this question.
There is a Universal declaration of Human Rights. However, the access to Human Rights is not universal yet, and they are regressing on a global scale. To claim one's right, one needs to know it. Knowledge access is fundamental to Human Rights, and Wikipedia, as one of the main free sources of information, can become a true operational resource for accessing them. The Wikimedia movement has taken public position by signing a memorandum of understanding with the Office of the High Commissioner for Human Rights of the United Nations, willing to increase the quality and quantity of contents on Human Rights.
Victims of human rights violations face difficulties accessing their rights due to lack of accessible information they need. Their supporters, often volunteers, also need reliable and clear informations. In particular, information on legal frameworks and existing access to rights organizations and procedures. This information has to be free, easily accessible and understandable, precise, accurate, reliable, updated and in the reader's own language.
Each particular Human Rights issue (ie. LGBTQI+ rights, human trafficking, Asylum Right, child protection, equal access to health, gender equality...) has its own actors and experts within institutions and civil society, and needs specific content. Experts, particularly in law, create and publish different information using a complex language, which is not always appropriate for the persons and organisations dealing with human rights issues. Moreover, this jargon doesn't fit with Wikipedia's writing expectations.
It is also complicated, for Wikimedians, to contribute on these topics, and to clearly identify the knowledge gap. Which crucial information is lacking ? How to organize it ? The information must respect the encyclopedic standards. It is quite an editorial challenge for Wikipedians as it is for new contributors. It requires creating quality alliances between Wikimedians, institutions, and civil society organizations.
Our core problem is : contributing on Wikipedia with accurate and accessible information on Human Rights legal aspects and access to rights solutions is a difficult exercise and requires multiple skills (legal expertise, experience of rights violations and fights for one's rights, contributing skills, knowledge of existing procedures and organizations, pedagogy, translation...)
How, concretely, can we make sure those willing to engage on this path have the tools, the methods and the capacity to create quality content ? The project will not make sure that all information on Human Rights will be accessible on Wikipedia by its end. But it will create the tools, alliances and good practices to ensure that relevant and accessible information on a given Human Rights issue is available in Wikipedia.

"Wiki Droits Humains" proposes to address this problem with a capacity building project. We think that the solution is learning from each other and opening the Wikimedia community to receiving input from civil society organizations and experts.
We focus on :
- Useful and accessible information for those who need to access to their rights
- Rallying and connecting stakeholders (experts, civil society, affected population, and Wikimedia community)
Our solution is : To create and share collaborative methodology resources (charter, templates, writing instructions, learning patterns, program toolkit..), and to organize targeted training sessions, networking and good practices sharing gathering. Topics : the alliance between experts, civil society and wikimedians, the participation of the affected persons, the knowledge gap identification, the norms and expectations in Wikipedia content, organization of specific type of events (cf. below)
To support, participate and encourage the organization of events to contribute on Wikipedia and mobilize on a targeted theme of Human Rights, by helping the practical organization, communication and actively participate in the strategy. We will particularly support the development of innovant interventions. We want events to be custom-made for the focus of the project. ie :
- Pair working : Pair working session between a "content-referent" (from civil society/legal expert) and a wikimedian to identify together knowledge gap, understand complex procedures and legal aspects, and share sources
- Transathlon : to make sure the information is accessible in their own language to asylum seekers, for example
- Awareness tools creation and dissemination : Workshops to create awareness tool on Human Rights for Wikimedians and for civil society (with links to Wikipedia)
- Contribution events : with civil society organizations, affected persons (ie : youngsters from a childsupport organisation, refugees, etc)
We started the project on february the 12th with a important milestone : a work meeting in Geneva, in the Office of the High Commissioner for Human Rights, with experts from the OHCR, academics, wikimedians, and 12 civil society organizations willing to engage in this project. During this meeting and other preparation exchanges, we collected their feedback on their understanding on the needs in access to the information for their target public and the persons supporting them (at their demand, we extended to the families of the persons whose rights have been violated and the social, administrative, security and health workers in contact with them).
The solutions and methodologies we propose to solve the problem is based on the expression of their expectations and wishes. It led us to choose a targeted solution : support the stakeholders with a focus, a specific method and type of intervention, to empower them on the specific topic they are expert of or want to be active on.
Also, the project Wiki Droits Humains contributes to Wikimedia movement strategic recommendations : Invest in Skills Development (Capacity building / Training / Toolkits) / Improve User Experience (particularly for the users which need the more this informations) / Create Cultural Change for Inclusive Communities (Include civil society, minorities, and institutions experts within Wikimedia Community, and advocate for a more inclusive world by acting for Human Rights effectiveness for all) / Prioritize Topics for Impact
Project goals[edit]

- To reduce the knowledge gap on Human Rights on Wikipedia and make sure the information available is of good quality and easily accessible by the people who need to know their rights and those who support them.
- To allow civil society, experts, target audience, and wikimedians to have the abilities, skills, network and tools to take action for making Wikipedia an operational resource for Human Rights access.

Metrics will be measured by the program dashboard. We will drive surveys to collect feedback and interviews to collect stories.
Goal 1[edit]
- Outputs : support and participate in at least 3 contribution events, organize at least 3 contribution trainings, mobilize 50 persons at least, organise at least 3 pair working sessions to identify knowledge gap, organize at least 3 gathering with the targeted public to collect their needs and practices,
- Outcomes : 250 content pages related to Human Rights improved or created, accuracy and accessibility of information improved, knowledge needed for access to the right identified and increased on wikipedia

- Outputs : mobilize different stakeholder to create collectively a toolkit, organize 6 trainings/ networking/ good practices sessions, encourage pair working, evaluation of events and activities of the program to share the learning patterns, organize 2 major awareness events during “international days”
- Outcomes : Skills improvement, scalability (ability to those trained and participating to develop their own actions), creation of a toolkit (50 content pages improved or created)

On going activities[edit]
Our project plan is for one year, and some events and works with partners have already taken place or are being prepared:
- Trainings on specific topics (how to initiate volunteers and association beneficiaries to contributing to Wikipedia, notability and quality criteria for legal concepts, translating and quoting within Wikipedia, identifying information needs)
- Some pair working sessions between Wikipedians and experts to identify knowledge gaps in Wikipedia (asylum, intersex issues, housing rights)
- A Wikimedia Commons contribution workshop (to make information accessible to people who can not read Wikipedia articles) on how women access their work rights, with female legal experts
- Writing a Wiki Droits Humains chart for accessibility of information on rights on Wikipedia
- Preparing a how-to guide to identify information gaps on Wikipedia concerning how to access one's rights
- Translating into French the how-to tools created by Wikimedia Argentina that explain how to contribute with organizations empowering people to access their human rights
- A series of Wikipedia contribution workshops on the topic of rights access and inequalities in health organized in a research institute that studies public health and works with local communities
- An initiation to Wikipedia followed by a series of contribution workshops for youth at risk
- On the occasion of World Refugee Day and continuing with the work started during the Ecrire pour les droits, a workshop centered on asylum rights for LGBT+ asylum seekers in France, with moments of training, contribution, awareness-raising and visibility
All the tools and type of events to organize for this campaign have not all been decided on. We wish to develop it according to the requests of partners, in order to rely as best as possible on their abilities and domains of expertise (other workshops will have to be planned, for example on the topic of Human trafficking, and also because we are being asked for collaboration by people from several countries, especially in the African continent - in Madagascar, Morocco, Tunisia, Democratic Republic of Congo, and Nigeria)
We also wish to develop several methodological tools, especially to formalize learnings from past experiences, with templates and writing guidelines.
The aim would be to introduce a toolbox constructed during the project, on the occasion of International Human Rights Day 2020 (On December 10th).

Community engagement[edit]
Community input and participation helps make projects successful. How will you let others in your community know about your project? Why are you targeting a specific audience? How will you engage the community you’re aiming to serve during your project?
We are communicating on Wiki Droits Humains with projects team within the community as Wiki Derechos Humanos, Write for the rights, #WikiForHumanRights campaign, Les sans pages méditerranée, Noircir Wikipédia, and with Chapters (France / Switzerland / we are opening now to wider territory with the french speaking space), and with some experienced contributors. The preparation work, the pilot event and the first gathering in the OHCHR allowed us to create a first group of 30 stakeholder invested in the project.
We will have a targeted communication by emailing for our participants. We also will post on different project pages related, in order to expand the interest. We will present the project to conferences. We will be present in civil society gathering to present the project and will have our first group acting as ambassadors of the project. We will create, print and disseminate educational and communication content. We will organize awareness events during important milestones for the stakeholders.

I work for an association from a related field and I am consultant in project management and in training and educational material creation. As a wikimedian, i participated in different projects such as wikipedia for peace, write for the rights, les sans pages méditerranée, noircir wikipédia, Écrire pour les droits / bienvenue, valorisation des quartiers populaires par les habitants eux mêmes, i also initiated a project on african heritage. - Mixed views. I support this project and the team working on it. It is an important topic, the team has experience and network to do something useful and impactful. And the lead capacity to get it done. The only but would be the budget. It is completely lacking details and the amounts seem fairly high to me compared to similar activities budget. So, it is unclear to me how the funds would be spent. We need more fine-tuned budget here Anthere (talk)
