Moving pages from "WIkiBanua 4.0" to WikiBanua 4.0"

Could you please move this page to this page? There are typos, such as "WikiBanua 4.0" instead of "WIkiBanua 4.0." Additionally, there are several content changes that affect the proposal, such as budget and other things.
