*While the user seems somewhat active crosswiki in tagging pages for deletion (virtually all images tho), I was unable to find any significant countervandalism or anti-spam activity that would be aided by this tool. Simply there are no reverts on luxo at all. I would advise the user to use tools such as TWINKLE and hang out in #cvn-sw or join the SWMT before requesting this flag. Also, it is of some concern the expression "on wikis that cannot self-govern". While I doubt it is the candidate's intention to mean so, it is open to various intepretations.
