Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

Dear Wikimedia Foundation Representative,
I am Mr. Alice King Tai Poon, an Internet user from the Hong Kong Special Administrative Region. Since the implementation of the National Security Law in July 2020, We are worrying that our freedom of speech in Hong Kong will be tightened or stifled. Taking the mainland as an example, every comment must be censored. In addition to whether the content we publish is offensive, the censored content also needs to see the face of the CCP. In the mainland, under the current proxying policy, mainland citizens are strictly prohibited from using VPN and secure DNS, which will have a significant impact on their privacy rights, and we believes that on or before July 1, 2047, Hong Kong may implement the Great Firewall Policy, strict network monitoring, by this time, freedom of speech will be going away. In recent years, before the release of each new film, the Hong Kong government, in addition to the film rating system, will also check whether the film does or not comply with the National Security Law. In Hong Kong, new films that do not comply with the Hong Kong National Security Law are not allowed to released.
The Wikimedia Foundation believes that the content published or modified here should have space for freedom of speech and should not be influenced by the government, and you believe that the content published here is completely independent and has absolute authority!
So I will tell you that we have to use VPN and secure DNS for the above reasons. The VPN proxy and secure DNS we use are all made by mine decision after considering and synthesizing the content over the Internet. Our VPN proxy of choice is Windscribe; our secure DNS uses Cloudflare, ControlD by Windscribe, and Mullvad. These VPNs and secure DNS have one thing in common, that is, overseas registered companies are not monitored by the Chinese government and Hong Kong SAR, and they adopt a no-log policy. You may search on Google to lookup their privacy policy. Generally speaking, if The government wants to randomly check the user's Internet records, and the user uses a VPN or a secure DNS or both, and the government department cannot find it. Only one record will be queried, that is, the domain name and IP address of the VPN and secure DNS someone selected, and will not reveal the user's real IP address and location. So as to achieve the purpose of scientific Internet access.
We invite you to apply for unblocking, so that we can freely edit Wikipedia, improve the Wikipedia database, and lead the memory of worldwide people around the world to last forever.,

- (non-steward comment) @PLATEL: As far as I know, currently Wikimedia is not blocked, which you also pointed out yourself, and you don't seem to edit ruwiki – a fairly big wiki with tens of active sysops who can also grant you local IPBE flag – very frequently (only ~200 edits so far). You were also blocked at frwiki for "Abusing multiple accounts". That being said, this request of yours is likely to be declined. NguoiDungKhongDinhDanh 18:49, 2 March 2022 (UTC)

- Russia, as well as Ukraine, hasn't blocked Wikimedia. Also, as I said, ruwiki sysops can grant you IPBE flag on request. I'm not sure about their exact way of processing requests as I can't read Russian. NguoiDungKhongDinhDanh 19:09, 2 March 2022 (UTC)

Hi,I'm Aviram7 when i tried to edit on hi wikipedia and our's talkpage for edit but I Seeing your ip blocked by revi (@meta.wikimedia.org).and he gave reason open proxy , leaky webhost.i using firewall ,wifi ,broadband to editing on wikipedia.this ip was blocked globally but affected locally current IP address is 198.16.70.27 and the blocked range is 198.16.64.0/18.then I contact to @stewards@wikimedia.org and my ip block appeal ticket no #2022030510005162.but not any responsed from an stewards groups and i send a screenshort of ip block text with logged.please grant me Globally Ip Block Exemption for unaffecting editing on wikipedia from autoblocked and globally blocked ip.
It only seems to happen when I log in through my WiFi(I am currently logged in through a mobile hotspot, and see no issues editing)
I have never edited as an IP myself(only with my account, and even then, quite rarely).

- Everyone with basic knowledge about AFs can code one. It is just that they can create/edit them or not. GAFH is a read-only access, which mean even if someone asked you to do so when you already have GAFH, there would be no differences. NguoiDungKhongDinhDanh 16:57, 5 March 2022 (UTC)

- Oppose On the Turkish Wikipedia, the filters are based on the English Wikipedia. For example, User:Vito Genovese, who had administrator, bureaucrat, oversighter, interface administrator, have requested for edit filter helper rights on the English Wikipedia. As User:Martin Urbanec has mentioned on the previous request, it does not give permission to edit any filters. Apparently, the candidate haven't cross-wiki experience.
