We are reconsidering how accounts are activated on the Foundation's wiki in the future, though, so I'll get back to you if the policy changes.   • Joe Sutherland (WMF), since I only want to log in in order to be able to watchlist pages containing board resolutions, would it be possible to create the account and immediately apply a user-requested indef block?
