Feedback from the Wikimedia Foundation’s Culture and Heritage team[edit]

Dear Natacha LSP,

I am glad to see that you are pursuing support for les sans pagEs, which I view as one of the most important gender-related projects in the Wikimedia movement. Your work often serves as an entrance point for many volunteers trying to understand the Wikimedia projects from a gender-related perspective. I appreciate that you are also a great supporter of many other initiatives, groups, and even initiatives with GLAMs and other institutions, with impressive results, metrics, and events. I look forward to seeing the improved structure, volunteer support, strategy and leadership sustainability that funding support can make possible for a group like yours, which has already built a strong track record, established strong connections within the community, and even has a team that is extremely experienced.

Here are some of the things I appreciated about your proposal:

  • I was positively surprised by how your proposed plan seeks to improve coverage of the gender gap and under-represented content by partnering with GLAM and universities to reach more potential contributors.
  • I was also happy to see the group is addressing burnout and wants to provide professionalization as a means to solve that problem.

I have some questions about metrics:

  • Online weekly sessions - online weekly meetups and maintenance sessions of approx 2 hours - 70
    • Can you help me understand this metric? If it were once a week, wouldn’t it be around 50? Would it be more than once a week, then, to reach 70 sessions?
  • Fundraising - Fundraise outside the Wikimedia movement - 25000
    • Where are you planning to fundraise? Where would these funds be applied?
  • Number of editors that continue to participate/retained after activities - 5%
    • This metric is lower than I would have expected for a group as experienced as you are. I would have expected a higher percentage of retained users. Can you share more about what your thought process is for this metric?

I struggled to understand some aspects of your budget and I wonder if you could offer more specificity:

  • It would be helpful to see individual costs for everything and for each staff member.
  • Could you also clarify whether the budget covers a single full-time position or multiple staff, and if so, at what FTE?
  • Finally, could you clarify what amount of your total budget will come from WMFR and WMCH and what those awards would cover? It would be helpful to understand the big picture across funding sources.

Your proposal mentions Africa, but the plan seems to focus predominantly on Europe. I would love to know more about how you envision engagement with countries that speak French in Africa or in the Americas. Can you share your thoughts about this? Are people from these countries participating in the events? Are you considering partnering with French-speaking GLAM institutions outside of Europe as well?

If engagement outside of Europe is a goal, what do you think about adding metric(s) to measure and ensure that you have clear targets for international engagement? Some possible suggestions might be:

  • # of women from other French-speaking countries (especially outside Europe) creating or adding to Wikipedia
  • # of GLAM collaborations in other countries that are not France or Switzerland

I also wondered if you can share how les sans pagEs is thinking about other projects beyond Wikipedia, such as Wikidata, Commons, or Wikisource. Beyond training users, what do you think about adding metrics related to the outcomes of the training (e.g. content goals or other metrics)?

Finally, I wanted to ask about your approach to building partnerships with GLAM and universities. As you know, heritage institutions often have a history that includes colonial collections and as a result, especially in Europe, the decolonization in GLAMs has been an important and current discussion topic. Can you share your thoughts about how Les sans pagEs has and will engage with this problem while also interacting, working, and partnering with these institutions?

Dear @GFontenelle (WMF): thank you very much for your insightful questions. I am sorry for answering so late, but have been busy gathering advices and mostly been traveling non stop for 3 weeks in a row. So I will proceed question by question :

Number of Weekly sessions[edit]

  • Online weekly sessions - online weekly meetups and maintenance sessions of approx 2 hours - 70 : Can you help me understand this metric? If it were once a week, wouldn’t it be around 50? Would it be more than once a week, then, to reach 70 sessions?

=> We have two sessions, one at lunchtime is designed for answering questions of people who drop by, and the second one in the evening is focused towards maintenance and assessing articles advancement from this page. So this makes 70 sessions approx by year, as we are not active during vacation periods (summer and winter holidays).

Fundraising outside the movement[edit]

  • Fundraise outside the Wikimedia movement - 25000 : Where are you planning to fundraise? Where would these funds be applied?

=> These funds are potential public grants from public and private institutions in the Geneva Canton in order to ensure a diversification of our revenue streams and will be  probably used to finance office infrastructure and the rental of a contribution space, as well as the organization of events such as an editorial marathon and specific projects, e.g. the publication of fanzines, an editorial guide, the shooting of a film, and for example the creation of new tools to help and accompany new people in the contribution (depending on WMCH's answer to our grant request)

Wikimedia CH's fundraiser officer has also asked the question and we have discussed about not sending applications to the same institutions in Switzerland for the sake of the Wikimedia movement's public image. We are targeting official local institutions in the Geneva canton, starting with cantonal and communal institutions. We plan to first apply this funding to the financing of an office in Geneva as for the moment I am mostly working from home and public libraries. Operational activities we have found hard to finance within the movement. WMCH has replied to our grant by asking for a project based approach (we have just published an answer here here) giving a broad picture of our assessed project needs in Switzerland. We planned to wait what the wikimedia movement covered in our WMCH, WMFR and WMF grants and then ask local institutions to finance what was not covered. We really hope though to achieve at least the financing of one year's salary for us to be able to continue the fundraising part. We also are aware that there is a trend in the movement to ask for external financing to secure revenue streams in the long run, and that it is always easier to get funding once an internationally renowned institution like the WMF has financed a part.

Editor retention rates[edit]

  • Number of editors that continue to participate/retained after activities - 5% :This metric is lower than I would have expected for a group as experienced as you are. I would have expected a higher percentage of retained users. Can you share more about what your thought process is for this metric?

=> We must admit here that we have not throughout the years been asked to calculate these retention rates and that we took what we understood to be slightly over average in the Wikimedia movement. So to answer your question, I have been doing some networking and asked 3 chapters (Wikimedia Canada, Wikimedia France and Wikimedia Ch) who don't seem to be calculating that anymore, and when they did found it difficult. Furthermore the tool we were used to has been replaced, and the new one seems to be experiencing problems. So to answer that question and give a better estimate let's be bold and ask you what would be an appropriate target in your eyes ? And above all, how to we extract this data from the project page and our dashboards ?

Budget[edit]

=> We only have one staff member. The accounts are done by a firm and this part of the budget has been integrated within the WMFR grant (amounting to 5 000 CHF a year approx).

  • Could you also clarify whether the budget covers a single full-time position or multiple staff, and if so, at what FTE?

=> The budget covers one full time position for the ED.

Global budget[edit]
  • Finally, could you clarify what amount of your total budget will come from WMFR and WMCH and what those awards would cover? It would be helpful to understand the big picture across funding sources.

=> We cannot say for the moment how much this will be as we are meeting WMCH's ED Je after redesigning our grant to WMCH with a project approach as they have answered they do not usually cover operational cost. Our project based approach in Switzerland can be found here https://meta.wikimedia.org/wiki/Talk:Wikimedia_CH/Grant_apply/LSP_2023, we are asking for 71 400 CHF for the organisations of two major events (Wikiwitch and Wikitechstorm), GLAM events in Romandie (3600 chf) and weekly wikipedia meetings (3500 chf), organisation of our annual convention (7000 chf). These funds cover mainly catering, transport, hotels, and we are asking a participation to project management for 11 400 CHF.

Furthermore WMCH is asking the same question to us about having a global picture. We will provide this before the end of the week. For the moment WMFR has committed to 30 000 CHF for 2022, and 20 000 CHF for 2023 are being negociated. WMCH has committed to finance 7000 CHF for our annual wikiconvention, and we have been told 15 000 CHF in total has been budgeted for us (we asked initially for 30 000 CHF, the same amount given to us by WMFR in 2022). We will share our global budget sheet with all of you which will make we hope the whole picture clearer.

Partnership with GLAM & universities[edit]

  • Finally, I wanted to ask about your approach to building partnerships with GLAM and universities. As you know, heritage institutions often have a history that includes colonial collections and as a result, especially in Europe, the decolonization in GLAMs has been an important and current discussion topic. Can you share your thoughts about how Les sans pagEs has and will engage with this problem while also interacting, working, and partnering with these institutions?

=> Thank you ever so much for pointing to this important aspect. We had not thought of it before and have spoken on diverse community projects (Noircir Wikipedia) and francophone chapters, and this aspect is not covered and we all need to reflect more about it and issue some good practices. Definitely in our approaching these institutions we can first ask the question on their relationship to decolonization and use of material stemming from a colonial heritage. The links you provided are very useful, and triggers the will to include some sort of best practice documents in French that the communities can use. However this would be a whole project for a collaboration with Wikifranca and Noircir Wikipédia that we could develop in a pluriannual plan.

Thank you for taking the time to submit your General Support Fund proposal in the Northern and Western Europe region. We are pleased to have reviewed your application and have the following comments and questions:

We are impressed by the work you have done and like the planned activities in your proposal, which we see as well aligned with the movement strategy. We see there is a great community support behind your effort and that you are a strong team with capacity to do this work. We are also happy to see that you have included the geography gap with the content gender gap.

We would appreciate hearing more detail about your strategies relating to WikiData, WikiSource and other WM platforms. Also what progress on fr-wp is due to your work and what is general progress (e.g. percentage of biographies of women). We would also be glad if we could hear more of any thoughts of improvement of metrics and budget from other sources like WMFr and WMCH. It would be helpful if you can provide us with budget history and metrics reports for several years in order to help us see the progression over years.

Your proposal address the WP major problems with content gap with bias towards men’s experience over woman’s and the issue of equal right for people of different sexual orientations and gender identities. Whereas the latter issue is important both for the individuals and the society at large, it does not eschew Wikipedia content on the same scale as the first issue. The application could thus have a more focused and WP-relevant presentation of the content gap

We know that LSP, like many other programs in the Wikimedia movement (especially those focused on the gender gap), has had to navigate criticism. Is there learning in how you have handled this that you can share? So we all could learn from you and/or give you support in this.

Dear @Anders Wennersten:, thank so much for your comments and sorry for the late delay in our response. I will answer your questions below (I have taken the time to ask feedback from our board members who are all volunteers and have also been attending major events where I asked community members and paid chapter staff how they adress certain questions that you and your colleague asked).

Strategies about Wikidata, Wikisource and other platforms[edit]

Wikidata[edit]

Although our main project page has always been on fr-wp, we have done quite an amount of work on wikidata, wikisource, and commons. Our strategy there is to mentor and teach new more technical skills to people who wish to learn more about techs skills. For example, we have weekly online sessions when we answer any questions a contributor might have where people have been asking a lot how to contribute to Wikidata. Our approach there is to try to organize next year a wikitechstorm events to train and upgrade skills especially welcoming for newbies and underrepresented communities in wikidata, coding, querying as these skills are very useful to establish working lists for editathons. We try to empower people by providing the ressources they need. We have already organized in january 2020 a week end event solely devoted to Wikidata in Marseille. The projects that we plan for 2023 and 2024 which have a strong Wikidata focus are described in our WMCH project based grant here.

Wikisource[edit]

@FreeCorp: is organizing Wikisource events in Paris on the same week ends that we have our monthly events at the Gaité Lyrique, as we know coverage for this project is important, and this will go on throughout 2023 (see wikisource project page here. We do not do anything on Wikiquote as Florence Devouard runs the She Said campaign, but we do participate each year. The only project we do not cover yet, although we are in touch with @Lyokoï: to organize something is Wiktionnary.

On Commons, our objective has been to illustrate women biographies, and to take photos during events. At the francophone wikiconvention, we met 3 wikimedians from african countries (Cameroun, Côte d'Ivoire, Sénégal) who wish to develop a LSP group following the example of the group in Bénin. We thought we should reflect on how to include photos from the Wiki Loves Africa contest in Wikipedia to add value to the articles and to cross project collaboration. For two years, we have been proposing to professional artists during the drawtober period to We plan to develop the project les sans images that we have been running for 3 years in the future (this year 78 drawings were generated, and we found we needed to upgrade our knowledge about derivative works for next year). So our strategy is to continue along these lines and maybe in 2024 organize some photographing courses and learn more about commons rules to avoid content being deleted. We have not determined any specific metrics for commons but here are our metrics for editathons :

  2. 2018 979 downloads, 478 used images
  3. 2019 1,23 k downloads, 209 images used in articles
  4. 2020 383 downloads, 95 images used in articles
  5. 2021 1.59 k, 470 images used in articles

Budget and metrics[edit]

  • Improvement of metrics and budget from other sources like WMFr and WMCH. It would be helpful if you can provide us with budget history and metrics reports for several years in order to help us see the progression over years.

=> The board of les sans pagEs has agreed to send you our financial reports through fluux. Metrics reports were done within the user group's reporting here : https://meta.wikimedia.org/wiki/Category:Les_sans_pagEs_Reports. As we had no grants from the WMF we were not obliged to issue financial reports on meta after 2018. From what I gather you need to see the progression and I have seen one of your team at the Wikiconvention in Paris (there was a presentation) who told me it was fine to send our accounts. I hope this will be ok on your side. At the French wikiconvention I have asked 3 other francophone EDs how they provided retention metrics and they said they did not do it. I have a meeting with @Jeeb1207: tomorrow and am pinging @Rémy Gerbet WMFr: to whom I talked to during the wikiconvention in Paris. I see only this from 2019 on meta Grants:APG/Proposals/2017-2018 round 2/Wikimédia France/Progress report form. Probably this is an issue we need to work on further.

  • We know that LSP, like many other programs in the Wikimedia movement (especially those focused on the gender gap), has had to navigate criticism. Is there learning in how you have handled this that you can share? So we all could learn from you and/or give you support in this

=> I think we could make a learning pattern from this particular subject. What we learned is that the emotional impact of criticism can be mitigated by connecting to other groups. I was particularly thankful to the people who signed an opened letter of support here : Open letter of support for Les sans pagEs. We had a debrief mmeting with Editatoras and we decided to have more of these cross language meetings among leaders of gender gap projects. What we learned is that it is necessary to find a balance between answering to all criticism and to spot out gracefullly and constructively formulated criticism. In effect, our main partners, WMCH and WMFR actually responded to the AfC on the francophone Wikipedia. However, this whole september affair following my engagement was very stressful for the new board and myself, and triggered intense anxiety even to write this grant. There was a proposition on the talk page of les sans pagEs to delete the project which caused sadness and confusion within our community. The take home lesson is also that many people were supportive, but not expressing publicly through fear of backlash. So when there is such a level of criticism, it is important to remember that some supportive people are silenced, just because of the shock and might reach out later to show their engagement. Don't take silence for a lack of support. Not remaining alone with the stress is important, refraining from answering to every accusation is important, as well as trying to answer transparently, with honnesty and trying to dig out the useful and legitimate critics. After all, we are using funds generated by the work of our whole community and have to be accountable as well as respect our funding principles. The RfC for the LSP community was also an occasion to add a question about harrassment on the RfC. I will take the time to write a learning pattern at the beginning of 2023, and might ask the members of Wiki Editatoras to join.

  • Your proposal address the WP major problems with content gap with bias towards men’s experience over woman’s and the issue of equal right for people of different sexual orientations and gender identities. Whereas the latter issue is important both for the individuals and the society at large, it does not eschew Wikipedia content on the same scale as the first issue. The application could thus have a more focused and WP-relevant presentation of the content gap .

=> Could you detail what exactly your question is ? From what I understand you would like an assessment of the LGBTIQ content gap on fr-Wikipedia ? I am afraid this is difficult to assess exactly and would go back to the LGBT user group to see if they are aware if some kind of assessment has allready been made. Perhaps we could engage to produce an initial assessment in our final report (the task is huge though and I must admit we have concentrated on organizing editathons and plan to continue organizing a month of pride) and go from there to build more relevant metrics concerning LGBTIQ content. For the moment there are problems relating to the use of deadnames that are used in biographies, and there was an aborted attempt to create a convention of style. Large aspects of LGBT history are still missing and LGBTIQ contributors, especially trans editors find it difficult. Budget questions[edit]

I have entered in the budget sheet the amounts we will receive from WMCH and WMFR : 19 120 CHF for WMCH (mostly for projects in Switzerland with a 20% of project management included) and 20 000 CHF from WMFR (this last amount is not yet confirmed). We plan to receive more funds in 2023 but nothing is yet fixed for other revenue streams apart from 5 600 CHF from Glam institutions that were negociated after we made the initial draft.
