A committee member provided the following comment:

The project was approved. Settings, logo are still needed for https://phabricator.wikimedia.org/T96468
  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. Proposal[edit]

  • 3,630,000 speakers in India along (2001).
  • Has a huge diaspora.
  • Rich cultural heritage.
  • Spoken in Goa and in the neighbouring states on the western coast of India (also known as the Konkan belt) – some pockets in Maharashtra, Karnataka and Kerala.
  • Though Konkani Wikipedia was initiated in 2006 and has been in incubation for long time, it was only recently that there is a good amount of activity on wiki and a budding community of editors, of which I am proud to be one. It is due the concerted efforts by CIS-A2K, which partnered major institutions like Goa University, Nirmala Institute of Education, Dalgado Konkani Academy, etc. We are now proud to have a community of more than 20 editors. Various efforts are being put by the community to strengthen the existing lot and to expand the base of new editors on Konkani Wikipedia. Making the Konkani Wikipedia live will be a major boost for the growth of Konkani Wikipedia.
  • This request to make Konkani Wikipedia in Devanagari script live also comes with a request for the Language Committee to consider incubating separate Konkani Wikipedia projects in Romi (i.e. Latin script) and Kannada scripts. This will ensure that the rich diversity of Konkani language and the knowledge in all these three major scripts will flourish along with the associated communities.

Arguments in Support[edit]

Support Some arguments in support of making Konkani Wikipedia in Devanagari script live.

  • CIS-A2K has built 3 major institutional partnerships and the community is now slowly but steadily working along with CIS-A2K in nurturing these partnerships and thus paving way for sustainable growth of the community and development of the project.
  • The community has taken the initiative of organizing outreach events by themselves and a live project will help.
  • The community has also started consultation process and they have nominated people to attend and learn from other Wikimedia community events like Wikipedia Train the Trainer; Telugu Wiki 10; and India Community Consultation.
  • Readily available encyclopedic corpus in the form of Konkani Viswakosh to catalyze the qualitative and quantitative growth of Konkani Wikipedia.
  • There are many thematic project ideas the community is discussing during meet-ups.
  • Last but not least, the budding Konkani community is consistent with their contribution on Wikipedia, in spite of their busy course schedules, they come back to Wikipedia whenever possible. This shows tremendous drive that they have for Konkani Wikipedia. Making the Konkani Wikipedia live will only significantly boost this.

Support I wholeheartedly support the openning of a Konkani Wikipedia. The Konkani is a rich and beautiful language. It would be very nice if this project would be granted in the near future. Support I am a native speaker of Konkani language , in which the evidences of written literatures are available since 1100AD. It is one of the ancient languages. Presently it is spoken by more than 4 lakhs people of India (Mainly in goa, Karnataka(manglore)& kerala) and Hence konkani Language must be given the opportunity to have its own wikipedia. so I support. Support I support of making Konkani Wikipedia in Devanagari script livefor various reasons.

  • Konkani is recognised as the literary language by Sahitya Academy (an organisation dedicated to the promotion of literature in the languages of India)in the year 1975.
  • Konkani is included in the Eighth Schedule of Indian Constitution on 20th August 1992.
  • Konkani has been made official language on 4th february 1987.

Weak Support I would support the creation of this project based on the languages long literary history, number of speakers, and its official recognition in India. However I will say that the project still has a lot of work to be done, though it already has 638 articles, I couldn't help but notice that some of the articles are written in Latin script, while others are written in the Devanagari script, and a few of the pages are partly still in English, possibly from bot translation. The project needs quite a bit of cleaning up, but there is hope for the project, I believe this could become a Wikipedia in time, based on the stats it already has a substantial community of editors, it just needs to be a bit more organized first. Support I am a Goan who's native language is Konkani. There is alot of essential information on goa which if made available in Konkani certain terms will be best understood which other languages might not be able to do it. and a request also to put romi and kannada script Konkani in incubator as certain Konkani speakers use roman an kannada script. Support The Devanagari scripted Konkani Wikipedia would be a great platform for having a major chunk of knowledge that the natives of west coast of India possess.   • This request currently doesn't respect the Language proposal policy because there is no MediaWiki locale for the proposed language.
    • Please translate more at translatewiki:Portal:gom so that the locale can be created.
    • I would also be curious to know why you asked about Devanagari script, when Ethnologue mentions Kannada and no Devanagari: https://www.ethnologue.com/language/gom ; if Ethnologue is wrong, please confirm you've reported the error to them.
    • Finally, why ask a separate Wikipedia for gom-latn? Would a language converter suffice, as on the Serbian Wikipedia between Cyrillic and Latin? --Nemo 08:55, 21 March 2015 (UTC)
Nemo, The community was working on Devanagari script with gom-deva as primary language for the request. See translations. Other scripts are not requested at this point of time and may be added later. So it is a request for a wiki with primary and one content language code as gom-deva. Since the devangari is being promoted as primary script, there is a discussion whether the gom can fallback to gom-deva and have domain as gom.wikipedia.org. Please can we import the the Latin script articles too? As far as I can see, the LangCom approval doesn't say anything about being only for Devanagari. The localisations for gom-latn are 100% for 'MediaWiki (most important messages)' and 18% for 'MediaWiki (core)'.The Discoverer (talk) 04:17, 19 June 2015 (UTC)
It's great that the localization are ready. But those are only one criterion for leaving the Incubator. Another is evidence of sustained editing activity by a core group. Such evidence is available for Devanagari Konkani; can you demonstrate this for Latin Konkani as well? Asaf (WMF) (talk) 05:38, 19 June 2015 (UTC)
How can we measure that, Asaf? The category [1] shows 1023 Devanagari pages, while a search for 'ani', which means 'and' in Konkani shows up 729 pages. Not a big difference, imho. It would be really unfair to contributors in the Latin script if their articles are excluded without good reason. Request to the community and to LangCom to include the Latin script articles[edit]

I realised later that the proposal had been for a Devanagari Wikipedia, and LangCom had therefore approved a Devanagari Wikipedia. I'm sorry that I saw this proposal after it had been approved and I'm bringing this up at such a late stage. However, most of the arguments put forward in support of Devanagari Konkani also hold true for the en:Konkani in the Latin script:

  • Heritage: The Latin script has been used for Konkani since the 16th century and the earliest Konkani literature existing today is in the Latin script.
  • Institutional support: 'The first and foremost objective of the en:Dalgado Konknni Akademi is to promote Konkani language in Roman script'
  • Community activity: Events organised by CIS-A2K
  • Editing community: Several editors like Konknni mogi 24, Rosario Fernandes, Ryan mascarenhas, Pratapnaiksj, Melissa Simoes, Lindon Sequeira, Marylyn, and Durrel, among others have actively edited Latin script articles in the past few months.
  • Localisation:The localisations for gom-latn are 100% for 'MediaWiki (most important messages)' and 18% for 'MediaWiki (core)'.
  • Script converter: I think Konkani Wikipedia should have a Devanagari-Latin script converter. The orthographies exist for all three scripts (Devanagari, Latin and Kannada), so I don't think building a script converter will be difficult. I am interested to work on this. But the Latin script articles are mostly of different topics than the Devanagari script ones, so we will miss these if and when we have a script converter.
  • Related discussion: This is an old, but related discussion.

Mjbmr, I think there are two problems with using Konkanverter: first, we will lose the edit history, and second, there are over 700 Latin script articles.

As per https://lists.wikimedia.org/pipermail/langcom/2015-March/000173.html, language committee and board has no objections on proceeding with creating wikipedia.
