Global blocks don't affect Meta-Wiki, so if your IP address or account is blocked, you can still appeal here. IP addresses or accounts that cause disruption on Meta should be reported at Meta:Requests for help from a sysop or bureaucrat instead of here so that they can be blocked locally. Please describe the kind of cross wiki abusive activity you see from the IP or account. Saying an IP or account is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. I do see some linkspam but I don't think global block is the best solution here, especially since these IPs are dynamic and haven't edited for a while now. What would be better would probably be to request this domain to be added to the spam blacklist. EPIC (talk) 16:52, 2 April 2024 (UTC)

It seems like the case wasn't too clear judging by the spam blacklist talk page, but like mentioned, since these IPs are dynamic global blocks won't do much here, so marking as not done for now. EPIC (talk) 20:51, 2 April 2024 (UTC)

IPQS is sadly quite weak when it comes to proxy checking, and other proxycheckers seem to give negative here, including Spur as well. EPIC (talk) 19:37, 2 April 2024 (UTC)

Yep, you have a point but with such an old account I think it is long forgotten and don't really think it will be used in the near future, especially since they instead have created many new accounts since then and they usually don't stay on their accounts for very long either (and I'm not sure they regularly check this page either). Long-term abuse. User has been globally locked before, but unlocked with one-account restriction. But it is obvious that he did not follow it. Being indefinitely blocked on 3 wikis, undisclosed paid edits, continuing legal threats warrants a re-lock. You might want to read this discussion. --Nemoralis (talk) 18:41, 1 April 2024 (UTC)

This page is mostly meant for locks in clear cut cases, and this feels like a more complicated/controversial case. So, honestly, I think a discussion about this should rather be held at SN, just like last time, which is more appropriate for this specific case. EPIC (talk) 12:30, 2 April 2024 (UTC)

Doesn't really look like HoY - at least hard to say it is HoY when the editing patterns don't match and the username isn't something related to church or Italy. Looking at deleted edits on eswiki it just looked like someone using their userpage as a draft to write about their company. It was of course not a very appropriate use of the userpage, but there was no linkspam or anything and they haven't went cross-wiki either. I'm not sure about this one. The edits on skwiki don't give me the feeling that they are an unconstructive user - just that their username isn't appropriate, and the block on enwiki is a soft block. No need to apologize, but is this an LTA who does such thing? I know some do (such as ACV) but it's hard to say whether this user also follows that same pattern since there's been nothing from there since six months. EPIC (talk) 02:15, 3 April 2024 (UTC)

I don't really think so, but they usually engage in cross-wiki vandalism that would get them globally locked anyway. I requested this as a preemptive measure to make sure that they wouldn't do such things. TheWikiCyclone (talk) 02:31, 3 April 2024 (UTC)
