New members appointed for 2023

Dear Wikimedians,

This message is to announce the seating of new members on the Interim Case Review Committee (CRC).

For background, the Case Review Committee is a volunteer committee composed of 10 experienced volunteers from across the Wikimedia movement. The CRC reviews eligible Trust & Safety decisions that are appealed either by those who originally requested the investigation or those who have been sanctioned by them. For more information, please refer to the documentation page.

Following the 2023 call for applications for the CRC, the committee has seated three new members, for a total of ten members. New members will serve two-year terms. The terms of the seven current members have been extended until 31 December 2023.

The ten members combined have nearly 1.5 million edits on various wikis and 100 years of experience on our projects. They represent membership on seven different home wikis and numerous affiliates. They collectively hold functionary rights across multiple projects, including administrator, bureaucrat, checkuser, oversight, and advanced global permissions. Between them, they have been involved in many key committees and organized groups.

Removing "Interim" from the CRC

The Foundation is removing the "Interim" label for the Case Review Committee and will work with the all-volunteer committee on a permanent basis. This decision came in light of the outcomes of Universal Code of Conduct processes leaving no path for appeals from community for Foundation office actions to the UCoC Coordinating Committe. The Foundation believes this level of volunteer oversight of Trust & Safety's work is an essential function, and as such will continue on the CRC. Keegan (WMF) (talk) 00:15, 3 April 2024 (UTC)Reply

Overlap with other groups

Will this committee ever take a case which could have been decided by any community process?

I am curious if this committee could ever be an alternate channel to take cases which could have been managed by either a local Wikipedia's Arbitration committee, or any committee associated with the Universal Code of Conduct.

Can anyone briefly describe some of the kinds of cases that this committee would accept, versus cases that it would not accept? I am especially interested in the line between cases which the Wikimedia community can address, versus cases which require this committee's review. Thanks. Data please

I would like to request basic data about this committee's activities.

  1. How many cases has it considered
  2. How many cases has it judged
  3. How many times has it imposed a penalty or restriction on any person
  4. About how many hours per year does the average member of this committee spend on activities
  5. Is it possible to categorize the count of cases which this committee has taken? Like 25% legal/ criminal threats, 25% sexual harassment, 25% violence, 25% financial fraud? What is happening here?

Thanks for anything you can do to share a social / organizational framework to put this committee into context with other comparable enforcement options.

Thanks for the inquiry.
  • For questions 1 & 2, I'll refer you to the reports page to see aggregated data about the CRC's work.
  • In regards to question 3, the CRC does not have the capacity to impose a penalty or sanction. The CRC is not an enforcement committee, it provides oversight to actions made by Trust & Safety and can only provide recommendations to T&S. It has no involvement with community sanctions.
  • As to #4, this is highly variable. Maybe 20-30 hours in total over the course of the year?
  • I am not able to provide aggregate data on the types of cases that the CRC has reviewed. However, you can read over the framework of what kind of cases it is eligible to review in the Handbook. This might help answer your question #5.
