Applicant Background

[edit]Wiki Movement Brazil User Group was informally created in October 2013 and formally organized in 2014. The general idea for the creation of a Brazilian Wikimedia user group came about during two events, Wikimania 2013 and Iberoconf 2013. At these events, we assessed the role of a group of Brazilian volunteers in promoting the Wikimedia community and its related projects in Brazil.
We were approved as a Wikimedia user group in December 2013, then de-recognized in April 2018. We were re-recognized in May 2019 and are currently the only Wikimedia affiliate in Brazil.
Leadership
[edit]According to our Bylaws, article 15, the bodies of our group are:
- the General Assembly
- the Board of Directors
- the Fiscal Council
The General Assembly is the voting body that selects the Board of Directors and the Fiscal Council. According to article 17 in our bylaws, the General Assembly is responsible for:
- Elect and swear in the members of the Executive Board and the Audit Committee every 4 (four) years;
- Judging the decisions of the Executive Board on appeal;
- Dismiss the members of the Executive Board and the Fiscal Council;
- Deliberate and approve, after the Audit Committee's opinion, rendering of accounts, management reports, and budget execution;
- Deliberate and approve, after the opinion of the Audit Committee, the budget proposal for the subsequent fiscal year.
- Establish the value of the monthly fees of the associates;
- Outline the general lines of action of the Association, subsidize and propose means and indications for the achievement of its objectives and establish the methodologies of activities;
- Approve the internal regulations, which will discipline the various activity sectors of the Wikimedia Users Group in Brazil;
- Appraise and vote on the report, accounts, and balance sheet presented by the Executive Board, relating to previous years;
- Create groups and teams to carry out specific tasks, such as research, publications, etc.;
- Approve, amend, or amend the Bylaws;
- Decide, as a last resort, on any and all matters of social interest, as well as on cases omitted in these bylaws.
According to articles 19 and 20 in our bylaws:
- The General Assembly will be held ordinarily, every 04 (four) years, to elect the members of the Executive Board and the Fiscal Council.
- The General Assembly will be convened by the President by publishing a call notice posted at the Association's headquarters, with a clearly visible letter, at least 15 (fifteen) calendar days in advance, which will include: place, day, month, year, time of the first and second call and the agenda.
According to paragraph 1 in article 24 of our bylaws:
- The term of office of the members of the Board of Directors will be four years, and reappointment is allowed.

The current Board of Directors and Fiscal Council was elected on November 8, 2022. The next elections are expected to take place in November 2026.
Key Programs and Activities
[edit]The following statement is based on our 2023 report and refers to our Activities Plan for 2023. A full report from the previous year - 2022 - is available on our 2022 Report of Activities. Reports for previous years can be obtained from 2021, 2020 and 2019, for instance.
GLAM outreach
[edit]WMB has a long and expressive history with GLAM-Wiki partnerships. Throughout the years, we have established more than 40 new partnerships with cultural institutions from different states in Brazil. On October 4th of 2022 we created a new GLAM-Wiki partnership with the National Institute of Mata Atlântica (INMA).[1] This institute is headquartered in Santa Teresa, Espírito Santo, and promotes research, scientific innovation, preserving collections, and disseminating knowledge related to the Mata Atlântica. The partnership was born in the context of the Wiki Loves Espírito Santo project, conducted in 2022 in collaboration with the Secretary of Culture of the State of Espírito Santo.
At the end of March, we edited more than 38 thousand items on Wikidata[2] and uploaded 10 thousand images of this GLAM to Wikimedia Commons.[3] The images and metadata were about the flora of the State of Espírito Santo, specifically from the Herbário Museu de Biologia Mello Leitão Collection.
Another massive upload this quarter was the insertion of 32 thousand identifiers for paintings, objects, and items of the Museu Paulista collection.[4] The museum, with which we have had a remarkable GLAM-Wiki partnership since 2017, reopened in September 2022 and has recently launched its new online platform using the Tainacan technology. This software allowed us to do a quick extraction of the metadata and reconcile it with the items already on Wikidata. This easy-to-do extraction will help in future reconciliation from and to both the institution and Wikimedia projects, a process known as data roundtripping.
Education programs
[edit]From March 22 to 24, the 38th International Audiology Meeting,[5] promoted by the Brazilian Academy of Audiology took place in Florianópolis, Santa Catarina. This event was the first effective participation of the Wiki Movimento Brasil in a scientific congress. The activities promoted during the event included:
- 11 lectures to promote Wikimedia in scientific dissemination;
- 1 permanent table for distributing pamphlets and discussing Wikimedia and education, with around 500 people reached;
- 1 five-hour workshop for contributing to Wikipedia;
- Presentation of 3 posters;
- Publication of 7 special communication materials;
- Activation of 3 partnerships, including financial support.
Overall, more than 1250 people participated in the Wiki activities of this event, with at least 60 of them directly editing Wikimedia projects. There were more than 330 articles created or edited on Wikipedia and 140 images uploaded to Wikimedia Commons. The action points that directed the organization and execution of this event were:
- Explore new ways of communicating about Wikimedia projects and present them as allies for the development of scientific culture in Brazil.
- Expand the list of collaborations within cultural and educational institutions, activist groups, government entities, and open knowledge organizations, spread throughout the different regions of Brazil.
- Elaborate strategies to reach new audiences, including the partner networks, to encourage both readership and contribution to Wikimedia projects.
- Develop campaigns focused on the use of Wikimedia as an instrument against misinformation
Given an event of such impact and diverse learning, it is important to highlight the importance of thinking of events like this as a space for networking, articulation, and continued action. The engagement of social networks is also noteworthy, which led to significant growth, particularly on Instagram, with 150 new followers.
Community support and outreach
[edit]In 2022, WMB applied for a grant to develop leadership skills in Brazil as part of a Movement Strategy Implementation Grant[6], which focused on the 6th recommendation "Invest in Skills and Leadership", and on the 33rd initiative "Leadership Development Plan". The project involved several people and counted multiple community activities and presentations at events and conferences in addition to monthly meetings. The project's activities are intimately connected to WMB's strategy, specifically the axis 2 "Coordinate the Brazilian Wikimedia agencies", transforming its intentionality, "to contextualize autonomous Brazilian protagonisms in networks, participatory governance and safe spaces", into actions.
On March 16, 2023, the CALIBRA team met with the WMB professional team in São Paulo to discuss how would the project impact the user group and the wider community and to develop new organization and team management methods. This led to CALIBRA becoming part of the Projects area. The next day, the CALIBRA team met again to define what participants would need to deliver and get feedback from the Communities management.
Relationship with Other Groups
[edit]Our closest partner is Wikimedia Portugal, with which we carry out joint projects and keep regular interaction.
We have regularly interacted with:
- Wikipedia & Education User Group, for instance having received their support for our Oficinas Wikimedia & Educação and more recently our support in the context of EduWiki Conference 2023;
- Whose Knowledge?, particularly in projects on Wikimedia decolonization; and
- Wikimedia Deutschland, for instance in the co-organizing of WikidataCon 2021.
We are in touch with affiliates and community groups from Latin America, though no formal project has occurred yet.
We have also interacted and collaborated with Wikimedia Israel, Wikimedia Medicine, Wikimedia Switzerland, Art+Feminism User Group, Wikimedians in Residence Exchange Network User Group.

Evaluation
[edit]Each and every programmatic activity of our organization is reported and communicated. The report used to occur in ours management control table and on our meta page but, since 2023 we have developed "SARA", a software designed to record and evaluate quantitative and qualitative metrics of activities. This software aims to facilitate the recording and analysis of WMB activities. The control data is not open to the public, as it may have personal information on partners we have worked with, but access may be made available upon request and justification. Communication occurs to external outlets --such as our social media-- and on wiki.
Report and community communication are fundamental aspects of evaluation, as they provide transparency and accountability to stakeholders.
Individually, programs are assessed according to expected results and taking into account risks. Expected results and risk assessment are available on our annual grant reports: for reference, one may check the final report for 2022.
Metrics are computed publicly --i.e., our Outreach Dashboard campaign.
External Partnerships
[edit]WMB is a member of:
- Coalizão Direitos na Rede, the most important alliance of open-knowledge organizations in Brazil;
- Comitê Gestor da Internet, the official committee that regulates the internet in Brazil;
- Creative Commons Global Network, an international group of advocates of the use of open license.
A milestone in our activity alongside open-knowledge organizations has been the participation of the civil society mobilization to make pressure against bills that would harm the Wikimedia ecosystem. This activity was done with the support of the WMF Legal Team and led to proposing specific amendments to a bill to exclude Wikimedia projects from regulatory policies. This document provides a rationale for our role in this mobilization.

Almost all members listed have at least 300 contributions to a Wikimedia project under a registered account that has existed for at least 6 months. We receive applications in a constant flow and assess them at least once a year, normally at the General Assembly.

Rationale for Recognition
[edit]Wiki Movimento Brasil is a user group that has been operating for a long time as a chapter. We are a national organization, with a strong community base in several Brazilian cities and in a wide variety of Wikimedia projects. We currently have a professional team. We have been active since 2013 and more recently have been the recipient of several WMF grants, including many sAPGs and Wikimedia Community Funds (2017, 2020, 2021, 2022, and 2023-2025). We lead a diverse pool of activities, including massive education courses and large GLAM-Wiki initiatives.
We have been a contributor to the global Wikimedia movement. In 2021, we co-organized with WMDE our first international conference, WikidataCon. We have played leading roles in movement governance discussions and global meetings (i.e., Wikimania, GLAM-WikiCon).
In 2023, Wiki Movimento Brasil contributes to a stable environment in Brazil. We have productive relations with unaffiliated Wikimedia groups, which we have supported and eventually guided.
We understand that our progress will be hindered if we do not get "tagged" as we really are, a chapter, though we are also confident the distinction between chapters and user groups is not as relevant as it used to be. Anyhow, consolidating the position of our affiliate is especially important in circumstances in which we as a movement are moving towards building a stronger representation of the Global South.
