Non-free content on Ingush Wikipedia

Hello! I am an administrator at the Ingush Wikipedia. We created criteria for using non-free content on our wiki. Who can help us, what needs to be done next so that the ability to download and use non-free files is enabled in the Ingush Wikipedia (of course, subject to the criteria for fair use)? Thank you! @Adam-Yourist: Additionally please look over Non-free content and its talk page. Technically, a phabricator ticket would be needed to add the 'upload' access to the group(s) that would be uploading files locally. Please note: while the technical change is minimal, the community responsibly is not. You are the only active administrator on inhwiki and would need to patrol every upload to ensure it is properly licensed - this can be a lot of work and is really too much for one person to manage for a public project in my opinion. — xaosflux Talk 14:40, 4 December 2019 (UTC)

Central notice issues

Dear colleagues,

it seems to be some problem with central notice campaigs requests. We (Wikimedia RU) are currently organizing contest, and need a site notice for it. It was supposed that the campaign should start at December 1 (and would last until December 15). Now it's December 7, and only 8 days of the contest left, and there's still no banner of the contest.

What's wrong? Maybe we missed some procedure? We filled CentralNotice/Calendar and CentralNotice/Request entries a long ago. On the other hand, I see some banners run without any mentions on these pages. Maybe there's some other procedure that is more effective than using CentralNotice/Request? Maybe we should try IRC or Telegram channels? If yes, which ones?

Sorry for asking here, but I don't see where else to ask. I tried to address some individual sysops, but unfortunately got no responses yet - and the time now is a real issue.

Request for "MassMessage sender" and "translation admin" rights

I would like to apply for the rights "MassMessage sender" as well as "translation admin". I am a longterm (~14 years) wikimedian and work in the software development department of Wikimedia Germany as part of the Community Communications Team since 3 years. My colleague User:Johanna Strodt (WMDE) already has these rights, but it would be good to have a second person with rights on the team to avoid problems when my colleague is not in the office. Hello, please can someone ask @Bbb23: as to why I was unexpectedly blocked on the English Wikipedia and talk page access was disabled - my edits on user talk pages wishing a few festive greetings have been unexpectedly reverted on English Wikipedia, giving the reason "rv sock" and I was mistakenly blocked as a result. Tune abuse filter "gambling spam" to not block normal page creation

A user on sv-wiktionary (Svenji, sysop) tried to create the page sv:wikt:놀이터 with the following content:

The creation was reportedly blocked by the filter "gambling spam".

@Skalman and Xaosflux: This a particularly pernicious set of spambots, active, they bust through the challenge, hence why we are at disallow. I have just looked through the hits, and that is the first false positive in 500 hits (back to 28 September) [3]. Among the positive hits, I see autoconfirmed accounts, email authenticated accounts (34+ days of age), so I am reluctant to overly simplify. I have changed the filter to have an extra test to look for the user right "noratelimit" which will allow admins, but still disallow many users without advanced rights. We could apply based on an edit count, though some spambots get around those things as well by plain user page creation, then follow-up with the spam. In short, admins can now do the creations, but it isn't a great loosening based on the word. Note that with the filter and some other similar Korean words being spammed, I did have a conversation with Revi about what would be useful to keyword block from the perspective of kowikis. Note that you can check your local hits by use of the search global-169 in your local abuselog or use special:abuselog and filter on 169 and svwiktionary (if you have sufficient rights).  — billinghurst sDrewth 01:29, 20 December 2019 (UTC)
It might be quite restrictive, but it is, unfortunately, necessary to prevent a huge spambot corps. (The discussion Billinghurst mentioned is User talk:-revi/Archives/2019#special:abuselog Korean language infused spam and the next section) This specific case "놀이터" indeed does have a use case for wiktionaries, but for the rest of the projects, it is almost always used as a spam-keyword and spam-keyword only. — regards, Revi 03:53, 20 December 2019 (UTC)
Revi, it was too restrictive a filter as I set it, and it looks as though there is a hit rate of 0 to 0.2%, so maybe I will need to go to a minimum number of edits as an alternative, and I can set that number to be significant (maybe 20 edits?). Basing it on authentication, time served, and rudimentary permissions is condemned to fail, and then have the spam come through. Though 1 false positive in 3 months is not horrid, so I am not overly worried, just wish we could find a neater tweak that would work for small wikis where intermediate permissions are not particularly used.  — billinghurst sDrewth 04:52, 20 December 2019 (UTC)
For sv-wiktionary, allowing sysops is probably good enough, since quite a lot of the active users are sysops.
