This is not a vote and any active Wikimedia editor may participate in the discussion.
Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

Hello! I would like to request global rollback rights in order to assist more effectively with combating cross-wiki vandalism and spam.
I have been an active contributor on Wikipedia since 2015 and have long-standing experience in anti-vandalism work. I regularly use SWViewer for cross-wiki monitoring (some of my actions there only appear under my former username Icodense99). While my main activity is on the German Wikipedia, I have also been active globally for a longer time and would like to contribute more efficiently in this area. In particular, being able to view temporary account IPs would often be very helpful in my work.
I am a current member of the German ArbCom and take policy compliance and responsible tool usage very seriously. I have read and understood the global rollback policy and the local policies regarding global rollback rights, and I also have WP:2FA enabled.

Support Most of your cross-wiki activity has been limited to two periods, March 2024 and January 2026, while your anti vandalism work over the years has been mostly focused on your home wiki dewiki. Weak support Edit matrix is not low, but also not high. I checked about 50 wikis and found:
- Most living edits are typo fixes rather than spam removals or reverts.
- The most noticeable anti-spam edit surge is related to the Henryk Jan Dominiak case.
- Occasional vandalism reverts are good.
- One revert on hrwiki that is not to an obvious vandalism edit. The reverted user went on to make the same edit several times, all reverted by multiple sockpuppets. Eventually, an admin edited the article to a state that appears in agreement with that user.

I often using VPN during my travels and while using a public internet hotspots. I have been affected by global IP bans in the past when trying to edit projects on bn.wiki, wikidata, commons, or using swviewer to work against vandalism. I would like to request Global CAPTCHA exemption, given the number of times I've run into issues with CAPTCHA filters and edit filters slowing or even entirely blocking my attempts to reverse vandalism on multiple Wikimedia projects. The edit filter blocks are worse in that regard, but I'm not sure what can be done about that. I think that Global CAPTCHA exemption would make my antivandalism work significantly easier (at least, without the use of Global Rollback), as I currently run into this issue rather often when reverting vandalism on sites like the Italian, French, and Chinese Wikipedias, which prevents Twinkle from working when this happens and forces me to spend significantly more time doing a manual revert. These issues currently make cross-wiki antivandalism work a lot more of a pain than I think it should be on projects where I currently don't have Rollback, especially on foreign language wikis. Obviously, I'm not a spammer, and I'm experienced with writing content and dealing with vandalism, so this shouldn't be an issue. I would appreciate being granted this permission. Thanks. Support. This global group is intentionally light-weight, and I fail to see the harm that some say giving this out widely would bring. CAPTCHA exemptions even says an acceptable rationale for granting is that it is clear someone isn't a spambot. I think LightandDark2000 meets that. As for the CAPTCHAs, I have to clear those manually on multiple Wikimedia project right now if I want to do anything involving the adding (or re-adding) of links that were deleted by vandals, which is extremely aggravating. I don't have a specific example, but let's say that a vandal deletes a paragraph of information from the article of Luis Arce or the Louvre Museum on French Wikipedia; in order just to reverse the vandalism, I would have to do a manual revert and fill out a CAPTCHA. I would like to request abuse filter helper rights. I have several reasons for this request:
- I have been involved in developing the AbuseFilter extension on Phabricator and Gerrit to improve user experience (e.g. 1, 2, 3, 4). Many tasks on Phabricator contain links to local private filters, and there have been cases where I had the time to submit a patch but refrained because I couldn't see those filters to pinpoint the reported issue. With these rights, I would be able to address more tasks and continue improving AbuseFilter functionality.
- As a jawiki sysop/CU (and also as one of the few active filter maintainers on the project), I often track vandals across projects when they move between wikis, both when they come to jawiki and when jawiki LTAs go to other projects. Abuse filter helper rights would facilitate this work and also allow me to improve local filters to prevent further abuse.
- Jawiki has currently opted out of global filters (Special:Diff/24974777). This has never been reconsidered since the initial opt-out, largely because no active jawiki filter maintainers have (full) access to global filters. I would like to work on this and am happy to discuss it with the local community as needed.

What I meant is that right now only a very small number of people from jawiki can actually see how global filters work in detail. Comment: Looking at the discussion that resulted in the opt-out, it happened because there was one opposer (Loasa) who argued that for global filters, for a project that would not receive much false positives (if at all), it would likely be the opposite effect at Japanese Wikipedia (some if not many), and that asking a Meta administrator to exclude jawiki from a global filter wasn't feasible. Support I support regardless of whether jawiki as a community opts into global filters. We should frankly evaluate the candidate here, rather than their community. And on that front, the candidate is trustworthy and has a valid use-case. I see plenty of reasons they should be granted this group, and no reasons that they would cause harm with it.
