This page hosts requests for global permissions. To make a request, read the relevant policy (global rollback , global sysop , global rename , …) and make a request below. Explain why membership is needed for that group, and detail prior experience or qualifications.

This is not a vote and any active Wikimedia editor may participate in the discussion.

Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

I'm sorry for the confusion. I cannot create local accounts in other wikimedia projects such as the Chinese wikiquote (“Auto-creation of a local account failed”) due to a global ban on the IP addresses of the proxies I'm using. Zophas (talk) 12:07, 1 June 2025 (UTC)[reply]

Global IP block exempt for YzmLiyuu

Hello, my Username is YzmLiyuu. I am a logged-in user from mainland China, mainly contributing to the Japanese and Chinese Wikipedias.

Due to internet censorship in mainland China (Great Firewall), I am unable to access Wikimedia projects directly. In order to edit Wikipedia, I have to use proxies or VPN services. I have already been granted IP block exemption (IPBE) on Chinese Wikipedia, and I always edit in good faith.

However, after editing Japanese Wikipedia for a short time, I was globally blocked due to my IP address being within the range 2605:52C0:2::/48, which was blocked by EPIC on 2024-06-17 for "Open proxy/Webhost".

I do not abuse proxies, and I only use them as a necessary tool to access Wikipedia due to regional restrictions. Unfortunately, this global block also prevents me from editing my own user talk page in Japanese Wikipedia , making it impossible to request locally.

Therefore, I would like to kindly request the Global IP Block Exemption (GIPBE) flag for my account so I can continue contributing constructively to Wikimedia projects under my registered account.

Global IP block exempt for Agregeesoutienscolaire

I ask on behalf of Agregeesoutienscolaire, for she can't ask for herself, being blocked because she uses a VPN. I'm a sysop and bureaucrat on fr.wp, met her at the wikicamp 2025, and she told me of her problem. The user has a history of completely normal edits on fr.wp, she's not a vandal and wishes for the IP exemption (I got her one on fr.wp, but she'd like to try to edit wikidata). Xaosflux She did try (I was there and saw the software on the computer say the VPN was not active), but it proved not enough. She's not sure why it didn't work. She's not technologically inclined, and it was my understanding that her configuration was not entirely her choice, but a requirement of her employer. She's been using a smartphone meanwhile to contribute. It does work (all her edits since April 2024 have been done on mobile, there), but it's mightily inconvenient, and does prevent her from doing more than correct a few typos, when she's been wanting to invest more time in the projects (as a proof, she did come to the wikicamp organised by Wikimedia France this year, from abroad, to better understand not only Wikipedia but the other projects, too). Once a device is blocked, it will remain blocked for 24 hours. If they turn off VPN, they may be able to speed this by clearing cookies. If they are using someone else's computer, they should check with their device administrator for assistance. Global IP block exempt for Chanson taku

Hi, I am an active user on the Chinese Wikipedia living in Mainland China. Due to the Great Firewall, direct access to Wikimedia projects is blocked, and I must use VPN/proxy connections, which often triggers IP blocks or open proxy blocks. I request a global IP block exemption so I can continue editing and connecting my articles to Wikidata. My contributions mainly focus on creating and improving Chinese Wikipedia articles related to Hong Kong and Chinese culture. Global IP block exempt for Minilammas

Hello, I am Minilammas, an editor from Finland. My home wiki is the Finnish Wikipedia, where I am a sysop [1], but I also edit on Wikidata, Commons, and the English Wikipedia pretty often. I use a VPN to enhance my privacy online, and I am IP block exempted on Wikidata, Commons and the English Wikipedia. I figured it would be easier from now on to only have the global IP block exemption flag, so I wouldn't have to reapply for the IP block exemption on three separates wikis in the future (the IP block exemption flag is temporary on all three, lasting from 6 months to 2 years per granting). On Meta I am not IP block exempted, and I've had to turn my VPN off every time I edit here (I mainly translate stuff from English to Finnish on Meta), and I had to turn it off to leave this request, and this would remove the need to disable my VPN to edit on Meta too. I'm not hearing that you have an exceptional reason for needing a global exemption, merely that you don't want to follow the standard no open proxies policy? Finland is not known to be a nation that has a national ban on accessing our projects. A solution you could use is to whitelist our domains from your proxy, allowing you to continue to use it by default. I use a VPN because I don't want websites to know where I live just because I visited the website. And as far as I know, my VPN doesn't allow whitelisting of single websites. Either the VPN is on or off, for all websites. Another example of a user from Finland who has global IP exemption due to VPN usage is User:Raid5. --Minilammas (talk) 18:10, 9 July 2025 (UTC)[reply]
