I also still hold Peter's view that not creating a confirmation statement should leave to removal, almost regardless of other things, as the user has had a full month to do so.   There are differing interpretations of the inactivity clause of the steward policy and I would say that given we hold yearly reconfirmations it's much easier to just handle it this way. Some day we should take a serious look at removing it. Snowolf ^{How can I help?} 06:48, 9 February 2014 (UTC)
