WMF Introduction and Outreach

Hello! My name is Ricky Gaines and I'm the Senior Human Rights Advocacy Manager on the Wikimedia Foundation's Global Advocacy team. I am also a co-leader of our LGBTQ+ employee resource group and relatively new to the movement. I'm working on a piece about the wave of legislation being considered in many US states that effectively ban discussing LGBTQ+ topics in schools, like the "Don't Say Gay" bill in Florida, and how these kinds of bills are harmful to children AND Wikimedia's vision of "a world in which every single person can freely share and participate in the sum of all knowledge." I'd love to discuss this work with any of the Representatives of this user group. Are any of you available for a call this week or next for me to introduce myself and talk to you about this piece?

Create a noticeboard of anti-LGBT+ activity?

Contributors to this project have hesitated to publicly report anti-LGBT+ sentiment for many reasons, including that a log may encourage additional misconduct, make targets of harassment more vulnerable, and otherwise cause problems when the intent is to correct them. Lately this organization is developing its structure and the Wikimedia Foundation is offering money to groups like this one to build out infrastructure. Maybe it is time to make a public place to log things.

Here is case: there is some ant species which some researchers named with LGBT+ theming, and it appears that a single-purpose protest account tried to delete the record of this. Here are details:

Taken alone this may seem like typical Wikipedia editing, but the LGBT+ community here sees deleting of LGBT content often enough to recognize this sort of edit as being part of a global pattern of LGBT+ discrimination. By posting this I am not accusing anyone of ill intent, but rather, I want to develop ways for the LGBT+ wiki community to log problems so that we can better advocate for ourselves.

I am not sure where such reports should be. This talk page is probably not the place, but maybe something like Wikimedia LGBT+/noticeboard? Comments welcome here, and I will talk with others. Blue Rasberry (talk) 22:08, 8 January 2022 (UTC)

  • I support a basic noticeboard, it’s straightforward and easy for anyone to use. But I also feel like there needs to be some kind of anonymity protection for reporters of anti-LGBT content, like having their names removed from public view in the “contributions” section by default.     • I think two major concerns should be removing anti-LGBT+ content on projects in languages you are not proficient in and removing content on projects where the administration is not just not dealing with but actually contributing to the problem. Dronebogus (talk) 22:52, 8 January 2022 (UTC)
A noticeboard specifically for reporting anti-LGBT+ activity would create it's own problems, namely being it's potential for misuse. It would likely be a starting point for many heated discussions and, depending on circumstances, opening up a discussion about a given user could even be construed as a personal attack (i.e., accusing a user of homophobic actions that may not have happened). Not to mention the possibility for harassment related to participation on this proposed noticeboard. RfCs, however, are a good way to make individual situations known while keeping discussion neutral, as the RfC venue has no inherent connotations attached to it, unlike what an anti-LGBT+ noticeboard would. Though the scope of each may not be the same, as the vast majority of local content issues can be resolved locally.
In cases of individual users going to multiple projects to vandalize and add homophobic content, that can be handled like any other cross-wiki vandal, at SRG or another applicable Stewards requests' page. As for more systemic project issues, it may be worth waiting to see how UCOC enforcement develops. Vermont (talk) 00:40, 9 January 2022 (UTC)
  • Support a WMLGBT+ managed noticeboard for flagging cases that themselves could set a policy precedent, or where volunteers could ask for independent advice, away from existing admin or other noticeboards which often attract unwanted hounding and abuse, including untracable threatening private messages. A noticeboard that also gave practical advice on how to stay anonymous while discussing cases especially for those that have an account that is already outed, whistle-blowing where cases could involve existing trusted users like administrators, VTRS volunteers, checkusers, elected members of Affiliate boards etc., or how to ask in private for confidential advice would be good practice. As Dronebogus mentions, these may well be UCoC violations. Most users will have no idea what to do next if they are rejected by local administrators or by making a public complaint results in them being accused of being the harasser or having their account blocked.
It is a fiction to imagine that RfCs are 'neutral', they can only express what the majority of active users on a Wikimedia project think, so for projects like the Russian Wikipedia where a large proportion, possibly a majority, of contributors have forms of anti-LGBTQIA bias and are likely to be subject to hostile anti-LGBTQIA propaganda by their government, a public RfC on LGBTQIA related topics is not a safe or welcoming space for LGBTQIA contributors. In the context where a project has a pattern of anti-LGBTQIA hostility and users are suffering abuse or biased blocks because of allegations of being lobbyists or having conflicts of interest, using these types of public dispute resolution is bad advice. --Anstil (talk) 12:57, 8 March 2022 (UTC)

Rough listing of specific instances of concern

  • The English Wikipedia has a blacklist of troll images (mostly an endless sea of dick pics). Maybe a simple solution to bad image use might be locking some of the images so they can only be used on a universal selected topic page? Dronebogus (talk) 14:23, 19 January 2022 (UTC)
    • Does this solve the issue with the infoboxes, though?
    • Also, fairly new to this area and Wikimedia in general, so this may be a stupid question: is there any policy wrt anti-LGBT rhetoric across all Wikimedia projects? Or for any hateful or discriminatory rhetoric? Or is policy basically decided by the individual Wikipedias? While I don't think we have anything like another Croatian Wikipedia scandal on our hands in terms of ideologically-driven takeovers of Wikipedias, I do worry that some of these Wikipedias may have an "anything goes" attitude with regard to LGBT-related other issues. Obviously, these issues are culturally sensitive, and enwiki's may not be appropriate elsewhere, but is there some sort of central guideline for these issues? --AFreshStart (talk) 00:00, 24 January 2022 (UTC)
      • The UCOC states nobody should be discriminated against or subject to hateful rhetoric for, among many other things, gender identity or sexual orientation. Anti-LGBT rhetoric is also scientifically inaccurate since reliable sources describe being LGBT as normal, healthy human behavior. The reason for this proposal is that the UCOC is poorly enforced across all projects and anti-LGBT content is uniquely problematic due to it being more acceptable and “normal” in much of the world.         • Thanks for clarifying; I assumed it was something along these lines. From my understanding, the UCOC would seem to prohibit those infoboxes that specifically say a user is anti-LGBT (i.e. "This participant is an anti-homosexual"; "This user is against LGBT and considers it a human anomaly" -- clearly not giving respect to other users' sexual orientation or gender identity), but doesn't have anything to say against infoboxes opposing gay marriage, or those against the 'promotion' of homosexuality as different language wikis have their own guidelines (whether they actually follow them is their own matter)? --AFreshStart (talk) 14:22, 24 January 2022 (UTC)

Universal Code of Conduct Enforcement guidelines ratification voting is now closed

The ratification voting process for the revised enforcement guidelines of the Universal Code of Conduct (UCoC) came to a close on 21 March 2022. Over 2300 Wikimedians voted across different regions of our movement. Thank you to everyone who participated in this process! The scrutinizing group is now reviewing the vote for accuracy, so please allow up to two weeks for them to finish their work.

After reviewing vote results and accompanying comments, the Community Affairs Committee decided to launch a fresh round of community consultations. After that, the refined text of the Guidelines will be put for another vote.

The comments have shown that community members unequivocally support creating a safe and welcoming culture that stops hostile and toxic behaviour, supports victims of such actions, and encourages good-faith people to be productive on the Wikimedia projects. While the results did show that support for the UCoC Guidelines exceeded the required 50%+1 vote, the comments highlighted that further revisions would be required to have strong community support to follow through with enforcement.

Therefore the Committee instructed the Foundation to:

Conduct another round of community consultations, and put the newly-refined Guidelines for a community vote.

Write for the Rights Nigeria 2022

June globally is regarded as the month of pride where LGBTQ rights is celebrated. So due to the success of the first LGBTQ event and contest in Nigeria last year which provided an avenue where lot of queer articles was improved and the overwhelming supports; we are proposing a 2022 edition which will be inform of a contest and open to all participants to improve Nigeria LGBTQ articles to celebrate the global moth of pride in Nigeria. So a grant request for support has been published here and hence seek your supports to make this happen and further increase the awareness of Nigeria LGBTQ topics. Thanks. Wikimedia Foundation Board of Trustees election 2022 - Call for Election Volunteers

The Movement Strategy and Governance team is looking for community members to serve as election volunteers in the upcoming Board of Trustees election.

The idea of the Election Volunteer Program came up during the 2021 Wikimedia Board of Trustees Election. This program turned out to be successful. With the help of Election Volunteers we were able to increase outreach and participation in the election by 1,753 voters over 2017. Overall turnout was 10.13%, 1.1 percentage points more, and 214 wikis were represented in the election.

There were a total of 74 wikis that did not participate in 2017 that produced voters in the 2021 election. Can you help increase the participation even more?

Election volunteers will help in the following areas:

  • Translate short messages and announce the ongoing election process in community channels
  • Optional: Monitor community channels for community comments and questions

Volunteers should:

  • Maintain the friendly space policy during conversations and events
  • Present the guidelines and voting information to the community in a neutral manner

[Community call] Community Development Team: Trainings & Projects within Capacity Building

The Community Development team will be leading its second community call on May 25th, 2022 @ 15:00 UTC - 16:30 UTC on zoom.

This will be our second community call! To read the first community call please visit our  meta page. The Community Development team would like to provide the opportunity for volunteers who are interested in presenting their current work related to capacity building. The allotted time for speakers is 5-10 minutes each.

What is expected in the call?

We invite presenters to share about past/current projects/ programs or training that have taken place or are currently happening in their community.

We also invite volunteers to connect about community projects they would like to share or need. The Community Development team would like to encourage this call to be a safe space to share ideas, ask questions and get to know more Wikimedians from all parts of the movement.

Revisions to the Universal Code of Conduct (UCoC) Enforcement Guidelines

Hi all,

After the conclusion of the community vote on the guidelines in March, the Community Affairs committee (CAC) of the Board asked that several areas of the guidelines be reviewed for improvements.

Having analysed the comments of community members who participated in the vote on the Guidelines for implementing the UCoC, the CAC decided to launch another round of community consultations. Upon completion of these consultations, the community will have an opportunity to vote on the revised UCoC Implementation Guidelines.

According to the analysis, the comments highlighted three critical groups of questions:

1. On (mandatory) training in the UCoC and its Guidelines;

2. On balancing privacy protection and due process;

3. On the requirement that certain groups of users affirm they will acknowledge and adhere to the Universal Code of Conduct.

Hi all,

Community members in the 2022 Board of Trustees election are invited to propose statements to use in the Election Compass.

An Election Compass is a tool to help voters select the candidates that best align with their beliefs and views. The community members will propose statements for the candidates to answer using a Lickert scale (agree/neutral/disagree). The candidates’ answers to the statements will be loaded into the Election Compass tool. Voters will use the tool by entering in their answer to the statements (agree/disagree/neutral). The results will show the candidates that best align with the voter’s beliefs and views.

Here is the timeline for the Election Compass:

  • July 8 - 20: Community members propose statements for the Election Compass
  • July 21 - 22: Elections Committee reviews statements for clarity and removes off-topic statements
  • July 23 - August 1: Volunteers vote on the statements
  • August 2 - 4: Elections Committee selects the top 15 statements
  • August 5 - 12: candidates align themselves with the statements
  • August 15: The Election Compass opens for voters to use to help guide their voting decision

The Elections Committee will select the top 15 statements at the beginning of August. The Elections Committee will oversee the process, supported by the Movement Strategy and Governance team. MSG will check that the questions are clear, there are no duplicates, no typos, and so on.

WMF UCOC Update: Survey

There has been talks about the need for a global set of conduct rules in different communities over time, and finally, Wikimedia Foundation Board announced a Community Culture Statement, enacting new standards to address harassment and promote inclusivity across projects.

Since the universal code of conduct that will be a binding minimum set of standards across all Wikimedia projects, will apply to all of us, staff and volunteers alike, all around the globe, and will impact our work as groups, individuals and projects, it’s of great importance that we all participate in expressing our opinions and thoughts about UCoC, its nature, what we think it should cover or include and what it shouldn’t include; how it may develop, drawback or help our groups.

This is the time to talk about it. As you are a valuable contributor to the Wikimedia movement, your voice counts. Before starting to draft the code of conduct, we would like to hear from you; We invite you to devote some minutes to take this survey; your answers will help us create a safer environment for all on Wikimedia:

Top Employment Opportunities for LGBTQ

LGBTQ individuals face a lot of challenges and difficulties socially and professionally. Though sexual orientation is a personal matter and does not affect work, the workplace environment is still unaccepting and biased. The U.S and many other countries stated discrimination illegal in the workplace due to sexual orientation.

According to a law passed by the U.S. Congress on 15th June 2020, it is illegal for employers to victimize employees based on gender identity or sexual orientation. However, LGBTQ+ community members still struggle to find employment due to many economic and social reasons. There are several chambers of commerce created to help LGBTQ+ individuals find work. Wisconsin LGBT Chamber of Commerce has set up a [| LGBTQ job finding platform] specifically to support and encourage LGBTQ.

This is a call for candidates who would represent Wikimedia LGBT+ at the Wikimedia Summit in Berlin in 9-11 September 2022. See details on the summit at

The Wikimedia Summit is an international gathering of Wikimedia community group representatives who convene to develop the community recommendations for Wikimedia Movement strategy. In addition to discussing global strategy there is some opportunity at this event for representatives to negotiate collaborations with other Wikimedia affiliates.

Anyone who is interested in standing as a candidate should state their interest on Meta-Wiki in the Wikimedia LGBT+ talk page section seeking statements of interest. Wikimedia LGBT's deadline for nominations is Thursday 21 April 2022, and the Wikimedia Foundation itself requires registration by Sunday 24 April 2022. Discussion about the Summit is in the notes of the monthly Wikimedia LGBT+ meeting at Wikimedia LGBT/2022-04-16.

The ideal candidate has the following characteristics:

  1. Past engagement with LGBT+ themed content in Wikimedia projects
  2. Past experience with any sort of Wikimedia community organization, which is the focus of the Wikimedia Summit
  3. Past participation in Wikimedia LGBT+
  4. Makes a commitment to take and publish notes of their experience at the summit within 30 days of the summit's end

Wikimedians for Sustainable Development is a small Wikimedia community group which is also seeking representation at this event. They also are international. I am watching their selection process at Talk:Wikimedians_for_Sustainable_Development#Wikimedia_Summit_2022, because I think the situation there is comparable to here.
