In Lithuanian wikipedia is such situation, the bureaucrats do not want to give the sysop rights for Vpovilaitis. The voting results are here (http://lt.wikipedia.org/wiki/Vikipedija:Kandidatavimas_%C4%AF_administratorius/Esami). Oppose only two users. The result: support 16 users, oppose 2 users. Please give the sysop rights for Vpovilaitis.

Hello, sorry but there are local, active bureaucrats [3], please contact them, if they don't grant sysop rights although the community clearly spoke for them, I would suggest to propose the community to remove the bureaucrat rights of this users and grant them to those who are willing to fulfill the communities decision, just what they should do.
