This page hosts requests for global permissions. To make a request, read the relevant policy (global rollback , global sysop , global rename , …) and make a request below. Explain why membership is needed for that group, and detail prior experience or qualifications.

This is not a vote and any active Wikimedia editor may participate in the discussion.

Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

The request will be approved if there is demonstrated need for the permission, such as bypassing a global block from someone who is not the intended target.

Global IP block exempt for Pattonwang

I am in P.R.China right now, because of the political reasons, most of the wiki projects (including zh wp, ja wp, zh-yue wp, wuu wp, ug wp, zh wikinews etc.) are blocked in this country. I have to ask for a global IP block exemption in order to edit those blocked wiki projects, thanks, --Pattonwang (talk) 16:46, 1 April 2019 (UTC)[reply]

Just to clarity "most of the wiki projects are blocked" is not true. To be more exact, only those Chinese related projects are blocked in China. So this user can access to Meta-wiki without proxies and request for global IP block exemption. (Answer to "Currently you are not prevented from editing?" ) He has been granted IP block exemption on zhwp locally but also wants to edit other Chinese related projects. Considering that those Chinese projects hardly block proxies locally unless they vandalize and this user may be only prevented by global blocks, a global IP block exemption may be helpful. --94rain Talk 15:09, 7 April 2019 (UTC)[reply]
@94rain:. They aren't censored by GFW mostly but they will be blocked as using proxies (people tend to be lazy to switch). Meta isn't blocked for most proxies, so they can edit here. Hence they are still blocked. In general although I know this isn't a permission needing voting, having such a low edit count and without demonstrated crosswiki work I'm against granting such rights. The user can just use their proxy to edit zhwp and then switch to normal editing for the rest. We have users in zhwp having GIPBE after only few edits and then start socking. Hence, I would be very concerned by such requests.--Cohaf (talk) 06:53, 9 April 2019 (UTC)[reply]
Considering that this editor only made few edits, neither am I inclined to support this request. I suggest the editor make some more contributions to zhwp and request again after a few months. If the editor really want to edit on a specific project, please request for a local exemption or find other ways to access to those projects instead of using open proxies (For example: zh:Help_talk:如何访问维基百科#使用Nginx本地反代无需代理服务器直连维基百科). --94rain Talk 07:26, 9 April 2019 (UTC)[reply]

Global IP block exempt for QEDK

I have a local IPBE at enwiki in place due to my work environment (which mandates the use of a VPN). I'm a Space leader at the Wikimania wiki (and I edit Meta/Commons), which is affected by the global rangeblock in place. If possible, I'd like a global IPBE from now till after a while Wikimania 2019 gets over (2 months post the end, which would be October).
