Chronic and repetitive instances of death-threatening, harassing and creepy usernames creation cross-wiki, coupled with years-long off & on wiki harassment spanning Telekom Srbija IP addresses and multiple accounts.

All the information can be verified as Velimir Ivanovic (talk contribs deleted contribs logs block user block log CentralAuth AllContribs checkuser investigate) is a globally locked account from 2012. His confirmed additional account is Kolega2357 (talk contribs deleted contribs logs block user block log CentralAuth AllContribs checkuser investigate). He wasn't making edits from the account Kolega2357 intentionally to avoid checkuser retention of six months. The terms, names and usernames mentioned on this list represent the words of choice, vocabulary used only by him. СЛАВОЉУБ ТОМАНИЋ ПРЕДСЕДНИК УСТАШКОГ ПОКРЕТА (talk contribs deleted contribs logs block user block log CentralAuth AllContribs checkuser investigate) is globally locked, too. He very often pings other users by bizarre insults cross-wiki via his Telekom Srbija IP addresses by the words of choice, vocabulary used only by him (which is confirmed by the checkuser analysis). One such instance of account creation Koljem po Vikipediji (talk contribs deleted contribs logs block user block log CentralAuth AllContribs checkuser investigate) translates as follows: "I slaughter Wikipedia editors", which represents an evident violation of the Terms of Service. Other such comments in user cration logs as well as edits by his IPs, insults and threats to numerous Wikipedia editors, are obviously linked to his unique modus operandi. The editor has a long history of harassing people cross-wiki, by his insults pointed towards multiple contributors. Words such as ljigavac and others. All of this is verified. Additionally, was banned indefinitely from attending WikiLive meetings for violating Safe Space policy for harassing a member. It is a blatant and evident.     Primarily, because this person has violated the Terms of Use and Privacy policy (4. Refraining from Certain Activities - Harassing and Abusing Others; Violating the Privacy of Others; Engaging in False Statements, Impersonation, or Fraud; Misusing Our Services for Other Illegal Purposes (threats of death and/or harm); 8. DMCA Compliance - posting links to copyrighted material on sr.wiki and other projects.

      • Support Support I've gone back through some notes and old emails and I think that Velimir Ivanovic = Kolega2357 is a reasonable conclusion. User:Snowolf/Velimir Ivanovic has some background information that is a bit dated. There was also this block by WMF for making 20 million edits (!) on shwiki (clearly a violation of ToU), also [1]. What is also concerning is that this user has done manipulation in all the rights requests in the above page, as well as still having admin rights on test.wikidata.org. Also phab:T63380.         For clarification, though this is mentioned in the linked message, the ToU violation is not the number of edits per se but their content, which was exclusively whitespace changes. ~~~~

A block or ban works best as a clear message from the community that a red line has been crossed, but this individual is without a doubt already very much aware of that.   • Support Support This person has been a real hassle on the Serbo-Croatian Wikipedia (SH) for a very long time. I've conversed with an admin there who has been on the project for much longer than me, and it seems that Kolega2357 indeed is Velimir Ivanovic. Kolega2357 has an early record of "serious privacy violations, attempts to hack accounts, reveal identities, questionable and disturbing emails" - a ban can be established on this fact alone. Kolega2357 has later, however, done a lot of constructive edits on SH Wikipedia and was granted the interface admin role 2 months before he went inactive in October 2019 (he could abuse these powers if he wanted to harm the SH project). I don't know what's his story with SR Wikipedia (where he has actually been banned), but these vulgar accounts have been attacking Sadko, an editor who's most active on SR Wikipedia, on SH Wikipedia for whatever reason.     Indeed the global ban procedure fully affects a user, not just specific accounts of them. There are certainly hundreds of other accounts with similarly abusive usernames created by this person, most of them locked and some of also hidden by the stewards. ~~~~

  • Strong support Strong support — Long-time lock evasion, on-wiki and off-wiki harassment, stalking and sending threatening messages are types of behavior that cannot be tolerated. As a blocking administrator on sr.WP, I’d like to mention that the account Kolega2357 is a sockpuppet of glocked Velimir Ivanovic. Velimir Ivanovic was initially indefblocked on sr.WP for harassment and maltreatment, and later on en.WP for email harassment. He’s well known for his sockpuppetry. Hr.WP has a list of his first sock puppets. Account Oliver Nedeljkovic, one of his socks, was also glocked in 2012. The connection between Kolega2357 and Velimir Ivanovic was even officially confirmed in the CU investigation on Meta. Interestingly, Kolega2357 was already blocked for ToU violations in 2016. Also, Wikimedia Serbia banned him from attending Wikipedian meetings for violating the Friendly space policy in February 2020. Death threats were the peak of his obstruction, but Kolega2357 continued his activities by disrupting the Wikimedia-related Discord servers. Steward note

I initially, wrongly, closed this RfC as a successful global ban. Though Liuxinyu970226 left talk pages for Velimir Ivanovic on the wikis they actively edited, local project public venues were not properly notified. Per the gban policy we are required to inform every wiki where the user has edited; considering the mass automatic edits that this user made, doing so would require leaving messages on the majority of Wikimedia projects (that's hundreds of wikis manually) and would take an inordinate amount of volunteer time. I will do so now for the wikis where the user was an active editor for a period of time, which is the top 11 edited wikis by the Kolega2357 account, including all wikis where the user has made more than 5,000 edits.
