Please describe the kind of cross wiki abusive activity you see from the IP. Saying an IP is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. If you do not provide enough details, your request might be declined.

His focus is Thomas & Friends (various languages) and also recently vandalized en:20th century, en:Bertie the Bus‎, en:Roaring Camp & Big Trees Narrow Gauge Railroad and others. @TheSandDoctor: Playing whack-a-mole on IP addresses is not valuable unless you know that they are static to the spam, or the range can be tightened and know that it doesn't impact other users. FWIW this is not spam, this is someone in Turkey that does copy and paste vandalism. Known issue operational through a range of IP addresses, and can only reasonably be managed by each wiki.
