CN WLE Italy[edit]

Hallo Romaine, it seems that WMI deactivated the CN for the fundraising, can we activate it for Italy for Wiki Loves Earth? Hi Gomdoli4696, Thank you for your message. The list of pages where the message was posted came from Distribution list/Global message delivery. I think the page where the message is posted is used, because it seems the page you link to uses a system of subpages and I think the MassMessage bot is not able to use that. If you think that this kind of messages should be posted to the page you link to, despite the technical limitations, you can change this on Distribution list/Global message delivery. Question regarding the WLM2020 CentralNotice on fawiki[edit]

Hello Romaine. Earlier today, Hanooz and I had a discussion about the WLM CentralNotice on fawiki. Please correct me if I'm wrong, but it's my understanding that the link on the notice depends on the country the user's IP is from. So for example, if someone visits fawiki with an IP from Germany, a link to w:de:Wikipedia:Wiki Loves Monuments 2020/Deutschland will be used. This is really interesting, since it's more likely for the person to take a photo of the monuments of the country they live in.

In Iran, however, using proxies is very common, and we have even had discussions about whether the IPBE right should be granted to established users who want to use open proxies for accessing other websites, since it was becoming a problem. Hanooz suggested that if we always provide a link to the fawiki page (on fawiki, of course), more users (including those visiting Wikipedia with a proxy) will notice and, therefore, take part in the contest. I know that it's probably too complicated to do it here on Meta, so maybe fawiki can use its local SiteNotice for this purpose. Provided that there is a local consensus for this change, can it be done?

Hi Ahmad, The CentralNotice depends on the IP of users. If someone from Germany visits fa-wiki, it is likely that this user gets the link to the German landing page. The CentralNotice banner is not only in use on Wikipedia, but also on sister projects as Wikivoyage, Commons and Wikidata, so that also users from those wikis see the banner about the photo contest. Also more importantly, the CentralNotice is country based activated and had country based links, which matches with the countries that are participating in the photo contest and matches with the location of where the photos have been taken that are accepted in the photo contest. So if someone speaks Persian in Germany, the main goal is to get this person upload photos from Germany, but someone can always also participate in other the other WLM contests in other countries. As many people have travelled to many countries, it is impossible to reach everyone who has been in a country like for a holiday or who has lived somewhere. Another difficulty can indeed be the use of proxies and VPN, as well as the allocation of foreign IP addresses to people in certain countries. There is not much that can be done about that. A Sitenotice however only targets the people that visit that particular wiki. I know multiple people that speak Persian and live outside Iran. The policy in Wikimedia is to try to target only those people for who a banner is useful to see. However, if a local community wishes to set up a Sitenotice on fa-wiki, they can. The problem only is, I can't technically close the CentralNotice banner for fa-wiki only, while the users from Iran on Commons, Wikidata and Wikivoyage still keep seeing it. This because the CentralNotice can't be targeted on one language Wikipedia only. So I can imagine the community on fa-wiki creates a (small) banner that works as back up for those users in Iran that use different IP addresses as result of proxies, VPN, etc. Greetings - Romaine (talk) 03:45, 9 September 2020 (UTC)Reply

Just one more question: Hanooz reported that they got a link to wikilovesmonuments.org, but I don't understand how one can get this link (it doesn't appear to be based on the IP). Hi Ahmad, The .org link is used as fallback mechanism in case for some reason the local landing page can't be retrieved. Perhaps when a page is incompletely loaded. This normally should not happen. If someone got a link to the .org website, something goes wrong. If this happened only once: no problem. If this continues to happen, then I would like to know.
