Yes @EPIC: this user seemed to have stopped today, however they have edited globally using accounts or different IP addresses since at least 2022.
Also, they seem to keep repeating the same pattern of vandalism:

Hello - unfortunately we can't lock this account in the current state, looking at the CA I also agree that the history is a bit worrying, and there are indeed blocks elsewhere, however, they are still actively editing several wikis (including Commons where they have almost 150,000 edits) with no local block. If there is socking or if they were blocked on Commons I would probably also consider a lock, and with the implementation of global account blocks I think this could be a very good case for that once we establish clear guidelines on when to use them, since local communities (including Commons) can choose to exempt them locally, but for now, I am closing this request as Not done.
