- Georges, the volunteer drafter for the Wikimedia Movement charter global council section speaks:

- this is a proposal open for discussion and community comment

- Movement Strategy recommendation 4 is that we should "ensure equity in decision making"

- With an intention to ensure fair representation, power balance, and promote diversity and inclusivity within the Global Council, we seek your inputs on the following:
- Should there be some imposed limits to the membership in terms of movement representation?
- Should there be a regional cap, e.g. max 3 persons from a single region? If yes, please specify the condition.
- Should there be a home project or entity cap, e.g. max 2 persons from a single wiki project or affiliate? If yes, please specify the condition.
- Should there be a specific cap for large language communities, projects, or affiliates, e.g. not more than 5 seats from between the 5 largest projects? If yes, please specify the condition.
- Should there be any other limits for Global Council membership? If yes, please specify the condition.
- question: how have the drafters considered submitted comments? My community has made comments but not received feedback or acknowledgement yet. We are a minority group. What process is there to get consensus between top and privileged groups and smaller groups who comment, but do not have access to options for follow up?
- answer from Georges: the Movement Charter has a global scope. We want to draft a document to cover all of the Movement. We do not want to say that a group fro Cameroon, for example, could be excluded. Nevertheless, what we have said is that we want entities in the Movement to be represented. The work that we have undertaken is taking into account these questions. We ask ourselves the question of how to take comments into account. How can we ensure representation of minority entities. Perhaps Ciell can continue answering.
- Ciell: we considered how big the global council should be - 10, 50, 100? The good thing about 100 people is that more people with different backgrounds could serve, but the bad thing is that larger organizations are more difficult to manage and require more time for decisions.
- comment: I am comfortable with the idea of setting minimal participation from regions and minorities, but also capping the total size. I also think that membership should have minimal activity requirements checked to join and for sustained membership. I also wish that everyone had some opportunity to contribute, just like with Wikipedia.
- comment: Hey, when will the background materials and legal assessments be shared with everyone, so we better understand what lead to what you wrote and can benefit from that work too?
- comment: there is a wish that affiliates can discuss issues among themselves and report their opinions to decision makers at the top. This process is not yet designed.
- comment: We have a lot of challenges and we do not have planned solutions. Community members may wish for the Wikimedia Foundation to support them with expert consultants.

- comment: Drafters were selective as representative sample of diverse people, so I do not understand why awaiting so much for outside inputs before doing initial drafts *(at least some things should be narrowed down in initial drafts)...
- comment: There are a lot of questions about resource sharing. These are difficult to answer without having more decisions about fundamental governance. We do not know roles for entities, and who decides things. If we knew what responsibilities the Global Council would have, then we would know what resources the group would need. It would be helpful to see a matrix of roles and responsibilities

Those drafts go through Wikimedia Foundation and external legal review, then they get posted to Meta. When those are out, then it will be time to discuss money.

- comment: Legal expertise and language articulation should have been among drafters and their supporters, not as extra step from outside IMHO
- comment: if everything goes through WMF's legal department, I am concerned about how there will be changes in the power dynamics? Is there any external legal support that is backing them up?
- Georges: We need to take notes when someone has a comment like this. We need to see our flaws, and question when we have a status quo which needs to be changed. When it comes to responsibilities we have listed some things which the Global Council should do. For example, the Global Council should recognize entities. We have worked in a defined scope and focused on the order of the drafting plan without changes.

- ~ this kind of links back to the question if the WMF should just be a normal affiliate like everyone else or not. so answering this question without roles and responsibilities is... difficile
- ~ The people who have the money have the power. Money and power go together.
- comment: Should Wikimedia Foundation raise money in the US? Should WIKIMEDIA USA be created? Should brand ownerships be transferred to the Global Council?
- comment: The second question seems so easy! (What should be the Global Council’s role with regards to the allocation of funds within the WMF?) The CEO of the Wikimedia Foundation should allocate money within the organization. Why would anyone think otherwise?
- comment: why are subcommittees relevant to the movement charter? Why not let the Global Council decide that?
- This is because the FC will likely have a lot of work on its own, so may not be able to make decisions about individual affiliates funding, etc.
- yes but writing it into the Movement Charter makes it really difficult to adapt to the realities :-) so don't write stuff into the Movement Charter that can change on a dime. Your job is to write a document that opens up possibilities and opportunities, not prescribe a strict path everyone has to follow
