access to Central notice

Hello! I am not sure if this page is the best place for my question but I am afraid that message on talkpage won't receive sufficient response.

I wanted to ask if it's possible to use CentralNotice tool on the local wiki of Wikimedia RU ([1])? We would use it for our wiki-contests, significant news, etc. but we want to work closely on this instrument (review its conversion, test different options of campaigns), so it would be better if we had own access to CentralNotice on our wiki not to disturb admins of Meta every day.

Is it possible to get central notice adminship (for example, for my account) if we guarantee that we won't use this tool anywhere except from ru.wikimedia.org? I hope that my account is trustworthy enough :) rubin16 (talk) 08:26, 12 June 2014 (UTC)

Relevant section on RFA is the right place for requesting CN adminship. Users from various chapters do ask for setting up central notice banners here repeatedly without requesting CN adminship. --Glaisher [talk] 08:43, 12 June 2014 (UTC)

Cantonese Wikipedia

Hello, I'm Cantonese Wikipedia Admin.We had changed name From"粵語"to"粵文" .DannyChan (talk) 06:37, 23 April 2014 (UTC)

@DannyChan: Hi, I assume you want the name of Cantonese Wikipedia at wikipedia.org to be changed. However, "粵文" translates to "Guangdong Wen" but even the Main Page's title contains a 粵文, so you must be right. Is this a translation of en:Written Cantonese? There's also what appears as interwiki links on the sidebar on the various wikis, would that be something for bugzilla and sysadmin? 語 implies more spoken language, whereas 文 in this context the written form. Account creator rights for User:Islahaddow

@Islahaddow: was organising a wiki event in South Africa and bumped into the rate limit, and requested assistance to circumvent the limit. The only immediate ability to assist is to grant the user with account creator rights which I have done for this user here. Our guidance is non-existent on whether we want this sort of role active, whether we grant it temporarily or permanently, whether we prefer it to be admin or 'crat administered.  — billinghurst sDrewth 13:58, 14 June 2014 (UTC)
