Steward requests/Global permissions
This is not a vote and any active Wikimedia editor may participate in the discussion.
Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

Hello, I am SCP-2000, current global rollbacker and zhwiki sysop. The reason I need the global rename permission is that when I handle unblock requests on zhwiki, I frequently need to deal with username change requests. I believe obtaining this permission can help me to handle the unblock request smoothly. If I am become the Global renamer, I will also help to handle the rename request where the new username is written in Chinese / Cantonese. - @Der-Wir-Ing Some of account were blocked due to their promotional username, and they would send the unblock request to our private mailing list. In their request, they would mention that they want to change to a new username. However, since I don't have global renaming permission, I can't handle their request by myself. Thank you. Hello, my name is V0lkanic and I'd like to ask the community to grant me the global renamer right. I have been an admin on Czech Wikipedia since late 2024 (previously being an arbcom member between 2024 and 2025), in the past I also used to work on Slovak Wikipedia, where I am a patroller and rollbacker. Recently I also once again joined the VRT team for info-cs queue, previously being a member between 2023 and 2024. I am applying for this right solely for the purpose of being able to process the requests sent on the Czech noticeboard (and just in case also the Slovak one as well) for username changes. I have already cooperated on this with steward and renamer Martin Urbanec informing him about new requests being added to the noticeboard since around late 2025. Besides Czech and Slovak, I am also mostly fluent in English and can partly speak German, but as stated, I would only like to handle the requests submitted in Czech (and Slovak) language. I would like to obtain the Global Renamer right to help process username change requests across Wikimedia projects. I am an experienced contributor on the French Wikipedia, where I serve as an Interface Administrator, Abuse Filter Manager, and VRT member. These roles require trust, discretion, and familiarity with advanced tools. I am a contributor from Hong Kong, primarily contributing photographs and media content to Wikimedia Commons. I also participate in Chinese Wikipedia and occasionally make image-related improvements and maintenance edits across other Wikimedia projects, including Meta-Wiki and Wikimedia Commons.
I regularly travel between Hong Kong and mainland China for photography and documentation purposes. During my stays in mainland China, access to Wikimedia projects may require the use of VPN services or other network configurations. As a result, I may be affected by global IP blocks or proxy restrictions that prevent me from editing, uploading files, or maintaining existing contributions.
I am requesting Global IP Block Exemption so that I can continue contributing photographs, uploading media files, and performing image-related maintenance work across Wikimedia projects while travelling.
I understand Wikimedia policies and will use this permission only for constructive contributions and legitimate editing activities.

I am an active contributor on Wikimedia projects. Because I travel between different countries and also use VPNs, shared networks, and the Tor Browser as my default browser, I am often affected by global IP blocks. These blocks prevent me from editing or continuing my contributions, even though my edits are constructive and policy-compliant.
I previously received a local IP block exemption on Wikidata, but since I also contribute on English Wikipedia and Sinhala projects, I am now requesting a Global IP block exemption. This would allow me to continue contributing productively across all Wikimedia projects without interruption, regardless of whether I am traveling or using VPN/Tor connections.
I fully understand and agree to follow all Wikimedia policies and guidelines, and I will use this right responsibly only for constructive and legitimate editing purposes.

I am a long-time contributor to Chinese Wikipedia (User:Heer Rayy, 800+ edits since 2026) and active across multiple Wikimedia projects, including Meta-Wiki and the English Wikipedia.
I am currently based in China, where direct access to Wikimedia projects is restricted by the Great Firewall. As a result, I regularly need to use VPN services or other network configurations to contribute. These connections are often subject to global IP blocks or proxy restrictions, which prevent me from editing, reviewing drafts, or maintaining existing contributions across wikis.
I am requesting Global IP Block Exemption so that I can continue making constructive contributions to Wikimedia projects — particularly translation work between zhwiki and enwiki, and technical maintenance on Meta — without being affected by IP-based restrictions.

I am a bureaucrat in Malayalam Wikipedia, Project coordinator at Wikimedians of Kerala User Group. I am using a TOTP and Yubikey to login. I am a long-time contributor to Malayalam Wikipeida, Wikimedia Commons, Wikidata and other projects.
I am currently based in India. I am contributing from various mobile networks which has dynamic IP ranges. Some time I got blocked from editing in some wikis due to IP blocks.

- Are these blocks that seem inappropriate? The fix for bad blocks should be to adjust or remove the block, not bypass the block. — xaosflux Talk 18:07, 15 June 2026 (UTC)
- Due to some of the IP blocks I cannot edit English Wikipedia, Wikimedia commons sometimes. So if I am exempted then I can edit even the IP is blocked. Usually these blocks are on an IP range not single one. Ranjithsiji (talk) 18:28, 15 June 2026 (UTC)

- The situations I faced was when I logged into English Wikipedia then the page says you cannot edit because the IP is blocked. In most of the time the range is blocked. So even I disconnect my internet and connect again then IP range is not changing and I cannot edit. This not due to my bad behaviour. Sometime I am assigned to another IP range and suddenly everything is fine. I am not editing from open proxies or VPN services It is a mobile internet with dynamic address allocation. Still these blocks affect me. When I am editing from my home network everything is fine. So sometimes I stop editing due to this problem. Ranjithsiji (talk) 18:40, 15 June 2026 (UTC)

Done I've added a temporary exemption for you. You seem to be missing my point above, if you are finding blocks that shouldn't be in place they best way to help everyone is to ask to have the blocks reviewed. — xaosflux Talk 18:47, 15 June 2026 (UTC)
- I got that. But to apply for a review: First I need to get an unblocked IP, that is not happening most of the time. Second I don't know somebody from that IP range still doing bad things to wiki (This is dynamic mobile internet ranges). Thank you for adding me into exemption.
